Simplifying the assessment of building vulnerability to chemical,biological and radiological releases

Description: The intentional or accidental release of airborne chemical, biological, or radiological materials can pose a significant threat to the health of building occupants. Pre-planning and emergency response measures, such as HVAC system manipulation and sheltering during an event, can significantly reduce the exposure of building occupants. A straightforward and comprehensive vulnerability assessment methodology is an essential tool for assisting building managers and operators in preparing for airborne hazards.

A Formaldehyde Exposure Assessment Tool for Occupants of FEMA Temporary Housing Units

Description: The report outlines the methodology used to develop a web-based tool to assess the formaldehyde exposure of the occupants of Federal Emergency Management Administration (FEMA) temporary housing units (THUs) after Hurricanes Katrina and Rita in 2005. Linear regression models were built using available data to retrospectively estimate the indoor temperature and relative humidity, formaldehyde emission factors and concentration, and hence the formaldehyde exposures. The interactive web-tool allows the user to define the inputs to the model to evaluate formaldehyde exposures for different scenarios.

Summary of Workshop: Barriers to Energy Efficient Residential Ventilation

Description: The objectives for this workshop were to bring together those with different viewpoints on the implementation of energy efficient ventilation in homes to share their perspectives. The primary benefit of the workshop is to allow the participants to get a broader understanding of the issues involved and thereby make themselves more able to achieve their own goals in this area. In order to achieve this objective each participant was asked to address four objectives from their point of view: (1) Drivers for energy efficient residential ventilation: Why is this an important issue? Who cares about it? Where is the demand: occupants, utilities, regulation, programs, etc? What does sustainability mean in this context? (2) Markets & Technologies: What products, services and systems are out there? What kinds of things are in the pipeline? What is being installed now? Are there regional or other trends? What are the technology interactions with other equipment and the envelope? (3) Barriers to Implementation: What is stopping decision makers from implementing energy-efficient residential ventilation systems? What kind of barriers are there: technological, cost, informational, structural, etc. What is the critical path? (4) Solutions: What can be done to overcome the barriers and how can/should we do it? What is the role of public vs. private institutions? Where can investments be made to save energy while improving the indoor environment? Ten participants prepared presentations for the workshop. Those presentations are included in sections at the end of this workshop report. These presentations provided the principal context for the discussions that happened during the workshop. Critical path issues were raised and potential solutions discussed during the workshop. As a secondary objective they have listed key issues and some potential consensus items which resulted from the discussions.

A Practical Guide for Commissioning Existing Buildings

Description: Although this guide focuses on the retrocommissioning process and its advantages, all three types of commissioning--retrocommissioning, commissioning, and recommissioning--play an equally important role in ensuring that buildings perform efficiently and provide comfortable, safe, and productive work environments for owners and occupants. For new construction and retrofit projects, commissioning should be incorporated early, during design, and last throughout the length of the project. For buildings that were never commissioned, the retrocommissioning process can yield a wealth of cost-saving opportunities while enhancing a building's environment. Finally, once a building is commissioned or retrocommissioned, incorporating recommissioning into the organization's O and M program (by periodically reapplying the original diagnostic testing and checklist procedures) helps ensure that cost savings and other benefits gained from the original process persist over time.

Investigation of Class 2b Trucks

Description: The popularity of trucks in the class 2 category--that is, those with a 6,000 to 10,000 pounds (lbs) gross vehicle weight rating (GVWR)--has increased since the late 1970s/early 1980s. The purpose of this research is to identify and examine vehicles in the upper portion of the class 2 weight range (designated as vehicle class 2b) and to assess their impact. Vehicles in class 2b (8,500-10,000 lbs GVWR) include pickup trucks, sport utility vehicles (SUVs), and large vans (i.e., not minivans). Oak Ridge National Laboratory researched each individual truck model to determine which models were class 2b trucks and arrived at four methodologies to derive sales volumes. Two methods--one for calendar year and one for model year sales--were recommended for producing believable and reliable results. The study indicates that 521,000 class 2b trucks were sold in calendar year 1999--6.4% of sales of all trucks under 10,000 lbs. Eighty-two percent of class 2b trucks sold in 1999 were pickups; one third of class 2b trucks sold in 1999 were diesel. There were 5.8 million class 2b trucks on the road in 2000, which amounts to 7.8% of all trucks under 10,000 lbs. Twenty-four percent of the class 2b truck population is diesel. Estimates show that class 2b trucks account for 8% of annual miles traveled by trucks under 10,000 lbs and 9% of fuel use. Data on class 2b trucks are scarce. As the Tier 2 standards, which apply to passenger vehicles in the 8,500-10,000 lb GVWR category, become effective, additional data on class 2b trucks may become available--not only emissions data, but data in all areas. At the moment, distinguishing class 2b trucks from class 2 trucks in general is a substantial task requiring data on an individual model level.

