Analysis of Renewable Energy Deployment in Colorado by 2030

Description: This paper reports that, currently, most utilities in the state of Colorado are subject to the 20% renewable portfolio standard (RPS) passed by voters in 2004 and expanded by the state legislature in 2007. However, because of bonuses and exemptions written into the law, the true required renewable energy penetration is only 12.3%, making the law less then adequate for addressing climate change. The study aims to assess the real renewable energy and carbon impacts of the current RPS and investigates the benefits of increasing the RPS to true 20% and 30% values. A user input-driven predictive Excel model was developed to find the proper technology spread, electrical outputs, and carbon reduction for each RPS. It was found that while all the RPS variants are technically feasible based on available renewable resources, only the 30% RPS meets the carbon reductions that are thought necessary to avoid the worst impacts of climate change. The report then comments on the results and what RPS percentage will be the most acceptable avenue.

National Renewable Energy Laboratory: 35 Years of Innovation (Brochure)

Description: This brochure is an overview of NREL's innovations over the last 35 years. It includes the lab's history and a description of the laboratory of the future. The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy's (DOE) primary national laboratory for renewable energy and energy efficiency. NREL's work focuses on advancing renewable energy and energy efficiency technologies from concept to the commercial marketplace through industry partnerships. The Alliance for Sustainable Energy, LLC, a partnership between Battelle and MRIGlobal, manages NREL for DOE's Office of Energy Efficiency and Renewable Energy.

Trends in Utility Green Pricing Programs (2006)

Description: In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 750 utilities--or about 25% of all utilities nationally--provide their customers a "green power" option. Through these programs, more than 70 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2006 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

Interaction of Compliance and Voluntary Renewable Energy Markets

Description: In recent years, both compliance and voluntary markets have emerged to help support the development of renewable energy resources. Both of these markets are growing rapidly and today about half of U.S. states have RPS policies in place, with a number of these policies adopted in the last several years. In addition, many states have recently increased the stringency of their RPS policies. This paper examines key market interaction issues between compliance and voluntary renewable energy markets. It provides an overview of both the compliance and voluntary markets, addressing each market's history, purpose, size, scope, and benefits while addressing issues, including double counting.

NREL Response to the Report 'Study of the Effects on Employment of Public Aid to Renewable Energy Sources' from King Juan Carlos University (Spain) (White Paper)

Description: Job generation has been a part of the national dialogue surrounding energy policy and renewable energy (RE) for many years. RE advocates tout the ability of renewable energy to support new job opportunities in rural America and the manufacturing sector. Others argue that spending on renewable energy is an inefficient allocation of resources and can result in job losses in the broader economy. The report, Study of the Effects on Employment of Public Aid to Renewable Energy Sources, from King Juan Carlos University in Spain, is one recent addition to this debate. This report asserts that, on average, every renewable energy job in Spain 'destroyed' 2.2 jobs in the broader Spanish economy. The authors also apply this ratio to the U.S. context to estimate expected job loss from renewable energy development and policy in the United States. This memo discusses fundamental and technical limitations of the analysis by King Juan Carlos University and notes critical assumptions implicit in the ultimate conclusions of their work. The memo also includes a review of traditional employment impact analyses that rely on accepted, peer-reviewed methodologies, and it highlights specific variables that can significantly influence the results of traditional employment impact analysis.

Advanced Modeling of Renewable Energy Market Dynamics: May 2006

Description: This report documents a year-long academic project, presenting selected techniques for analysis of market growth, penetration, and forecasting applicable to renewable energy technologies. Existing mathematical models were modified to incorporate the effects of fiscal policies and were evaluated using available data. The modifications were made based on research and classification of current mathematical models used for predicting market penetration. An analysis of the results was carried out, based on available data. MATLAB versions of existing and new models were developed for research and policy analysis.

