Least cost planning from a customer's perspective

Description: In this paper, I offer some thoughts about least cost planning, not from the perspective of the regulator or utility, but from the perspective of a residential customer. The problem that I address is, as a homeowner in northern Virginia, I am about to make a long term fuel choice for my household, where the options include, natural gas, electricity and fuel oil. An additional choice is the energy efficiency capital investment in my home that could decrease my monthly fuel costs. My decision pro… more

L-star pulsed coal combustor for residential space heating

Description: This quarter, substantial improvement in the coal carbon conversion was achieved. Specifically, for a scaled-down version of the residential combustor, coal carbon conversions exceeding 97 percent were realized, when utilizing methane as carrier gas for the coal. Design changes include insulation of the combustor, introduction of a flame holder, combustion air preheat and presence of an obstructing plate at the combustor exhaust port. Only the first two changes contributed towards substantial i… more

Potential energy savings in commercial/residential communities based on integrated systems design

Description: Integrated Community Energy Systems (ICES) offer the potential of meeting the total energy requirements of communities in an energy-conserving cost-effective manner. This is accomplished mainly by (1) utilizing waste heat from electrical power generation, (2) using solid waste to help meet thermal and fuel energy demands, (3) using solar and other advanced technologies either in a central plant or dispersed in the community, and (4) developing control and operating strategies along with energy-… more

Geothermal direct heat use: market potential/penetration analysis for Federal Region IX (Arizona, California, Hawaii, Nevada)

Description: A preliminary study was made of the potential for geothermal direct heat use in Arizona, California, Hawaii, and Nevada (Federal Region IX). The analysis for each state was performed by a different team, located in that state. For each state, the study team was asked to: (1) define the resource, based on the latest available data; (2) assess the potential market growth for geothermal energy; and (3) estimate the market penetration, projected to 2020. Each of the four states of interest in this … more

Management of social and economic impacts associated with the construction of large-scale projects: experiences from the Western coal development communities

Description: The construction and operation of large-scale energy or resource development projects are accompanied by environmental, social, and economic changes or impacts. Impact assessment is the key tool used to determine which impact areas will most severely affect the community and will thus need to be managed. Impact management, only recently recognized as part of the assessment process, includes public and private actions to ameliorate impacts. The use of available impact management strategies can a… more

In-Home Performance of Exempt Pellet Stoves in Medford, Oregon.

Description: Pellet stoves that are considered exempt'' operate at an air-to-fuel ratio in excess of 35:1. They therefore qualify for exemption from the emissions certification process. A primary goal of this project was to determine how a sample of such stoves, operated in homes, would perform compared to their certified cousins,'' which were evaluated the previous year. In-home performance data documenting emissions from exempt stoves and net delivered efficiencies was particularly desired. This project e… more

Analysis of fuel shares in the residential sector: 1960 to 1995

Description: Historical and future energy use by fuel type in the residential sector of the United States are examined. Of interest is the likely relative demand for fuels as they affect national policy issues such as the potential shortfall of electric generating capacity in the mid to late 1990's and the ability of the residential sector to switch rapdily among fuels in response to fuel shortages, price increases and other factors. Factors affecting the share of a fuel used rather than the aggregate level… more

Analysis of residential, industrial and commercial sector responses to potential electricity supply constraints in the 1990s

Description: There is considerable debate over the ability of electric generation capacity to meet the growing needs of the US economy in the 1990s. This study provides new perspective on that debate and examines the possibility of power outages resulting from electricity supply constraints. Previous studies have focused on electricity supply growth, demand growth, and on the linkages between electricity and economic growth. This study assumes the occurrence of electricity supply shortfalls in the 1990s and… more
