Current radiological status of Utirik Atoll

Description: A preliminary radiological survey was conducted at Utirik Atoll in 1978 as part of the Northern Marshall Islands Radiological Survey (NMIRS). A dose assessment based on these limited data indicated a relatively low dose of about 0.12 mSv to people living on Utirik in 1978 (Robison et al., 1982). A much more detailed radiological survey was conducted in April of both 1993 and 1994. Aerial photos of the islands of Utirik Atoll were taken as part of the 1978 NMIRS. The sampling grids for the 1993 and 1994 surveys are shown overlaid on these aerial photos in Figures 1, 2, 3, and 4. External gamma measurements and a collection of either drinking coconuts or copra coconuts were made at each location. Pandanus, breadfruit, lime, and banana were collected where available. Ground water was collected in 1993/94 from four wells on Utirik Island and two wells on Aon Island. Surface soil and soil profiles were collected at some of the grid points on each of the islands at the atoll in 1993/94. A comparison of the number of samples collected in 1978 and 1993/94 are shown in Table 1. A detailed listing of the samples collected in the 1993/94 radiological survey at Utirik Atoll is given in Table 2. The number of vegetation samples collected in 1993/94 is nearly a factor of 7 greater than in 1978. Soil samples collected in 1993/94 exceeded the number collected in 1978 by more than a factor of 4. Consequently, extensive data are now available for the islands at Utirik Atoll and form the basis for the current dose assessment for the atoll.

Guidance for UMTRA project surveillance and maintenance

Description: The Guidance for UMTRA Project Surveillance and Maintenance describes the procedures that will be used to verify that Uranium Mill Tailings Remedial Action (UMTRA) Project disposal sites continue to function as designed. The approach of this guidance document is to identify surveillance requirements and maintenance procedures that will be used to comply with NRC license requirements. This document addresses five primary activities: Definition and characterization of final site conditions. Site inspections; Ground-water monitoring; Aerial photography; and Custodial maintenance and contingency repair. Final site conditions will be defined and characterized prior to the completion of remedial actions at a site. As-built drawings will be compiled, a final topographic survey will be performed, a vicinity map will be prepared, and ground and aerial photographs will be taken. Survey monuments, site markers, and signs will be established as will a network of monitoring wells.

Quarterly environmental radiological survey summary, first quarter 1998: 100, 200, 300, and 600 areas

Description: Routine radiological surveys are part of near-facility environmental monitoring, which monitors and helps direct the reduction of the radiological areas at the Hanford Site. The routine radiological surveys are performed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group as directed by Environmental Monitoring and Investigations. The surveys performed have included inactive waste sites; outdoor radiological control areas; tank farm perimeters and associated diversion boxes, lift stations, and vent stations; perimeters of active or uncovered waste sites such as burial grounds, retention basins, ponds, process trenches, and ditches; underground pipelines; and road and rail surfaces. This report provides a summary of the radiological surveys performed in support of near-facility environmental monitoring at the Hanford Site during the first quarter 1998. The survey results and the status of actions required are also discussed. A waste site survey schedule, Routine Environmental Monitoring Schedule, Calendar year 1998, HNF-SP-0098-9, was developed by Environmental Monitoring and Investigations working with the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group. Environmental Monitoring and Investigations reviews the radiological survey reports and files a copy for historical purposes and reference. Radiological conditions are tracked and trends noted. All sites are surveyed at least once each year. The survey frequencies for particular sites are based on site history, 1,551 radiological conditions, and general maintenance. Special surveys may be conducted at irregular frequencies if conditions warrant (e.g., growth of deep-rooted vegetation is noted at a waste site). Radiological surveys are conducted to detect surface contamination and document changes in vegetation growth, biological intrusion, erosion, and general site maintenance conditions. Annual evaluation of routine radiological survey/monitoring frequencies for the High Ranking Facilities Deactivating Project at Oak Ridge, Tennessee