Effects on Occupants of Enhanced Particle Filtration in a non-problem office environment: A Double-Blind Crossover Intervention Study

Description: Workers in indoor environments often complain of symptoms, such as eye and nose irritation, headache, and fatigue, which improve away from work. Exposures causing such complaints, sometimes referred to as sick building syndrome, generally have not been identified. Evidence suggests these worker symptoms are related to chemical, microbiological, physical, and psychosocial exposures not well characterized by current methods. Most research in this area has involved cross-sectional studies, which are limited in their abilities to show causal connections. Experimental studies have also been conducted which, by changing one factor at a time to isolate its effects, can demonstrate benefits of an environmental intervention even before exposures or mechanisms are understood. This study was prompted by evidence that particulate contaminants may be related to acute occupant symptoms and discomfort. The objective was to assess, with a double-blind, double crossover intervention design, whether improved removal of small airborne particles by enhanced central filtration would reduce symptoms and discomfort.

Daylight metrics and energy savings

Description: The drive towards sustainable, low-energy buildings has increased the need for simple, yet accurate methods to evaluate whether a daylit building meets minimum standards for energy and human comfort performance. Current metrics do not account for the temporal and spatial aspects of daylight, nor of occupants comfort or interventions. This paper reviews the historical basis of current compliance methods for achieving daylit buildings, proposes a technical basis for development of better metrics, and provides two case study examples to stimulate dialogue on how metrics can be applied in a practical, real-world context.

Automated Critical Peak Pricing Field Tests: Program Descriptionand Results

Description: California utilities have been exploring the use of critical peak prices (CPP) to help reduce needle peaks in customer end-use loads. CPP is a form of price-responsive demand response (DR). Recent experience has shown that customers have limited knowledge of how to operate their facilities in order to reduce their electricity costs under CPP (Quantum 2004). While the lack of knowledge about how to develop and implement DR control strategies is a barrier to participation in DR programs like CPP, another barrier is the lack of automation of DR systems. During 2003 and 2004, the PIER Demand Response Research Center (DRRC) conducted a series of tests of fully automated electric demand response (Auto-DR) at 18 facilities. Overall, the average of the site-specific average coincident demand reductions was 8% from a variety of building types and facilities. Many electricity customers have suggested that automation will help them institutionalize their electric demand savings and improve their overall response and DR repeatability. This report focuses on and discusses the specific results of the Automated Critical Peak Pricing (Auto-CPP, a specific type of Auto-DR) tests that took place during 2005, which build on the automated demand response (Auto-DR) research conducted through PIER and the DRRC in 2003 and 2004. The long-term goal of this project is to understand the technical opportunities of automating demand response and to remove technical and market impediments to large-scale implementation of automated demand response (Auto-DR) in buildings and industry. A second goal of this research is to understand and identify best practices for DR strategies and opportunities. Impact of Light-Duty Vehicle Emissions on 21st Century Carbon Dioxide Concentrations

Description: The impact of light-duty passenger vehicle emissions on global carbon dioxide concentrations was estimated using the MAGICC reduced-form climate model combined with the PNNL contribution to the CCSP scenarios product. Our central estimate is that tailpipe light duty vehicle emissions of carbon-dioxide over the 21st century will increase global carbon dioxide concentrations by slightly over 12 ppmv by 2100.

Optical People Counting for Demand Controlled Ventilation: A Pilot Study of Counter Performance

Description: This pilot scale study evaluated the counting accuracy of two people counting systems that could be used in demand controlled ventilation systems to provide control signals for modulating outdoor air ventilation rates. The evaluations included controlled challenges of the people counting systems using pre-planned movements of occupants through doorways and evaluations of counting accuracies when naive occupants (i.e., occupants unaware of the counting systems) passed through the entrance doors of the building or room. The two people counting systems had high counting accuracy accuracies, with errors typically less than 10percent, for typical non-demanding counting events. However, counting errors were high in some highly challenging situations, such as multiple people passing simultaneously through a door. Counting errors, for at least one system, can be very high if people stand in the field of view of the sensor. Both counting system have limitations and would need to be used only at appropriate sites and where the demanding situations that led to counting errors were rare.

