Multilevel converters for power system applications

Description: Multilevel converters are emerging as a new breed of power converter options for power system applications. These converters are most suitable for high voltage high power applications because they connect devices in series without the need for component matching. One of the major limitations of the multilevel converters is the voltage unbalance between different levels. To avoid voltage unbalance between different levels, several techniques have been proposed for different applications. Excluding magnetic-coupled converters, this paper introduces three multilevel voltage source converters: (1) diode-clamp, (2) flying-capacitors, and (3) cascaded inverters with separate dc sources. The operation principle, features, constraints, and potential applications of these converters will be discussed.

A unique distribution system loss minimization scheme via reconfiguration with line capability limits

Description: This paper describes an integrated scheme for distribution system loss minimization with consideration of line capability limits via reconfiguration. Line capability limits are incorporated into the single loop optimization process as constraints. The integrated scheme is tested by 38-bus distribution system for different initial configurations, system losses are reduced significantly without any overload occurrence on feeder transformer network.

Multilevel converters -- A new breed of power converters

Description: Multilevel voltage source converters are emerging as a new breed of power converter options for high-power applications. The multilevel voltage source converters typically synthesize the staircase voltage wave from several levels of dc capacitor voltages. One of the major limitations of the multilevel converters is the voltage unbalance between different levels. The techniques to balance the voltage between different levels normally involve voltage clamping or capacitor charge control. There are several ways of implementing voltage balance in multilevel converters. Without considering the traditional magnetic coupled converters, this paper presents three recently developed multilevel voltage source converters: (1) diode-clamp, (2) flying-capacitors, and (3) cascaded-inverters with separate dc sources. The operating principle, features, constraints, and potential applications of these converters will be discussed.

Modulation and SSR tests performed on the BPA 500 kV thyristor controlled series capacitor unit at Slatt substation

Description: Field experience is reported for a thyristor controlled series capacitor (TCSC) recently commissioned at BPA`s Slatt substation. Subsynchronous resonance tests show that TCSC interactions with shaft dynamics of PGE`s Boardman steam generator are well understood and are effectively avoided by normal TCSC valve firing logic. Modulation tests, performed with the Boardman plant off line, show that the TCSC can be a powerful and responsive actuator for swing damping. Security considerations did not permit lightly damped operation of the controlled plant. Close analysis indicates that the TCSC damping contribution, though small, was measurable. The best estimate is that damping for the McNary mode is 7.33% and 8.55%, for the TCSC damper loop open and closed respectively. TCSC testing and monitoring is facilitated by an advanced interactive measurement network representing BPA`s approach to the information requirements of major control systems.

Antitrust concerns in the modern public utility environment

Description: Direct regulation of public utility activity and behavior has been the predominant approach to protect the public interest in this country. Changes in technology, as well as new thinking about the optimum role of regulation, have created a changing atmosphere in all of the traditional public utility industries. Competitive markets for many of the products and services in these industries have been developing. While monopoly power will continue to exist in certain parts of these industries and require direct regulation, in many areas a growing reliance upon competition as the best method of serving the public interest is developing. With this shift in emphasis from regulation to free markets, the antitrust laws take on new importance for these industries. In the absence of direct regulator control, those laws are society`s primary method of insuring the markets necessary to make competition an effective device for protecting the public interest. This study provides an overview of the antitrust laws, briefly describes the applicable theoretical underpinnings, and then turns to areas where public utility activity may pose special problems or conflicts with prevailing antitrust policy.

A Proposed Course of Study for Industrial Arts Power Technology for Ninth Grade in Texas Schools

Description: The purpose of this study was to determine topics being taught by power technology instructors in Texas and to develop a curriculum from these topics. This curriculum was meant to be a guide for a power technology course for the ninth grade. Questionnaires were distributed to power technology instructors in Texas. The topics from these questionnaires which instructors indicated they were teaching or they believed should be included in instructional content were made a part of the power technology curriculum. It was concluded most topics mentioned were in use or were indicated important to a comprehensive curriculum.
