An Analysis of Conflict in Two Hospitals

History and testimony of competency-based development at Sandia National Laboratories.

Description: More than ten years ago, Sandia managers defined a set of traits and characteristics that were needed for success at Sandia. Today, the Sandia National Laboratories Success Profile Competencies continue to be powerful tools for employee and leadership development. The purpose of this report is to revisit the historical events that led to the creation and adaptation of the competencies and to position them for integration in future employee selection, development, and succession planning processes. This report contains an account of how the competencies were developed, testimonies of how they are used within the organization, and a description of how they will be foundational elements of new processes.

A Study to Determine the Impact of Unscheduled Priority Tasks on Organizational Size

Description: This study is directed to the problem of the quantitative determination of the number of additional personnel required in an organization for servicing unscheduled priority tasks without delaying the completion of scheduled tasks. The manager of an organization which has been enlarged in order to respond adequately to the random arrival of priority requests may face criticism if the organization appears to be "overstaffed" during periods when only "routine" service requirements must be met. An audit team oriented toward accounting-type data may be reluctant to accept a manager's justification of his organization's size if the justification is based primarily on nonquantitative arguments.

SAPLE: Sandia Advanced Personnel Locator Engine.

Description: We present the Sandia Advanced Personnel Locator Engine (SAPLE) web application, a directory search application for use by Sandia National Laboratories personnel. SAPLE's purpose is to return Sandia personnel 'results' as a function of user search queries, with its mission to make it easier and faster to find people at Sandia. To accomplish this, SAPLE breaks from more traditional directory application approaches by aiming to return the correct set of results while placing minimal constraints on the user's query. Two key features form the core of SAPLE: advanced search query interpretation and inexact string matching. SAPLE's query interpretation permits the user to perform compound queries when typing into a single search field; where able, SAPLE infers the type of field that the user intends to search on based on the value of the search term. SAPLE's inexact string matching feature yields a high-quality ranking of personnel search results even when there are no exact matches to the user's query. This paper explores these two key features, describing in detail the architecture and operation of SAPLE. Finally, an extensive analysis on logged search query data taken from an 11-week sample period is presented.

A Study of the Role of Staff Development Trainer in Organizations

Description: This investigation examines the differences in perception of the role of staff-development trainer in organizations, a role identified as an emerging occupation, held by three professional groups. The focus is on sources of stress and strain in the job performance of the trainer. Purposes of the study are (1) to collect data from three coworker groups, administrators, directors of nursing, and trainers relative to the role of the trainer, (2) to examine differences in perception between the groups, (3) to examine the differences as potential sources of stress when viewed from the perspective of role theory, and (4) to delineate the role. This study indicates that knowledge about behavioral sciences and skill at interpersonal communications are important areas in both background and in personal qualities needed. Nurses and trainers widely perceive a lack of commitment to training by administrators. This relates to sources of strain in the role of trainer. There is a generally held expectation in the field that the role will grow in importance and scope.

Sandia National Laboratories corporate mentor program : program review, May 2004.

Description: The Sandia National Laboratories Corporate Mentor Program provides a mechanism for the development and retention of Sandia's people and knowledge. The relationships formed among staff members at different stages in their careers offer benefits to all. These relationships can provide experienced employees with new ideas and insight and give less experienced employees knowledge of Sandia's culture, strategies, and programmatic direction. The program volunteer coordinators are dedicated to the satisfaction of the participants, who come from every area of Sandia. Since its inception in 1995, the program has sustained steady growth and excellent customer satisfaction. This report summarizes the accomplishments, activities, enhancements, and evaluation data for the Corporate Mentor Program for the 2003/2004 program year ending May 1, 2004.