Prototype air bag restraint for use in patrol vehicles

Description: An air bag has been designed and laboratory tested for use in existing police vehicles that will restrain a person if he or she becomes violent. The device will prevent self-injury and protect the vehicle and officer. The device does not pose a suffocation hazard and can be quickly and easily inflated or deflated by the officer from the front seat. The device is ready for field testing.

Analyzing occupancy profiles from a lighting controls field study

Description: Despite a number of published studies on the effectiveness of lighting controls in buildings, only one US study examines the occupancy patterns of building occupants. Occupancy profiles allow one to determine, for example, the probability that an office is occupied for each hour of the workday. Occupancy profiles are useful for many purposes including: (1) predicting the effectiveness of occupancy sensors for reducing peak demand, (2) evaluating the impact of human activity on building lighting and other electric loads and (3) providing lighting equipment manufacturers with detailed lighting operation data to help evaluate the impact of advanced lighting controls on equipment life. In this paper, we examine the occupancy profiles for 35 single person offices at a large office building in San Francisco and analyze the data to obtain average occupancy as a function of time of day. In addition, we analyzed the data to identify how the use of occupancy sensors may affect switching cycles and lamp life.

Inhalation of primary motor vehicle emissions: Effects of urbanpopulation and land area

Description: Urban population density can influence transportation demand, as expressed through average daily vehicle-kilometers traveled per capita (VKT). In turn, changes in transportation demand influence total passenger vehicle emissions. Population density can also influence the fraction of total emissions that are inhaled by the exposed urban population. Equations are presented that describe these relationships for an idealized representation of an urban area. Using analytic solutions to these equations, we investigate the effect of three changes in urban population and urban land area (infill, sprawl, and constant-density growth) on per capita inhalation intake of primary pollutants from passenger vehicles. The magnitude of these effects depends on density-emissions elasticity ({var_epsilon}{sub e}), a normalized derivative relating change in population density to change in vehicle emissions. For example, if urban population increases, per capita intake is less with infill development than with constant-density growth if {var_epsilon}{sub e} is less than -0.5, while for {var_epsilon}{sub e} greater than -0.5 the reverse is true.

Report on Applicability of Residential Ventilation Standards inCalifornia

Description: The California Energy Commission is considering updating its requirements for residential ventilation in the next round of its energy code, known as ''Title 24''. This report contains recommendations for potential changes to the code. These recommendations must be further developed into specific wording before they can be formally considered. Residential ventilation standards always address local and whole-house ventilation rates and some basic source control requirements, but there are many interactions with building systems that must also be considered. McKone and Sherman [8] laid out a set of additional issues that should be addressed before any specific changes to the code should be made. Those key issues included the following: Adventitious Air Flow; Air Distribution; Filtration and Air Cleaning; Occupant Acceptability and Control; Outdoor Air; Peak Demand; Unusual Sources and High-Polluting Events; and Window Operation. McWilliams and Sherman reviewed the literature on residential ventilation and in particular these key issues. They also reviewed codes, standards and guidelines relevant to residential ventilation. That literature serves as the technical basis for this report.

Engineering-Economic Analyses of Automotive Fuel Economy Potential in the United States

Description: Over the past 25 years more than 20 major studies have examined the technological potential to improve the fuel economy of passenger cars and light trucks in the US. The majority has used technology/cost analysis, a combination of analytical methods from the disciplines of economics and automotive engineering. In this paper they describe the key elements of this methodology, discuss critical issues responsible for the often widely divergent estimates produced by different studies, review the history of its use, and present results from six recent assessments. Whereas early studies tended to confine their scope to the potential of proven technology over a 10-year time period, more recent studies have focused on advanced technologies, raising questions about how best to include the likelihood of technological change. The paper concludes with recommendations for further research.

