Reexamining Regulations: Opportunities Exist to Improve Effectiveness and Transparency of Retrospective Reviews

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Congress and presidents require agencies to review existing regulations to determine whether they should be retained, amended, or rescinded, among other things. GAO was asked to report the following for agency reviews: (1) numbers and types completed from 2001 through 2006; (2) processes and standards that guided planning, conducting, and reporting; (3) outcomes; and (4) factors that helped or impeded i… more

Horizontal gene transfer and the evolution of transcriptionalregulation in Escherichia coli

Description: Background: Most bacterial genes were acquired by horizontalgene transfer from other bacteria instead of being inherited bycontinuous vertical descent from an ancient ancestor}. To understand howthe regulation of these {acquired} genes evolved, we examined theevolutionary histories of transcription factors and of regulatoryinteractions from the model bacterium Escherichia coli K12. Results:Although most transcription factors have paralogs, these usually arose byhorizontal gene transfer rather t… more

Analysis of the Costs of a Backlog Project in Response to Recommendation 2 of the 2004 Archives and History Office Program Review Committee Report

Description: SLAC Archives and History Office (AHO) backlog of unprocessed material is over 3,000 cubic feet and growing. Because much of this material was directly transferred to off-site storage, the provenance and contents are a mystery. The costs of off-site storage, lack of knowledge of the contents, and the impending federal regulations in 2009 concerning storage facilities all suggest the need for a long-term plan for the backlog. AHO presents these options to SLAC management: (1) Continue with the s… more

GENERATING THE RIGHT PCB DATA DETERMINATION OF AROCLORS VERSUS PCB CONGENERS

Description: Polychlorinated biphenyls (PCBs) are a major environmental concern due to their ubiquity and tendency to bio-accumulate. as well as their persistence and toxicity. As the cleanup of waste and contaminated soil progresses at U.S. Department of Energy (DOE) sites, the costs for accurate PCB data are increasing. PCBs are actually a broad name for a group of 209 individual compounds known as congeners. PCBs were originally produced in the United States as specific mixtures of congeners known as Aro… more

Dynamics of Adipocyte Turnover in Humans

Description: Obesity is increasing in an epidemic fashion in most countries and constitutes a public health problem by enhancing the risk for cardiovascular disease and metabolic disorders such as type 2 diabetes. Owing to the increase in obesity, life expectancy may start to decrease in developed countries for the first time in recent history. The factors determining fat mass in adult humans are not fully understood, but increased lipid storage in already developed fat cells is thought to be most important… more

POLYCHLORINATED BIPHENYL COMPLIANCE ISSUES IN THE 21ST CENTURY: POORLY RECOGNIZED AND POTENTIALLY DEVASTATING-8162

Description: Thirty-one years have passed since the United States Congress passed the Toxic Substances Control Act (TSCA) [1]. The 1976 law essentially eliminated future production of polychlorinated biphenyls (PCBs) within the United States and greatly limited the use of previously manufactured PCBs and PCB products. The ultimate objective of the law was the complete elimination of these chemicals due to concerns about their potentially toxic effects on health and the environment. PCBs were manufactured in… more

Techno-Economic Analysis of Indian Draft Standard Levels for RoomAir Conditioners

Description: The Indian Bureau of Energy Efficiency (BEE) finalized its first set of efficiency standards and labels for room air conditioners in July of 2006. These regulations followed soon after the publication of levels for frost-free refrigerators in the same year. As in the case of refrigerators, the air conditioner program introduces Minimum Efficiency Performance Standards (MEPS) and comparative labels simultaneously, with levels for one to five stars. Also like the refrigerator program, BEE defined… more

Regulation of In Situ to Invasive Breast Carcinoma Transition

Description: The transition of ductal carcinoma in situ (DCIS) to invasive carcinoma is a key event in breast tumor progression that is poorly understood. Comparative molecular analysis of tumor epithelial cells from in situ and invasive tumors has failed to identify consistent tumor stage-specific differences. However, the myoepithelial cell layer, present only in DCIS, is a key distinguishing and diagnostic feature. To determine the contribution of non-epithelial cells to tumor progression, we analyzed th… more

Accuracy and Efficiency of a Coupled Neutronics and Thermal Hydraulics Model

Description: The accuracy requirements for modern nuclear reactor simulation are steadily increasing due to the cost and regulation of relevant experimental facilities. Because of the increase in the cost of experiments and the decrease in the cost of simulation, simulation will play a much larger role in the design and licensing of new nuclear reactors. Fortunately as the work load of simulation increases, there are better physics models, new numerical techniques, and more powerful computer hardware that w… more

Modeling Leaking Gas Plume Migration

Description: In this study, we obtain simple estimates of 1-D plume propagation velocity taking into account the density and viscosity contrast between CO{sub 2} and brine. Application of the Buckley-Leverett model to describe buoyancy-driven countercurrent flow of two immiscible phases leads to a transparent theory predicting the evolution of the plume. We obtain that the plume does not migrate upward like a gas bubble in bulk water. Rather, it stretches upward until it reaches a seal or until the fluids b… more
