Privatizing the Tennessee Valley Authority: Options and Issues

Description: This report will discuss the history and role of Tennessee Valley Authority (TVA) mostly from an energy standpoint, considering current and future obligations, and other issues related to TVA’s provision of electrical energy. Electric Reliability: Options for Electric Transmission Infrastructure Improvements

Description: The electric utility industry is inherently capital intensive. At the same time, the industry must operate under a changing and sometimes unpredictable regulatory system at both the federal and state level. The Energy Policy Act of 2005 has set in place government activities intended to relieve congestion on the transmission system. Several factors have contributed to the lack of new transmission capacity; these are outlined within this report. This report also discusses earlier pieces of energy legislation.

Description: An overview and discussion of Eastern Regional and Western Regional State Utility Regulators Workshops on Distributed Resources (DR) is given. The purpose of the workshops was for state regulators to learn about DR and the regulatory issues surrounding their greater use. Community Based Approach to Wind Energy Information Dissemination

Description: The purpose of the Department of Energy's grant was to transfer to New Mexico and Utah a national award-winning market-based strategy to aggregate demand for wind energy. Their experiences over the past few years in New Mexico and utah have been quite different. In both states they have developed stronger relationships with utilities and policymakers which will increase the effectiveness of the future advocacy efforts.

Zero Net Energy Myths and Modes of Thought

Description: The U.S. Department of Energy (DOE), the California Public Utilities Commission (CPUC), and a number of professional organizations have established a target of zero net energy (ZNE) in buildings by 2030. One definition of ZNE is a building with greatly reduced needs for energy through efficiency gains with the balance of energy needs supplied by renewable technologies. The push to ZNE is a response to research indicating that atmospheric concentrations of greenhouse gases have increased sharply since the eighteenth century, resulting in a gradual warming of the Earth?s climate. A review of ZNE policies reveals that the organizations involved frame the ZNE issue in diverse ways, resulting in a wide variety of myths and a divergent set of epistemologies. With federal and state money poised to promote ZNE, it is timely to investigate how epistemologies, meaning a belief system by which we take facts and convert them into knowledge upon which to take action, and the propagation of myths might affect the outcome of a ZNE program. This paper outlines myths commonly discussed in the energy efficiency and renewable energy communities related to ZNE and describes how each myth is a different way of expressing"the truth." The paper continues by reviewing a number of epistemologies common to energy planning, and concludes that the organizations involved in ZNE should work together to create a"collaborative rationality" for ZNE. Through this collaborative framework it is argued that we may be able to achieve the ZNE and greenhouse gas mitigation targets.

An Analysis of the Utilization of the Materials Management Concept by Selected Public Utilities in Texas

Description: Materials management is an integrative approach to control the flow of production materials. It has been successfully practiced by numerous manufacturing firms to decrease materials cost and improve the employment of scarce resources. The need for better utilization of resources is also prevalent in service sector industries. This dissertation focused on the public utilities industry and its practices in the materials management area. Major emphasis of this research was to (1) define the state-of-the-art of materials management within the gas and electric utilities in Texas, (2) determine its impact on the corporate structure, and (3) identify opportunities for materials management in the future of the Texas utilities industry.

An Evaluation of Public Relations as Practiced by Southwestern Bell Telephone Company

Description: This study presents a detailed analysis of the public relations organization, objectives, and practices of Southwestern Bell Telephone Company, Dallas, Texas. Information sources included interviews with telephone company public relations personnel, company publications, and other publications. The five chapters deal with the history and development of the company and its public relations program, and the organization, functions, and operations of the public relations department. With a long and varied history of public relations activities, the company executes numerous activities for employees, customers, educational institutions, the community, stockholders, and the media. The study recommends that the department establish a committee to formulate long-range public relations goals, initiate a management orientation program, and advertise in area high school and college publications.

Information risk in emerging utility markets: The role of commission- sponsored audits

Description: As public utilities and regulators begin to define their new relationship under various forms of regulations, some have questioned the continuing need for commission-sponsored audits. This study evaluates the role of such audits by examining their core purpose: the reduction of information risk (risk that a commission might make a wrong decision because of reliance on faulty information). It identifies five generic types of information that will be needed by commissions in the future and describes a cost-benefit analysis for identifying the appropriate method for mitigating information risk for state regulatory commissions.

Light Duty Utility Arm system pre-operational (cold test) test plan

Description: The Light Duty Utility (LDUA) Cold Test Facility, located in the Hanford 400 Area, will be used to support cold testing (pre- operational tests) of LDUA subsystems. Pre-operational testing is composed of subsystem development testing and rework activities, and integrated system qualification testing. Qualification testing will be conducted once development work is complete and documentation is under configuration control. Operational (hot) testing of the LDUA system will follow the testing covered in this plan and will be covered in a separate test plan

Doing business with business: Municipal utility energy audits

Description: This article is a review of the ways in which municipal utilities can use energy audits to identify the energy efficiency measures that are most effective for themselves and their customers. Two examples, Osage Municipal Utilities in Iowa and Sacramento Municipal Utility District in California, are used to illustrate the strategies that are most cost effective.

