A Comprehensive Competitive Advantage Construct: Its Theory and Operationalization

Description: Competitive advantage (CA) is an intuitively evident concept which has been widely used in theoretical research in strategy. But CA's diffuse image and its dynamic nature make it a difficult concept to apply. The purpose of this study was to develop a comprehensive (or macro) CA construct capable of being applied in an empirical manner across a broad spectrum of business situations. This objective required both an adequate grounding of the CA concept within its nomological- net of theories and a new operationalization approach.

Linkage of Business and Manufacturing Strategies as a Determinant of Enterprise Performance: an Empirical Study in the Textile Industry

Description: The main question in this study was: do business units that exhibit a "linkage" or "fit" between their business strategy and manufacturing strategy variables, outperform competitors who lack such a fit? This exploratory research focused on two business strategies: cost leadership and differentiation. Based on existing literature, twenty-four hypotheses concerning the relationship between business strategy and selected manufacturing strategy variables were developed. The manufacturing executives of eighty-eight broadwoven cotton fabric mills (SIC 2211) were surveyed using a qualitative questionnaire. Two sets of comparisons were made between the manufacturing strategy variables of the sampled firms: first, high vs. low performers pursuing cost leadership strategy; and second, high vs. low performers focusing on differentiation strategy. Within each set of comparisons, high performers reported linkage between their business strategies and selected manufacturing strategy variables. This study re-affirms the importance of linking business strategy with manufacturing strategy variables as a forceful weapon for overcoming competition.

A Systematic Approach to Corporate Planning

Description: The fundamental purpose of this dissertation is to determine the extent to which many of the corporations within the United States are implementing formalized planning processes. The conditions surrounding the corporation have caused the movement toward a more systematic approach to corporate planning since there appears to be no better substitute for a formalized planning process to help assure the survival and growth of the firm.

Description: Event planning is expensive and resource intensive. Function analysis provides a solid foundation for comprehensive event planning (e.g., workshops, conferences, symposiums, or meetings). It has been used at Idaho National Laboratory (INL) to successfully plan events and capture lessons learned, and played a significant role in the development and implementation of the “INL Guide for Hosting an Event.” Using a guide and a functional approach to planning utilizes resources more efficiently and reduces errors that could be distracting or detrimental to an event. This integrated approach to logistics and program planning – with the primary focus on the participant – gives us the edge.

A Study of the Influences Upon Pre-Service Teachers' Pre-Planning, Lesson Planning, and Bases for Interactive Decision Making During Lesson Implementation

Description: The primary objective of this study was to describe the influences upon pre-service elementary teachers' preplanning, lesson planning, and bases for interactive decision making during their lesson implementation. Six female volunteer pre-service elementary teachers from the teacher preparation program at the University of North Texas planned and taught three separate lessons in one of the following content areas-social studies, language arts, mathematics, science, and safety, at six different schools in the north Texas area. Each element of the lesson plans (18 total) was classified for analysis. Following the presentation of each lesson, the pre-service teachers were asked to use the repertory-grid technique to sort out five decisions from a series of lesson-implementation decisions which had been observed and recorded by the investigator. Then the six pre-service teachers were interviewed by the investigator using the stimulated recall technique. During the interview, each decision was discussed with the pre-service teachers, who responded to seven structural questions that probed their concerns, attitude, type of concerns, and number of concerns. The six pre-service elementary teachers possessed some ability to direct students in their classroom learning using activities and instructional knowledge. This enabled them to notice individual student performance and that of students in the group or in the class. During their interactive teaching, pre-service elementary teachers made more decisions concerning the implementation of management strategies than decisions concerning instruction and activities, in their classroom management, the pre-service teachers focused the most attention on students' verbalization and performance. The study showed that the student's classroom behavior, the thing in which a student is interested, the student's relationship with other students, the feeling of a student, and a student's action caused the six pre-service elementary teachers to immediately modify their strategies.

Trends in Strategic Planning in Private Social Service Agencies: A Test of the Ramanujam and Venkatraman Planning Model

Description: This study modified the Ramanujam and Venkatraman (1987) questionnaire that was used to develop their model of planning system dimensions and planning effectiveness, and tested the model on a sample of private social service agencies. The criterion measures were level of planning sophistication, agency size, perceived environmental uncertainty, and relative competitive position. The sample was randomly drawn from private social service agencies which were members of the Community Council of Greater Dallas. Telephone interviews with fifty executive directors were conducted by a trained, impartial interviewer. Stepwise discriminant analysis was used to predict group membership between informal and formal planners. Of the nine dimensions in the model, three dimensions correctly classified 84 percent of the sample. The three dimensions were fulfillment of planning objectives, use of decision making techniques, and lack of resistance to planning. The level of perceived environmental uncertainty was another criterion set. Directors who perceived high uncertainty paid more attention to the external environment, used more decision making techniques, and relied on functional specialists when planning. Large and small agencies were classified by their annual budgets. Stepwise discriminant analysis using the planning system dimensions failed to reject the null hypothesis. Agencies reporting strong relative competitive positions placed greater emphasis on seeking information for planning from external sources. These agencies also reported less resistance for planning within their organizations, fulfillment of more planning objectives, and a flexible planning system. The discriminant analysis correctly classifed 74 percent of the sample. Finally, the study provided some baseline information on the use of planning techniques by private social service agencies. Just over half of the sample reported having written strategic plans covering at least three years.