Description: The Bethel Valley Watershed at the Oak Ridge National Laboratory (ORNL) has several Environmental Management (EM) facilities that are designated for deactivation and subsequent decontamination and decommissioning (D and D). The Surplus Facilities Program at ORNL provides surveillance and maintenance support for these facilities as deactivation objectives are completed to reduce the risks associated with radioactive material inventories, etc. The Bechtel Jacobs Company LLC Radiological Control (RADCON) Program has established requirements for radiological monitoring and surveying radiological conditions in these facilities. These requirements include an annual evaluation of routine radiation survey and monitoring frequencies. Radiological survey/monitoring frequencies were evaluated for two High Ranking Facilities Deactivation Project facilities, the Bulk Shielding Facility and Tower Shielding Facility. Considerable progress has been made toward accomplishing deactivation objectives, thus the routine radiological survey/monitoring frequencies are being reduced for 1999. This report identifies the survey/monitoring frequency adjustments and provides justification that the applicable RADCON Program requirements are also satisfied.

Final audit report of remedial action construction at the UMTRA Project, Grand Junction, Colorado, processing site

Description: This final audit report (FAR) for remedial action at the Grand Junction, Colorado, Uranium Mill Tailings Remedial Action (UMTRA) Project processing site consists of a summary of the radiological surveillances/ audits, the quality assurance (QA) in-process surveillances, and the QA final close-out inspection performed by the US Department of Energy (DOE) and Technical Assistance Contractor (TAC). The FAR also summarizes other surveillances performed by the US Nuclear Regulatory Commission (NRC). To summarize, a total of one finding and 127 observations were noted during DOE/TAC audit and surveillance activities. The NRC noted general site-related observations during the OSCRs. Follow-up to responses required from MK-Ferguson for the DOE/TAC finding and observations indicated that all issues related to the Grand Junction processing site were resolved and closed out to the DOE`s satisfaction. The NRC OSCRs resulted in no issues related to the Grand Junction processing site requiring a response from MK-Ferguson.

Surface radiological investigations along State Highway 95, Lagoon Road, and Melton Valley Drive, Oak Ridge Reservation, Oak Ridge, Tennessee

Description: The surface radiological investigation along State Highway 95, Lagoon Road, and Melton Valley Drive at the Oak Ridge Reservation was conducted as part of the Oak Ridge National Laboratory Environmental Restoration Program Surveillance and Maintenance activities. This report was prepared to document results of the investigation and subsequent remedial actions. The report details surface gamma radiation levels including gamma anomalies; surface beta radiation levels including beta anomalies; results of analysis of soil, water, and vegetation samples and smear samples collected from paved surfaces; remediation activities conducted as a result of the survey; and recommendations for further corrective measures.

Post-remediation action radiological report for Surface Impoundments C (3539) and D (3540) at the Oak Ridge National Laboratory, Oak Ridge, Tennessee

Description: During August and September 1998, Bechtel Jacobs Company LLC performed a remedial action within Impoundments 3539 and 3540 (Impoundments C and D, respectively) in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act Record of Decision (ROD) for the Surface Impoundments Operable Unit. The remedial action included removal of sediments and 0.1 ft of subimpoundment soil. A post-remedial action radiological survey was conducted to provide data to support the Bethel Valley ROD. Data was obtained from (1) a walkover survey for residual gamma radiation on the base of the impoundments, (2) smear surveys for transferable contamination on remaining riprap, and (3) representative sampling of subimpoundment soils. Walkover surveys identified no locations outside the impoundments with gamma exposure levels greater than three times background levels. Smear surveys detected no removable contamination above release limits as specified in 10 CFR 835, Appendix D. Subimpoundment soil samples quantified low levels of residual contamination.

Summary protocol UMTEAP vicinity properties identification--characterization--inclusion

Description: This report addresses in turn the activities considered essential to the identification of properties in the vicinity of the designated inactive uranium mill tailings sites suspected of containing residual radioactive material; the radiological characterization of each property necessary to define the extent of contamination; and the analysis/evaluation of survey results against criteria established by or based on EPA Standards for Remedial Action at Inactive Processing Sites (40 CFR 192) to support elimination or inclusion of such properties in the remedial action program. The overall intent is to minimize the extent of radiological survey efforts required to determine if a property should be included in the Uranium Mill Tailings Remedial Action Program (UMTRAP) or eliminated from further consideration for remedial action, thus, relegating the more detailed radiological characterization work on properties included for remedial action to the engineering phase of the program. Action levels have been established to facilitate inclusion of contaminated properties in the remedial action program with minimum application of radiological survey resources. Throughout the survey process, the professional judgment of radiological survey personnel will be called upon to make an initial determination as to the extent of survey activities required.

