Foothills Parkway Section 8B Final Environmental Report, Volume 1

Description: In 1994, Oak Ridge National Laboratory (ORNL) was tasked by the National Park Service (NPS) to prepare an Environmental Report (ER) for Section 8B of the Foothills Parkway in the Great Smoky Mountains National Park (GSMNP). Section 8B represents 27.7 km (14.2 miles) of a total of 115 km (72 miles) of the planned Foothills Parkway and would connect the Cosby community on the east to the incorporated town of Pittman Center to the west.

Computation of Confidence Limits for Linear Functions of the Normal Mean and Variance

Description: A program is described that calculates exact and optimal (uniformly most accurate unbiased) confidence limits for linear functions of the normal mean and variance. The program can therefore also be used to calculate confidence limits for monotone transformations of such functions (e.g., lognormal means). The accuracy of the program has been thoroughly evaluated in terms of coverage probabilities for a wide range of parameter values.

Bibliography on Biomass Feedstock Research: 1978-2002

Description: This report provides bibliographic citations for more than 1400 reports on biomass feedstock development published by Oak Ridge National Laboratory and its collaborators from 1978 through 2002. Oak Ridge National Laboratory is engaged in analysis of biomass resource supplies, research on the sustainability of feedstock resources, and research on feedstock engineering and infrastructure. From 1978 until 2002, Oak Ridge National Laboratory also provided technical leadership for the U.S. Department of Energy's Bioenergy Feedstock Development Program (BFDP), which supported research to identify and develop promising energy crops. This bibliography lists reports published by Oak Ridge National Laboratory and by its collaborators in the BFDP, including graduate student theses and dissertations.

Structure and Properties of Nanoparticles Formed by Ion Implantation

Description: This chapter broadly describes the formation, basic microstructure, and fundamental optoelectronic properties of nanocomposites synthesized by ion implantation. It is not meant as a complete literature survey and by no means includes all references on a subject that has seen a considerable amount of research effort in the past 15 years. However, it should be a good starting point for those new to the field and in a concise way summarize the main lines of research by discussing the optical, magnetic, and smart properties of these nanoparticles and the dependence of these properties on the overall microstructure. The chapter concludes with an outlook for the future.

Direct to Digital Holography

Description: In this CRADA, Oak Ridge National Laboratory (ORNL) assisted nLine Corporation of Austin, TX in the development of prototype semiconductor wafer inspection tools based on the direct-to-digital holographic (DDH) techniques invented at ORNL. Key components of this work included, development of the first prototype named the Visible Alpha Tool (VAT) that uses visible spectrum illumination of 532 nm, assist in design of second prototype tool named the DUV Alpha Tool (DAT) using deep UV (266 nm) illumination, and continuing support of nLine in the development of higher throughput commercial tools.

Bigfoot Field Manual, Version 2.1

Description: The BigFoot Project is funded by the Earth Science Enterprise to collect and organize data to be used in the National Aeronautics and Space Administration's Earth Observing System (EOS) Validation Program. The data collected by the BigFoot Project are unique in being ground-based observations coincident with satellite overpasses. In addition to collecting data, the BigFoot project will develop and test new algorithms for scaling point measurements to the same spatial scales as the EOS satellite products. This BigFoot Field Manual will be used to achieve completeness and consistency of data collected at four initial BigFoot sites and at future sites that may collect similar validation data. Therefore, validation datasets submitted to the Oak Ridge National Laboratory Distributed Active Archive Center that have been compiled in a manner consistent with the field manual will be especially valuable in the validation program.