Green Power Marketing in the United States: A Status Report (2008 Data)

Description: Voluntary consumer decisions to buy electricity supplied from renewable energy sources represent a powerful market support mechanism for renewable energy development. In the early 1990s, a small number of U.S. utilities began offering 'green power' options to their customers. Since then, these products have become more prevalent, both from traditional utilities and from renewable energy marketers operating in states that have introduced competition into their retail electricity markets or offering renewable energy certificates (RECs) online. Today, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, while all consumers have the option to purchase RECs. This report documents green power marketing activities and trends in the United States including utility green pricing programs offered in regulated electricity markets; green power marketing activity in competitive electricity markets, as well as green power sold to voluntary purchasers in the form of RECs; and renewable energy sold as greenhouse gas offsets in the United States. These sections are followed by a discussion of key market trends and issues. The final section offers conclusions and observations.

International Clean Energy Analysis Gateway: Assisting Developing Countries with Clean Energy Deployment (Fact Sheet)

Description: The International Clean Energy Analysis Gateway seeks to enhance developing country access to energy efficiency and renewable energy analysis tools, databases, methods, and other technical resources in a dynamic user interaction environment. In addition to providing information on available tools, the gateway also is a platform for Web seminars, online training, peer networks, and expert assistance. The gateway is sponsored by the U.S. Department of Energy (DOE) and the United Nations Industrial Development Organization (UNIDO) and managed by the National Renewable Energy Laboratory (NREL). Further cooperation is desired with organizations that can help expand the information presented in the portal and assist with outreach and training.

Preliminary Examination of the Supply and Demand Balance for Renewable Electricity

Description: In recent years, the demand for renewable electricity has accelerated as a consequence of state and federal policies and the growth of voluntary green power purchase markets, along with the generally improving economics of renewable energy development. This paper reports on a preliminary examination of the supply and demand balance for renewable electricity in the United States, with a focus on renewable energy projects that meet the generally accepted definition of "new" for voluntary market purposes, i.e., projects installed on or after January 1, 1997. After estimating current supply and demand, this paper presents projections of the supply and demand balance out to 2010 and describe a number of key market uncertainties.

Transforming our Nation's Energy System, Energy Systems Integration Facility (ESIF)

Comparative Analysis of Three Proposed Federal Renewable Electricity Standards

Description: This paper analyzes potential impacts of proposed national renewable electricity standard (RES) legislation. An RES is a mandate requiring certain electricity retailers to provide a minimum share of their electricity sales from qualifying renewable power generation. The analysis focuses on draft bills introduced individually by Senator Jeff Bingaman and Representative Edward Markey, and jointly by Representative Henry Waxman and Markey. The analysis uses NREL's Regional Energy Deployment System (ReEDS) model to evaluate the impacts of the proposed RES requirements on the U.S. energy sector in four scenarios.

Power Purchase Agreement Checklist for State and Local Governments

Description: This fact sheet provides information and guidance on the solar photovoltaic (PV) power purchase agreement (PPA), which is a financing mechanism that state and local government entities can use to acquire clean, renewable energy. It addressed the financial, logistical, and legal questions relevant to implementing a PPA, but we do not examine the technical details?those can be discussed later with the developer/contractor. This fact sheet is written to support decision makers in U.S. state and local governments who are aware of solar PPAs and may have a cursory knowledge of their structure but they still require further information before committing to a particular project.

Role of Energy Storage with Renewable Electricity Generation (Report Summary) (Presentation)

Description: Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as "intermittent") output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. The variability of these sources has led to concerns regarding the reliability of an electric grid that derives a large fraction of its energy from these sources as well as the cost of reliably integrating large amounts of variable generation into the electric grid. In this report, we explore the role of energy storage in the electricity grid, focusing on the effects of large-scale deployment of variable renewable sources (primarily wind and solar energy).

Using Net-Zero Energy Projects to Enable Sustainable Economic Redevelopment at the Former Brunswick Air Naval Base

Description: A Study Prepared in Partnership with the Environmental Protection Agency for the RE-Powering America's Land Initiative: Siting Renewable Energy on Potentially Contaminated Land and Mine Sites. The Brunswick Naval Air Station is a naval air facility and Environmental Protection Agency (EPA) Super Fund site that is being cleaned up, and closed down. The objective of this report is not only to look at the economics of individual renewable energy technologies, but also to look at the systemic benefits that can be gained when cost-effective renewable energy technologies are integrated with other systems and businesses in a community; thus multiplying the total monetary, employment, and quality-of-life benefits they can provide to a community.