Final report on the radiological surveys of designated DX firing sites at Los Alamos National Laboratory

Description: CHEMRAD was contracted by Los Alamos National Laboratory to perform USRADS{reg_sign} (UltraSonic Ranging And Data System) radiation scanning surveys at designated DX Sites at the Los Alamos National Laboratory. The primary purpose of these scanning surveys was to identify the presence of Depleted Uranium (D-38) resulting from activities at the DX Firing Sites. This effort was conducted to update the most recent surveys of these areas. This current effort was initiated with site orientation on August 12, 1996. Surveys were completed in the field on September 4, 1996. This Executive Summary briefly presents the major findings of this work. The detail survey results are presented in the balance of this report and are organized by Technical Area and Site number in section 2. This organization is not in chronological order. USRADS and the related survey methods are described in section 3. Quality Control issues are addressed in section 4. Surveys were conducted with an array of radiation detectors either mounted on a backpack frame for man-carried use (Manual mode) or on a tricycle cart (RadCart mode). The array included radiation detectors for gamma and beta surface near surface contamination as well as dose rate at 1 meter above grade. The radiation detectors were interfaced directly to an USRADS 2100 Data Pack.

Results of the radiological survey of the Excelsior Steel Ball Company, Tonawanda, New York (TNY005)

Description: At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted two radiological surveys of property belonging to the Excelsior Steel Ball Company, which is surrounded on three sides by the former site of the Linde Uranium Refinery, Tonawanda, New York. The surveys were performed in September 1997 and February 1998. The purpose of the first survey was to determine if radioactive residuals were present from previous activities at the former Linde site. The Linde Air Products Division of Union Carbide Corporation, Tonawanda, New York, had used radioactive materials at that location for work performed under government contract from 1942 through 1948. The purpose of the second survey was to collect additional biased samples from an area of the site where biased sample results showed slightly elevated levels of thorium-232.

Results of the independent radiological verification survey at the former Chapman Valve Manufacturing Company, Indian Orchard, Massachusetts (CIO001V)

Description: The Chapman Valve Manufacturing Company in Indian Orchard, Massachusetts was one of many companies performing work during the 1940s associated with the development of nuclear energy for defense-related projects for the Manhattan Engineer District (MED) and the Atomic Energy Commission (AEC). In 1991, a radiological survey was conducted at the site. The survey report indicated {sup 238}U contamination in excess of the DOE criteria for surface contamination, and some {sup 235}U residues in the west end of the building. Decontamination of the facility to supplemental guidelines, derived by a hazard assessment based on appropriate scenarios for this building, was conducted by subcontractor personnel in 1995 under the direction of Bechtel National Incorporated (BNI), the project management contractor for FUSRAP. The independent radiological verification survey detailed in this report was performed in July and August 1995 under the FUSRAP program by members of ORNL at the request of DOE. The radiological verification survey of the west end of the building included gamma, alpha, and beta-gamma scans for fixed contamination, smear sampling for transferable contamination, and radionuclide analysis of soil samples taken from outside the building and from excavations in the concrete floor inside the building.

Results of the independent radiological verification survey at B and T Metals, 425 West Town Street, Columbus, Ohio (CO001V)

Description: In the mid-1940s, B and T Metals, 425 West Town Street, Columbus, Ohio became one of the first commercial firms to provide extrusion of uranium billets into rods in support of Manhattan Engineer District (MED) operations. The US Department of Energy conducted radiological surveys of these sites to evaluate current radiological conditions as part of the 1974 Formerly Utilized Sites Remedial Action Program (FUSRAP). In 1988 and 1989, a preliminary radiological survey was conducted by ORNL on the commercial property of B and T Metals. Results of the survey indicated that limited and localized residual radioactive material found in the main building and in one area outdoors exceeded current DOE guidelines, and the site was recommended for remediation. In the spring of 1996, a radiological verification survey of this property was conducted by ORNL, the independent verification contractor, in conjunction with decontamination operations conducted under the supervision of Bechtel National, Incorporated. The verification survey included gamma scans of the main building and parts of the grounds, limited beta-gamma scans of the building and roof, limited alpha scans of inside overhead structures, smear sampling, and the collection of samples for radionuclide analysis. This report describes the results of the radiological verification survey of the commercial property of B and T Metals, Columbus, Ohio.

