Description: The progress and trends of research are presented along with a description of operational, service, end administrative activities. Some scientific and technical details are given on research programs in the physical sciences, life sciences, and engineering, however, more complete technical information is available in quarterly progress reports, BNL technical reports, and scientific and technical periodicals. A bibliography of these publications is appended. (For preceding period see BNL-426.) (D.E.B.)

The Ho Chi Minh Trail and Operation Commando Hunt: the Failure of an Aerial Interdiction Campaign

Description: In November 1968, the United States 7th Air Force began a year-round bombing campaign of southeastern Laos to slow the infiltration of Vietnamese troops and supplies into South Vietnam. Despite the massive amount of bombs dropped, the campaigns of Operation Commando Hunt were unable to stop the Communists from sending men and materiel down the Ho Chi Minh Trail to support their operations in the south. This thesis seeks to show that President Lyndon Johnson's decision to stop bombing North Vietnam and President Richard Nixon's Vietnamization policy, along with the North Vietnamese's determination to keep their supply route open, combined to prevent Operation Commando Hunt from achieving its goal.

Full-Scale-Tunnel Investigation of a Multiengine Pusher-Propeller Installation

Description: Report presenting an investigation of propellers designed specifically for pusher operation behind fixed contravanes on a large-scale model of a four-engine airplane. In the test, the wing trailing edge was twisted to serve as a contravane and to produce the rotating inflow required for optimum propulsive efficiency. Results indicated that gains in efficiency of about 3.5 percent at a blade angle of 40 degrees can be obtained by the use of contravanes with specifically designed pusher propellers.

Determination of the Maximum Control Forces and Attainable Quickness in the Operation of Airplane Controls

Description: "This report is intended to furnish bases for load assumptions in the designing of airplane controls. The maximum control forces and quickness of operation are determined. The maximum forces for a strong pilot with normal arrangement of the controls is taken as 1.25 times the mean value obtained from tests with twelve persons. Tests with a number of persons were expected to show the maximum forces that a man of average strength can exert on the control stick in operating the elevator and ailerons and also on the rudder bar" (p. 1).

Reducing Launch Operation Costs: New Technologies and Practices

Description: This technical memorandum explains, the United States has spent relatively little effort in applying them to operations. Just as important as cost saving technologies are appropriate management methods, or strategies, to put these technologies to work. In some cases, OTA has found, cost savings could be achieved by streamlining operations and reducing the burden of documentation and reporting requirements that have slowly expanded over the years.