Los Alamos National Laboratory Facilities, Security and Safeguards Division, Safeguards and Security Program Office, Protective Force Oversight Program

Description: The purpose of this document is to identify and describe the duties and responsibilities of Facility Security and Safeguards (FSS) Safeguards and Security (SS) organizations (groups/offices) with oversight functions over the Protection Force (PF) subcontractor. Responsible organizations will continue their present PF oversight functions under the Cost Plus Award Fee (CPAF) assessment, but now will be required to also coordinate, integrate, and interface with other FSS S and S organizations and with the PF subcontractor to measure performance, assess Department of Energy (DOE) compliance, reduce costs, and minimize duplication of effort. The role of the PF subcontractor is to provide the Laboratory with effective and efficient protective force services. PF services include providing protection for the special nuclear material, government property and classified or sensitive information developed and/or consigned to the Laboratory, as well as protection for personnel who work or participate in laboratory activities. FSS S and S oversight of both performance and compliance standards/metrics is essential for these PF objectives to be met.

Developing accelerator operators at LANSCE

Description: The process of developing an individual into a competent operator who can safely and efficiently operate the Los Alamos Neutron Science Center (LANSCE), or other accelerator facility, is a complex process. It begins with recruiting and ends with retention; steps in between include training, professional development and career advancement. This paper discusses the approaches that the Operations and Technical Support Group at LANSCE has taken to deal with these and other issues associated with assembling a highly competent staff of accelerator operators. Emphasis is placed on operator training, which is accomplished through a self-study program modeled after the US Navy`s Nuclear Power Plant Operator qualification program.

The relationship between self-monitoring and organizational citizenship behavior

Description: Organizational citizenship behavior is behavior which is discretionary on the part of the individual, not recognized by the organizational reward system, yet contributes to the effectiveness of the organization. In this study the relationship between self-monitoring and organizational citizenship behavior was examined. Support was found for the hypothesis that individuals high in self-monitoring are also more likely to perform organizational citizenships behaviors. Implications for management and future research are discussed.

Description: This Guide to Good Practices is written to enhance understanding of, and provide direction for, Control of On-Shift Training, Chapter 5 of Department of Energy (DOE) Order 5480.19, Conduct of Operations Requirements for DOE Facilities. The complexity and array of activities performed in DOE facilities dictate the necessary for a coordinated on-shift training program to meet the continuous demand for skilled, well-trained personnel to promote safe and efficient operations.

Transition to management -- A personal perspective

Description: This paper explores one woman`s journey through her recent promotion into management, and will identify key factors that helped prepare and position her to be ready to exercise leadership through a formal management role. It discusses assessment of qualifications and skills, acquisition of needed skills, the influence of luck and timing, and the use of mentors and delegation as survival skills to get through the transition period and become fully functional as a manager. It also includes insights into sensitive issues such as how to relate to former peers, how to gain credibility as the junior member of the management team, and how to juggle family responsibilities with increased time commitments at work. It emphasizes the importance of acknowledging the help the authors receive in reaching their own career goals and offering the same kind of help and support to those in the early stages of their careers.

Making your presentation fun: creative presentation techniques

Description: What possesses someone to volunteer and go through hoops and red tape to make a presentation at a conference? For that matter, why does anyone ever present anything to anyone? Actually, presentations are a fact of life and there are many reasons for doing a presentation and doing it well. New and existing staff need training and orientation to the way things are done here. Handing all of them a manual and hoping they read it is pretty much a waste of paper. On the other hand, an effective, entertaining and upbeat presentation on the relevant topics is more likely to stick with those people. They will even have a name and face to remember and seek out when they have an issue on or with that topic. This can be a very effective beginning for networking with new peers. The presenter is seen as knowledgeable, as a source of information on company topics and possibly evaluated as a potential mentor or future manager. Project staff and/or peers benefit from clear, concise, presentations of topical knowledge. This is one way that a group working on various aspects of the same project or program can stay in touch and in step with each other. Most importantly, presentations may be the best or only door into the minds (and budgets) of management and customers. These presentations are a wonderful opportunity to address legal and compliance issues, budget, staffing, and services. Here is a chance, maybe the only one, to demonstrate and explain the wonderfulness of a program and the benefit they get by using the services offered most effectively. An interactive presentation on legal and compliance issues can be an effective tool in helping customers and/or management make good risk management decisions.