The major deliverables for the project are listed. From August 1995 through October 1996, NPS, GSMNP, and ORNL staff interacted with Federal Highway Administration staff to develop a conceptual design plan for Section 8B with the intent of protecting critical resources identified during the ER process to the extent possible. In addition, ORNL arranged for bioengineering experts to discuss techniques that might be employed on Section 8B with NPS, GSMNP, and ORNL staff during September 1996. For the purposes of this ER, there are two basic alternatives under consideration: (1) a build alternative and (2) a no-build alternative. Within the build alternative are a number of options including constructing Section 8B with no interchanges, constructing Section 8B with an interchange at SR 416 or U.S. 321, constructing Section 8B with a spur road on Webb Mountain, and considering operation of Section 8B both before and after the operation of Section 8C. The no-build alternative is considered the no-action alternative and is not to construct Section 8B. This volume of the ER consists of Appendices J through M, which describe potential impacts regarding traffic, noise, and aesthetics. The Transport of Gmelina Logs on the Rio Dulce

Description: The Rio Dulce National Park is one of Guatemala's major environmental assets. The park contains the remaining remnants of an eastern Guatemalan tropical rainforest which has good but fast deteriorating value for the development of the ecotourism industry. The governmenial objective for the region as stated in the Master Plan for the park is ecotourism development and protection of biodiversity. The decisions to be made concerning the long-term, sustainable use of the natural resources of the Rio Dulce region appear to be directed by existing environmental laws and the Rio Dulce Master Plan. However, the wording of these instruments is ambiguous and lacks specific definitions and criteria for making necessary determinations. This, in combination with lack of enforcement in the region, has led to extensive disparity in interpretation of the laws and uncontrolled, conflicting actions by individuals and organizations.

SNF shipping cask shielding analysis

Description: The Waste Management and Remedial Action Division has planned a modification sequence for storage facility 7827 in the Solid Waste Storage Area (SWSA). The modification cycle is: (1) modify an empty caisson, (2) transfer the spent nuclear fuel (SNF) of an occupied caisson to a hot cell in building 3525 for inspection and possible repackaging, and (3) return the package to the modified caisson in the SWSA. Although the SNF to be moved is in the solid form, it has different levels of activity. Thus, the following 5 shipping casks will be available for the task: the Loop Transport Carrier, the In- Pile Loop LITR HB-2 Carrier, the 6.5-inch HRLEL Carrier, the HFIR Hot Scrap Carrier, and the 10-inch ORR Experiment Removal Shield Cask. This report describes the shielding tasks for the 5 casks: determination of shielding characteristics, any streaming avenues, estimation of thermal limits, and shielding calculational uncertainty for use in the transportation plan.

Recommended Minimum Test Requirements and Test Methods for Assessing Durability of Random-Glass-Fiber Composites

Description: This report provides recommended minimum test requirements are suggested test methods for establishing the durability properties and characteristics of candidate random-glass-fiber polymeric composites for automotive structural applications. The recommendations and suggestions are based on experience and results developed at Oak Ridge National Laboratory (ORNL) under a US Department of Energy Advanced Automotive Materials project entitled ''Durability of Lightweight Composite Structures,'' which is closely coordinated with the Automotive Composites Consortium. The report is intended as an aid to suppliers offering new structural composites for automotive applications and to testing organizations that are called on to characterize the composites.

Performance Evaluation of the IBM SP and the Compaq AlphaServer SC

Description: Oak Ridge National Laboratory (ORNL) has recently installed both a Compaq AlphaServer SC and an IBM SP, each with 4-way SMP nodes, allowing a direct comparison of the two architectures. In this paper, we describe our initial evaluation. The evaluation looks at both kernel and application performance for a spectral atmospheric general circulation model, an important application for the ORNL systems.

Epileptic Seizure Forewarning by Nonlinear Techniques

Description: Nicolet Biomedical Inc. (NBI) is collaborating with Oak Ridge National Laboratory (ORNL) under a Cooperative Research and Development Agreement (CRADA) to convert ORNL.s patented technology for forewarning of epileptic seizures to a clinical prototype. This technical report describes the highlights of the first year.s effort. The software requirements for the clinical device were specified from which the hardware specifications were obtained. ORNL's research-class FORTRAN was converted to run under a graphical user interface (GUI) that was custom-built for this application by NBI. The resulting software package was cloned to desktop computers that are being tested in five different clinical sites. Two hundred electroencephalogram (EEG) datasets from those clinical sites were provided to ORNL for detailed analysis and improvement of the forewarning methodology. Effort under this CRADA is continuing into the second year as planned.