Coupled model for simulation of indoor airflow and pollutant transport

Description: Understanding airflow in buildings is essential for improving energy efficiency, controlling airborne pollutants, and maintaining occupant comfort. Recent research on whole-building airflow simulation has turned toward protecting occupants from threats of chemical or biological agents. Sample applications include helping design systems to reduce exposure, and selecting optimal sensor locations. Multizone models and computational fluid dynamics (CFD) provide complementary approaches to predicting airflows in buildings. Multizone models treat a building as a collection of well-mixed zones, connected by flow paths such as doors, windows, etc. These zone-to-zone airflows carry contaminants around the building. However, the multizone formulation assumes that pollutants mix perfectly and instantaneously within each zone. For large spaces that take a long time to mix, these models cannot assess occupant exposures, or guide decisions about sensor placement or ventilation strategy. Furthermore, since the airflow in most large spaces couples tightly to the rest of the building (through doors and ventilation systems), errors due to neglecting the room details eventually propagate to the rest of the solution.

Energy savings estimates and cost benefit calculations for high performance relocatable classrooms

Description: This report addresses the results of detailed monitoring completed under Program Element 6 of Lawrence Berkeley National Laboratory's High Performance Commercial Building Systems (HPCBS) PIER program. The purpose of the Energy Simulations and Projected State-Wide Energy Savings project is to develop reasonable energy performance and cost models for high performance relocatable classrooms (RCs) across California climates. A key objective of the energy monitoring was to validate DOE2 simulations for comparison to initial DOE2 performance projections. The validated DOE2 model was then used to develop statewide savings projections by modeling base case and high performance RC operation in the 16 California climate zones. The primary objective of this phase of work was to utilize detailed field monitoring data to modify DOE2 inputs and generate performance projections based on a validated simulation model. Additional objectives include the following: (1) Obtain comparative performance data on base case and high performance HVAC systems to determine how they are operated, how they perform, and how the occupants respond to the advanced systems. This was accomplished by installing both HVAC systems side-by-side (i.e., one per module of a standard two module, 24 ft by 40 ft RC) on the study RCs and switching HVAC operating modes on a weekly basis. (2) Develop projected statewide energy and demand impacts based on the validated DOE2 model. (3) Develop cost effectiveness projections for the high performance HVAC system in the 16 California climate zones.

Effect of outside air ventilation rate on VOC concentrations and emissions in a call center

Description: A study of the relationship between outside air ventilation rate and concentrations of VOCs generated indoors was conducted in a call center. Ventilation rates were manipulated in the building's four air handling units (AHUs). Concentrations of VOCs in the AHU returns were measured on 7 days during a 13-week period. Indoor minus outdoor concentrations and emission factors were calculated. The emission factor data was subjected to principal component analysis to identify groups of co-varying compounds based on source type. One vector represented emissions of solvents from cleaning products. Another vector identified occupant sources. Direct relationships between ventilation rate and concentrations were not observed for most of the abundant VOCs. This result emphasizes the importance of source control measures for limiting VOC concentrations in buildings.

Why we ventilate our houses - An historical look

Description: The knowledge of how to ventilate buildings, and how much ventilation is necessary for human health and comfort, has evolved over centuries of trial and error. Humans and animals have developed successful solutions to the problems of regulating temperature and removing air pollutants through the use of ventilation. These solutions include ingenious construction methods, such as engineered passive ventilation (termite mounds and passive stacks), mechanical means (wing-powered, fans), and an evolving effort to identify problems and develop solutions. Ventilation can do more than help prevent building occupants from getting sick; it can provide an improved indoor environment. Codes and standards provide minimum legal requirements for ventilation, but the need for ventilation goes beyond code minima. In this paper we will look at indoor air pollutant sources over time, the evolution of ventilation strategies, current residential ventilation codes and standards (e.g., recently approved ASHRAE Standard 62.2), and briefly discuss ways in which we can go beyond the standards to optimize residential ventilation, reduce indoor air quality problems, and provide corresponding social and economic benefit.

Investigation of the persistence of new building commissioning

Description: Commissioning is gaining increasing recognition as a cost-effective strategy for reducing commercial building energy use. Although the success and cost-effectiveness of commissioning projects depends on how well the benefits of commissioning persist over time, this aspect of commissioning is not well understood. The persistence of commissioning benefits was recently studied in a PIER project evaluating ten buildings that were commissioned at building start-up at least two years ago. The researchers examined the commissioning reports, control algorithms, EMCS point measurements, and energy use data, and conducted operator and commissioning provider interviews to investigate the persistence of commissioning benefits. In addition, they conducted site visits in a sample of the buildings. A set of commissioning measures was selected for each building to compare the persistence of benefits. Persistence was measured both qualitatively through a discussion of occupant comfort and decreased maintenance and quantitatively through estimations of energy savings. This paper reports the results of the study. The discussion includes how well the benefits of commissioning persisted over time, reasons for declining performance, and methods for improving persistence. The results provide valuable insight into how to estimate the persistence of commissioning information central to the cost benefit analyses routinely performed for commissioning measures.

