The sharing of the Penn State Breazeale Reactor with other educational institutions

Description: The Penn State Radiation Science and Engineering Center (RSEC) integrates the Breazeale Reactor and its affiliated laboratories and facilities on the University Park Campus. Penn State has the only nuclear reactor in Pennsylvania dedicated to research and education. Its faculty have pioneered industrial and research applications of radiation and radioisotopes. In addition, the center and its affiliated faculty have access to the multidisciplinary resources and expertise available within Penn State, one of the nation`s leading research universities. The goals of the Penn State Radiation Science and Engineering Center are to: incorporate radiation science and engineering services and facilities into a cohesive infrastructure; provide state-of-the-art academic instruction and laboratory experiences; provide facilities and assistance for academic research; provide technical, engineering, and other support services to RSEC users; generate new techniques, applications, and services for researchers in diverse disciplines; and serve the needs of academia and industry through RSEC services, faculty affiliations, and facilities that are not readily available elsewhere.

Program for documenting the criticality safety basis for operations in a research and development facility consistent with new regulatory requirements

Description: A program was developed and implemented at LLNL to provide more detailed, documented Criticality Safety Evaluations of operations in an R&D facility. The new Criticality Safety evaluations were consistent with regulatory requirements of the then new DOE Order 5480.24, Nuclear Criticality Safety. The evaluations provide a criticality safety basis for each operation in the facility in support of the facility Safety Analysis Report. This implementation program provided a transition from one method of conducting and documenting Criticality Safety Evaluations to a new method consistent with new regulatory requirements. The program also allowed continued safe operation of the facility while the new implementation level Criticality Safety Evaluations were developed.

Progress in converting {sup 99}Mo production from high- to low-enriched uranium--1999.

Description: Over this past year, extraordinary progress has been made in executing our charter to assist in converting Mo-99 production worldwide from HEU to LEU. Building on the successful development of the experimental LEU-foil target, we have designed a new, economical irradiation target. We have also successfully demonstrated, in collaboration with BATAN in Indonesia, that LEU can be substituted for HEU in the Cintichem target without loss of product yield or purity; in fact, conversion may make economic sense. We are interacting with a number of commercial producers--we have begun active collaborations with the CNEA and ANSTO; we are working to define the scope of collaborations with MDS Nordion and Mallinckrodt; and IRE has offered its services to irradiate and test a target at the appropriate time. Conversion of the CNEA process is on schedule. Other papers presented at this meeting will present specific results on the demonstration of the LEU-modified Cintichem process, the development of the new target, and progress in converting the CNEA process.

Demonstration of {sup 99}MO production using LEU metal-foil targets in the cintichem process.

Description: In March and September 1999, demonstrations of the irradiation, disassembly, and processing of LEU metal foil targets were performed in the Indonesian BATAN PUSPIPTEK Facilities. These demonstrations showed that (1) irradiation and disassembly can be performed so that the uranium foil can be easily removed from the target body, and (2) with only minor changes to the current process, the LEU foil can produce yield and purity of the {sup 99}Mo product at least as great as that obtained with the HEU target. Further, because of these modifications, two hours are cut from the processing time, and the liquid waste volume is reduced. Results of these demonstrations will be presented along with conclusions and plans for future work.