The Influence of the Division of Planning Coordination on Regional Council Development in Texas

Description: This study focuses on the role of the Texas Governor's Office in the development of regional councils of governments in Texas. The study, divided into six chapters, emphasizes three important points: first, that Governor Connally conceived the idea of a "Division of Planning Coordination" due to his desire to be a strong chief executive; second, that the staff he hired largely to fulfill this desire in turn convinced the Governor that regional councils of governments should be an element of the statewide planning and development system and should receive strong financial and policy support from the Governor; and third, that from January 1969 to January 1973, the statewide regional council network was completed and Texas became a recognized national leader in the use of the regional council concept.

Scoping study of integrated resource planning needs in the public utility sector

Description: Integrated resource planning (IRP) is an approach to utility resource planning that integrates the evaluation of supply- and demand-site options for providing energy services at the least cost. Many utilities practice IRP; however, most studies about IRP focus on investor-owned utilities (IOUs). This scoping study investigates the IRP activities and needs of public utilities (not-for-profit utilities, including federal, state, municipal, and cooperative utilities). This study (1) profiles IRP-related characteristics of the public utility sector, (2) articulates the needs of public utilities in understanding and implementing IRP, and (3) identifies strategies to advance IRP principles in public utility planning.

The Development of a Model Plan for Evaluating Higher Education Planning in Nigeria

Description: The purpose of this study was to develop a standard instrument for determining the basic elements to be contained in a state of national long-range plan for higher education and to utilize that instrument in evaluating the current planning efforts in Nigeria. In order to fulfill the purpose of the study, answers were sought to seven research questions and procedures were worked out for ten experts in higher-education planning to validate criteria statements about the major elements of a model long-range plan for higher education in a political unit. The findings of this study appear to warrant the conclusions that (1) state or national plans for higher education contain similar major elements and have certain underlying assumptions, (2) long-range planning documents can be evaluated using established criteria, (3) Nigerian planning for higher education has been somewhat systematic but lacks thoroughness, and (4) Nigerian planning for higher education can be strengthened and improved if future planning activities more closely meet established criteria of the model used in this study. Recommendations are offered which could strengthen the existing plan and aid future planning exercises in Nigeria.

Energy in the Mountain West: Colonialism and Independence

Description: In many ways, the mountain west (Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Utah, Wyoming) is an energy colony for the rest of the United States: it is rich in energy resources that are extracted to fuel economic growth in the wealthier and more populous coastal regions. Federal agencies and global corporations often behave as if the mountain west is a place to be exploited or managed for the benefit of customers and consumers elsewhere. Yet, the area. is not vast empty space with a limitless supply of natural resources, but rather a fast-growing region with a diverse economic base dependent on a limited supply of water. New decision processes and collaborations are slowly changing this situation, but in a piecemeal fashion that places local communities at odds with powerful external interests. Proper planning of major development is needed to insure that the west has a strong economic and cultural future after the fossil energy resources decline, even if that might be a century from now. To encourage the necessary public discussions, this paper identifies key differences between the mountain west and the rest of the United States and suggests some holistic approaches that could improve our future. This paper is designed to provoke thought and discussion; it does not report new analyses on energy resources or usage. It is a summary of a large group effort.

Strategic Human Resources Planning in American Industrial and Service Companies

Description: This study investigated the current practices of strategic human resources planning (SHRP) at large industrial and service companies in the United States and compared these practices with Walker's Four Stages of Human Resources planning model. The data for this study were collected from 130 industrial companies and 117 service companies listed in Fortune directories of the largest 500 industrial and largest 500 service companies in the United States. The study investigated also the impact of internal and external environmental factors on these companies' practices of SHRP. MANOVA, Factor Analysis, and Percentile Analysis were used as prime statistical methods in this study. Environmental factors studied were found to explain 78 per cent of the variances among large American companies. No significant difference was found between industrial and service companies in their SHRP practices. Significant improvements have taken place in large United States business corporations' practices of SHRP since the introduction of Walker's model (1974). These improvements took place in human resources information systems, forecasting human resource needs, human resource planning and development, and evaluation of SHRP projects, but the improvements were unbalanced. The improvements in corporate-centered SHRP activities were greater than the improvements in employee-centered SHRP activities. The reasons for unbalanced developments were explained and future directions were predicted. The findings of this study were compared to the findings of many recent studies in SHRP fields and future directions of the developments of SHRP were discussed. The conclusions of this study suggested that United States corporations are in need of balanced development in both employee-centered and corporate-centered SHRP. American companies are in need of advanced models to shape their practice in SHRP fields. Walker's model has been evaluated as the best available model. California's Electricity System of the Future Scenario Analysis in Support of Public-Interest Transmission System R&A Planning

Description: The California Energy Commission directed the Consortium for Electric Reliability Technology Solutions to analyze possible future scenarios for the California electricity system and assess transmission research and development (R&D) needs, with special emphasis on prioritizing public-interest R&D needs, using criteria developed by the Energy Commission. The scenarios analyzed in this report are not predictions, nor do they express policy preferences of the project participants or the Energy Commission. The public-interest R&D needs that are identified as a result of the analysis are one input that will be considered by the Energy Commission's Public Interest Energy Research staff in preparing a transmission R&D plan.

Strategic Planning : A Process for Restructuring the Public Schools and Improving Community Support

Description: The problem of this study was to determine the change in public support which would occur due to a public school district's going through a strategic planning process and then the implementation of specific action plans.