Determining the structure of an optimal personnel profile for a transformed commission

Description: In the classic sociological sense, an organization such as a public utility commission is a social unit consisting of specific groupings constructed and reconstructed deliberately and with forethought to achieve specific goals. These organizational groupings determined on the basis of rational divisions of labor, power, and communication are designed with the objective of placing individuals into positions where they are expected to make the largest contribution towards achieving the organization`s goals. It is reasonable then to conclude that proponents of the classical view had in mind a readily identifiable common ground among the organization`s members that the organization exploits as it selects its goals. Recently, it has been argued that metaphors are an acceptable shorthand for this common ground that provides an insight into the types of personnel an organization would find most suitable for assisting its efforts to reach its goals. This report is one of a series of reports on the transformation of public utility commissions. Previous reports in the series have focused on the transformation of a commission`s culture, roles, and activities. This report focuses on the staffing dimension of the personnel mix needed to support these changes.

Conceptual Designs for Utility Load-Leveling Battery with Li/FeS Cells

Description: In 1978, a conceptual design of a 100 MW-h load-leveling battery system having Li alloy/FeS cells was developed as a result of a joint effort between ANL and Rockwell International. Most of this cost was contributed by the submodule structure and the charge equalization scheme, which was the same as that developed for electric-vehicle batteries.

Financial Overview of Integrated Community Energy Systems

Description: This report is designed to analyze the commercialization potential of various concepts of community-scale energy systems that have been termed Integrated Community Energy Systems (ICES). A case analysis of alternative ICES concepts applied to a major metropolitan development complex is documented. The intent of this study is twofold: (1) to develop a framework for comparing ICES technologies to conventional energy supply systems and (2) to identify potential problems in the commercialization of new systems approaches to energy conservation. In brief, the ICES Program of the ERDA Office of Energy Conservation is intended to identify the opportunities for energy conservation in the community context through analysis, development, and/or demonstration of: location and design of buildings, building complexes, and infrastructure links; engineering and systems design of existing, emerging, and advanced energy production and delivery technologies and systems; regulatory designs for public planning, administration, and regulation of energy-conserving community development and energy services; and financial planning for energy-conserving community development and energy supply systems.

Factors that Influence the Acceptance of Integrated Community Energy Systems

Evaluation of Public Service Electric & Gas Company`s standard offer program, Volume I

Description: In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

Integrated resource planning and the environment: A guide to the use of multi-criteria decision methods

Description: This report is intended as a guide to the use of multi-criteria decision-making methods (MCDM) for incorporating environmental factors in electric utility integrated resource planning (IRP). Application of MCDM is emerging as an alternative and complementary method to explicit economic valuation for weighting environmental effects. We provide a step-by-step guide to the elements that are common to all MCDM applications. The report discusses how environmental attributes should be selected and defined; how options should be selected (and how risk and uncertainty should be accounted for); how environmental impacts should be quantified (with particular attention to the problems of location); how screening should be conducted; the construction and analysis of trade-off curves; dominance analysis, which seeks to identify clearly superior options, and reject clearly inferior options; scaling of impacts, in which we translate social, economic and environmental impacts into value functions; the determination of weights, with particular emphasis on ensuring that the weights reflect the trade-offs that decision-makers are actually willing to make; the amalgamation of attributes into overall plan rankings; and the resolution of differences among methods, and between individuals. There are many MCDM methods available for accomplishing these steps. They can differ in their appropriateness, ease of use, validity, and results. This report also includes an extensive review of past applications, in which we use the step-by-step guide to examine how these applications satisfied the criteria of appropriateness, ease of use, and validity. Case material is drawn from a wide field of utility applications, ranging from project-level environmental impact statements to capacity bidding programs, and from the results of two case studies conducted as part of this research.

Public-policy responsibilities in a restructured electricity industry

Description: In this report, we identify and define the key public-policy values, objectives, and actions that the US electricity industry currently meets. We also discuss the opportunities for meeting these objectives in a restructured industry that relies primarily on market forces rather than on government mandates. And we discuss those functions that governments might undertake, presumably because they will not be fully met by a restructured industry on its own. These discussions are based on a variety of inputs. The most important inputs came from participants in an April 1995 workshop on Public-Policy Responsibilities and Electric Industry Restructuring: Shaping the Research Agenda. Other sources of information and insights include the reviews of a draft of this report by workshop participants and others and the rapidly growing literature on electric-industry restructuring and its implications. One of the major concerns about the future of the electricity industry is the fate of numerous social and environmental programs supported by today`s electric utilities. Many people worry that a market-driven industry may not meet the public-policy objectives that electric utilities have met in the past. Examples of potentially at-risk programs include demand-side management (DSM), renewable energy, low-income weatherization, and fuel diversity. Workshop participants represented electric utilities, public utility commissions (PUCs), state energy offices, public-interest groups, other energy providers, and the research community.

Review of current Southern California edison load management programs and proposal for a new market-driven, mass-market, demand-response program

Description: Utility load management programs, including direct load control and interruptible load programs, constitute a large installed base of controllable loads that are employed by utilities as system reliability resources. In response to energy supply shortfalls expected during the summer of 2001, the California Public Utilities Commission in spring 2001 authorized new utility load management programs as well as revisions to existing programs. This report provides an independent review of the designs of these new programs for a large utility (Southern California Edison) and suggests possible improvements to enhance the price responsiveness of the customer actions influenced by these programs. The report also proposes a new program to elicit a mass-market demand response to utility price signals.