IEQ and the impact on building occupants

Description: Research into indoor environmental quality (IEQ) and its effects on health, comfort and performance of occupants is becoming increasingly essential. Facility managers are interested in IEQ's close relationship to energy use. Employers hope to enhance employee comfort and productivity, reduce absenteeism and health-care costs, and reduce risk of litigation. The rising interest in this field has placed additional pressure on the research community for practical guidelines on creating a safe, healthy and comfortable indoor environment.

Quantifying occupant energy behavior using pattern analysis techniques

Description: Occupant energy behavior is widely agreed upon to have a major influence over the amount of energy used in buildings. Few attempts have been made to quantify this energy behavior, even though vast amounts of end-use data containing useful information lay fallow. This paper describes analysis techniques developed to extract behavioral information from collected residential end-use data. Analysis of the averages, standard deviations and frequency distributions of hourly data can yield important behavioral information. Pattern analysis can be used to group similar daily energy patterns together for a particular end-use or set of end-uses. Resulting pattern groups can then be examined statistically using multinomial logit modeling to find their likelihood of occurrence for a given set of daily conditions. These techniques were tested successfully using end-use data for families living in four heavily instrumented residences. Energy behaviors were analyzed for individual families during each heating season of the study. These behaviors (indoor temperature, ventilation load, water heating, large appliance energy, and miscellaneous outlet energy) capture how occupants directly control the residence. The pattern analysis and multinomial logit model were able to match the occupant behavior correctly 40 to 70% of the time. The steadier behaviors of indoor temperature and ventilation were matched most successfully. Simple changes to capture more detail during pattern analysis can increase accuracy for the more variable behavior patterns. The methods developed here show promise for extracting meaningful and useful information about occupant energy behavior from the stores of existing end-use data.

Energy Absorption in Chopped Carbon Fiber Compression Molded Composites

Description: In passenger vehicles the ability to absorb energy due to impact and be survivable for the occupant is called the ''crashworthiness'' of the structure. To identify and quantify the energy absorbing mechanisms in candidate automotive composite materials, test methodologies were developed for conducting progressive crush tests on composite plate specimens. The test method development and experimental set-up focused on isolating the damage modes associated with the frond formation that occurs in dynamic testing of composite tubes. Quasi-static progressive crush tests were performed on composite plates manufactured from chopped carbon fiber with an epoxy resin system using compression molding techniques. The carbon fiber was Toray T700 and the epoxy resin was YLA RS-35. The effect of various material and test parameters on energy absorption was evaluated by varying the following parameters during testing: fiber volume fraction, fiber length, fiber tow size, specimen width, profile radius, and profile constraint condition. It was demonstrated during testing that the use of a roller constraint directed the crushing process and the load deflection curves were similar to progressive crushing of tubes. Of all the parameters evaluated, the fiber length appeared to be the most critical material parameter, with shorter fibers having a higher specific energy absorption than longer fibers. The combination of material parameters that yielded the highest energy absorbing material was identified.

Homeowner Best Practices Guide for Residential Retrofits

Description: This best practices guide for HV AC system retrofits is aimed at homeowners who want guidance on upgrading their heating, cooling and ventilation (HVAC) systems and integrating these upgrades with other changes to their home. It has been developed around the idea of having packages of changes to the building HV AC system and building envelope that are climate and house construction dependent. These packages include materials procedures and equipment, and are designed to remove some of the guesswork when selecting a builder, contractor, or installer. The packages are not meant to be taken as rigid requirements - instead they are systems engineered guidelines that form the basis for energy efficient retrofits. Similar approaches have been taken previously for new construction, where a systems engineering approach has been used to develop extremely energy-efficient homes that are comfortable safe and durable, and often cost less than standard construction. This approach is best epitomized by the Building America program, whose partners have built thousands of residences throughout the U.S. using these principles. The differences between retrofitting and new construction tend to limit the changes one can make to a building, so these packages rely on relatively simple and non-intrusive technologies and techniques. The retrofits also focus on changes to a building that will give many years of service to the occupants. Another key aspect of these best practices is that we need to know how a house is working so that we know what parts have the potential for improvement. To do this we have put together a set of simple tests that a homeowner can perform on their own together with checklists and questionnaires.