Beta and Gamma Correction Factors for the Eberline R0-20 Ionization Chamber Survey Instrument

Description: This technical document provides details of derived correction factors for the Eberline R0-20 survey meter, which uses an ionization chamber to measure ambient exposure rates. A thin end window allows the instrument to measure exposure rates from non-penetrating radiation (i.e., beta radiation). Correction factors are provided for contact measurements with beta and gamma disk sources, gamma beams and, finally, general area beta fields. Beta correction factors are based on the instrument's response to 204Tl, selected as the most conservative isotope for beta correction factors, as indicated in previous studies of similar instruments using 204Tl, 147Pm, and 90Sr(Y) isotopes (LANL 1982). Gamma correction factors are based on 137Cs, considered the predominant source of gamma radiation on the Hanford Site.

Results of the radiological survey at Two Mile Creek, Tonawanda, New York (TNY002)

Description: At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at Two Mile Creek, Tonawanda, New York. The survey was performed in November 1991 and May 1996. The purpose of the survey was to determine if radioactive materials from work performed under government contract at the Linde Air Products Division of Union Carbide Corporation, Tonawanda, New York, had been transported into the creek. The survey included a surface gamma scan in accessible areas near the creek and the collection of soil, sediment, and core samples for radionuclide analyses. Survey results indicate that no significant material originating at the Linde plant is presently in the creek. Three of the 1991 soil sample locations on the creek bank and one near the lake contained slightly elevated concentrations of {sup 238}U with radionuclide distributions similar to that found in materials resulting from former processing activities at the Linde site.

Results of the independent radiological verification survey of the remedial action performed at 525 S. Main Street, Oxford, Ohio, (OXO002)

Description: Between October 1952 and February 1957, National Lead of Ohio (NLO), a primary contractor for the Atomic Energy Commission (AEC), subcontracted certain uranium machining operations to Alba Craft Laboratory, Incorporated, located at 10-14 West Rose Avenue, Oxford, Ohio. In 1992, personnel from Oak Ridge National Laboratory (ORNL) confirmed the presence of residual radioactive materials from the AEC-related operations in and around the facility in amounts exceeding the applicable Department of Energy (DOE) guidelines. Above-guideline radiation levels were also found both indoors and outdoors at 525 S. Main Street, a private residential property in the immediate vicinity of the Alba Craft site. This document reports the findings at this private residence. Although the amount of uranium found on the properties posed little health hazard if left undisturbed, the levels were sufficient to require remediation to bring radiological conditions into compliance with current guidelines, thus ensuring that the public and the environment are protected. A team from ORNL conducted a radiological verification survey of the property at 525 S. Main Street, between November 1993 and December 1994. The survey was conducted at the request of DOE and included directly measured radiation levels, the collection and analysis of soil samples to determine concentrations of uranium and certain other radionuclides, and comparison of these data to the guidelines.

In 1992, personnel from Oak Ridge National Laboratory (ORNL) confirmed the presence of residual radioactive materials from the AEC-related operations in and around the facility in amounts exceeding the applicable Department of Energy (DOE) guidelines. Although the amount of uranium found on the property posed little health hazard if left undisturbed, the levels were sufficient to require remediation to bring radiological conditions into compliance with current guidelines, thus ensuring that the public and the environment are protected. A team from ORNL conducted a radiological verification survey of the former Alba Craft Laboratory property between December 1994 and February 1995. The survey was conducted at the request of DOE and included directly measured radiation levels, the collection and analysis of soil samples to determine concentrations of uranium and certain other radionuclides, and comparison of these data to the guidelines. This document reports the findings of this survey. The results of the independent verification survey of the former Alba Craft Laboratory property demonstrate that all contaminated areas have been remediated to radionuclide concentrations and activity levels below the applicable guideline limits set by DOE.

Scoping measurements of radionuclides in L Lake with an underwater HPGe detector

Description: This study of L Lake was conducted to determine whether the distribution of man-made radiation levels had changed from the time preceding the filling of the newly created lake in 1985. Overflight gamma measurements by EG&G in 1985 mapped the man-made radiation levels, indicating that significant levels were only detected from former stream beds that were to be covered by the lake. the present scoping gamma measurements were consistent with these earlier findings, indicating no major evidence of movement of the radioactivity. These results will be available to guide decisions concerning future plans for the lake. Gamma-emitting radionuclides of L Lake were examined in situ with an underwater HPGe detector and further studied by retrieving various sediment samples for analysis by HPGe gamma spectrometry in the Underground Counting Facility. The predominant man-made radionuclide detected was {sup 137}Cs; it had about 100 times greater activity than {sup 60}Co, which was the only other man-made radionuclide that was detected above trace levels.

Surface radiological investigations at the proposed SWSA 7 Site, Oak Ridge National Laboratory, Oak Ridge, Tennessee

Description: A surface radiological investigation was conducted intermittently from June 1994 to June 1995 at the proposed site for Solid Waste Storage Area (SWSA) 7. The stimulus for this survey was the observation in June 1992 of a man`s trousers became contaminated with {sup 9O}Sr while he was reviewing work on top of the High Flux Isotope Reactor (HFIR) cooling tower. Radiation surveys identified {sup 9O}Sr on the roofs of older buildings at the HFIR site. Since no {sup 9O}Sr was found on buildings built between 1988 and 1990, the {sup 9O}Sr was thought to have been deposited prior to 1988. Later in 1992, beta particles were identified on a bulldozer that had been used in a wooded area southwest of the Health Physics Research Reactor (HPRR) Access Road. More recently in April 1995, {sup 9O}Sr particles were identified on the top side of ceiling tiles in the overhead area of a building in the HFIR Complex. Considering that the proposed SWSA 7 site was located between the HFIR complex and the HPRR Access Road, it was deemed prudent to investigate the possibility that beta particles might also be present at the SWSA 7 site. A possible explanation for the presence of these particles has been provided by long-time ORNL employees and retirees. Strontium-90 as the titanate was developed in the early 1960s as part of the Systems for Nuclear Auxiliary Power (SNAP) Program. Strontium titanate ({sup 90}SrTiO{sub 3}) was produced at the Fission Product Development Laboratory (Building 3517) in the ORNL main plant area. Waste from the process was loaded into a 1-in. lead-lined dumpster, which was transferred to SWSA 5 where it was dumped into a trench. Dumping allowed some articles to become airborne.

Final audit report of remedial action construction at the UMTRA Project Ambrosia Lake, New Mexico, site

Description: The final audit report for remedial action at the Ambrosia Lake, New Mexico, Uranium Mill Tailings Remedial Action (UMTRA) Project site consists of a summary of the radiological surveillances/audits, quality assurance (QA) in-process surveillances, and a QA final closeout inspection performed by the US Department of Energy (DOE) and the Technical Assistance Contractor (TAC). One radiological surveillance and three radiological audits were performed at the Ambrosia Lake site. The surveillance was performed on 12--16 April 1993 (DOE, 1993d). The audits were performed on 26--29 July 1993 (DOE, 1993b); 21--23 March 1994 (DOE, 1994d); and 1--2 August 1994 (DOE, 1994d). The surveillance and audits resulted in 47 observations. Twelve of the observations raised DOE concerns that were resolved on site or through subsequent corrective action. All outstanding issues were satisfactorily closed out on 28 December 1994. The radiological surveillance and audits are discussed in this report. A total of seven QA in-process surveillances were performed at the Ambrosia Lake UMTRA site are discussed. The DOE/TAC Ambrosia Lake final remedial action close-out inspection was conducted on 26 July 1995 (DOE, 1995a). To summarize, a total of 155 observations were noted during DOE/TAC audit and surveillance activities. Follow-up to responses required from the RAC for the DOE/TAC surveillance and audit observations indicated that all issues related to the Ambrosia Lake site were resolved and closed to the satisfaction of the DOE.
