Simplifying the assessment of building vulnerability to chemical,biological and radiological releases

Description: The intentional or accidental release of airborne chemical, biological, or radiological materials can pose a significant threat to the health of building occupants. Pre-planning and emergency response measures, such as HVAC system manipulation and sheltering during an event, can significantly reduce the exposure of building occupants. A straightforward and comprehensive vulnerability assessment methodology is an essential tool for assisting building managers and operators in preparing for airborne hazards.

A Formaldehyde Exposure Assessment Tool for Occupants of FEMA Temporary Housing Units

Description: The report outlines the methodology used to develop a web-based tool to assess the formaldehyde exposure of the occupants of Federal Emergency Management Administration (FEMA) temporary housing units (THUs) after Hurricanes Katrina and Rita in 2005. Linear regression models were built using available data to retrospectively estimate the indoor temperature and relative humidity, formaldehyde emission factors and concentration, and hence the formaldehyde exposures. The interactive web-tool allows the user to define the inputs to the model to evaluate formaldehyde exposures for different scenarios.

Summary of Workshop: Barriers to Energy Efficient Residential Ventilation

Description: The objectives for this workshop were to bring together those with different viewpoints on the implementation of energy efficient ventilation in homes to share their perspectives. The primary benefit of the workshop is to allow the participants to get a broader understanding of the issues involved and thereby make themselves more able to achieve their own goals in this area. In order to achieve this objective each participant was asked to address four objectives from their point of view: (1) Drivers for energy efficient residential ventilation: Why is this an important issue? Who cares about it? Where is the demand: occupants, utilities, regulation, programs, etc? What does sustainability mean in this context? (2) Markets & Technologies: What products, services and systems are out there? What kinds of things are in the pipeline? What is being installed now? Are there regional or other trends? What are the technology interactions with other equipment and the envelope? (3) Barriers to Implementation: What is stopping decision makers from implementing energy-efficient residential ventilation systems? What kind of barriers are there: technological, cost, informational, structural, etc. What is the critical path? (4) Solutions: What can be done to overcome the barriers and how can/should we do it? What is the role of public vs. private institutions? Where can investments be made to save energy while improving the indoor environment? Ten participants prepared presentations for the workshop. Those presentations are included in sections at the end of this workshop report. These presentations provided the principal context for the discussions that happened during the workshop. Critical path issues were raised and potential solutions discussed during the workshop. As a secondary objective they have listed key issues and some potential consensus items which resulted from the discussions.

Effects on Occupants of Enhanced Particle Filtration in a non-problem office environment: A Double-Blind Crossover Intervention Study

Description: Workers in indoor environments often complain of symptoms, such as eye and nose irritation, headache, and fatigue, which improve away from work. Exposures causing such complaints, sometimes referred to as sick building syndrome, generally have not been identified. Evidence suggests these worker symptoms are related to chemical, microbiological, physical, and psychosocial exposures not well characterized by current methods. Most research in this area has involved cross-sectional studies, which are limited in their abilities to show causal connections. Experimental studies have also been conducted which, by changing one factor at a time to isolate its effects, can demonstrate benefits of an environmental intervention even before exposures or mechanisms are understood. This study was prompted by evidence that particulate contaminants may be related to acute occupant symptoms and discomfort. The objective was to assess, with a double-blind, double crossover intervention design, whether improved removal of small airborne particles by enhanced central filtration would reduce symptoms and discomfort.

Daylight metrics and energy savings

Description: The drive towards sustainable, low-energy buildings has increased the need for simple, yet accurate methods to evaluate whether a daylit building meets minimum standards for energy and human comfort performance. Current metrics do not account for the temporal and spatial aspects of daylight, nor of occupants comfort or interventions. This paper reviews the historical basis of current compliance methods for achieving daylit buildings, proposes a technical basis for development of better metrics, and provides two case study examples to stimulate dialogue on how metrics can be applied in a practical, real-world context.

Automated Critical Peak Pricing Field Tests: Program Descriptionand Results

Description: California utilities have been exploring the use of critical peak prices (CPP) to help reduce needle peaks in customer end-use loads. CPP is a form of price-responsive demand response (DR). Recent experience has shown that customers have limited knowledge of how to operate their facilities in order to reduce their electricity costs under CPP (Quantum 2004). While the lack of knowledge about how to develop and implement DR control strategies is a barrier to participation in DR programs like CPP, another barrier is the lack of automation of DR systems. During 2003 and 2004, the PIER Demand Response Research Center (DRRC) conducted a series of tests of fully automated electric demand response (Auto-DR) at 18 facilities. Overall, the average of the site-specific average coincident demand reductions was 8% from a variety of building types and facilities. Many electricity customers have suggested that automation will help them institutionalize their electric demand savings and improve their overall response and DR repeatability. This report focuses on and discusses the specific results of the Automated Critical Peak Pricing (Auto-CPP, a specific type of Auto-DR) tests that took place during 2005, which build on the automated demand response (Auto-DR) research conducted through PIER and the DRRC in 2003 and 2004. The long-term goal of this project is to understand the technical opportunities of automating demand response and to remove technical and market impediments to large-scale implementation of automated demand response (Auto-DR) in buildings and industry. A second goal of this research is to understand and identify best practices for DR strategies and opportunities. Impact of Light-Duty Vehicle Emissions on 21st Century Carbon Dioxide Concentrations

Description: The impact of light-duty passenger vehicle emissions on global carbon dioxide concentrations was estimated using the MAGICC reduced-form climate model combined with the PNNL contribution to the CCSP scenarios product. Our central estimate is that tailpipe light duty vehicle emissions of carbon-dioxide over the 21st century will increase global carbon dioxide concentrations by slightly over 12 ppmv by 2100.

Optical People Counting for Demand Controlled Ventilation: A Pilot Study of Counter Performance

Description: This pilot scale study evaluated the counting accuracy of two people counting systems that could be used in demand controlled ventilation systems to provide control signals for modulating outdoor air ventilation rates. The evaluations included controlled challenges of the people counting systems using pre-planned movements of occupants through doorways and evaluations of counting accuracies when naive occupants (i.e., occupants unaware of the counting systems) passed through the entrance doors of the building or room. The two people counting systems had high counting accuracy accuracies, with errors typically less than 10percent, for typical non-demanding counting events. However, counting errors were high in some highly challenging situations, such as multiple people passing simultaneously through a door. Counting errors, for at least one system, can be very high if people stand in the field of view of the sensor. Both counting system have limitations and would need to be used only at appropriate sites and where the demanding situations that led to counting errors were rare.

Investigation of Class 2b Trucks

Description: The popularity of trucks in the class 2 category--that is, those with a 6,000 to 10,000 pounds (lbs) gross vehicle weight rating (GVWR)--has increased since the late 1970s/early 1980s. The purpose of this research is to identify and examine vehicles in the upper portion of the class 2 weight range (designated as vehicle class 2b) and to assess their impact. Vehicles in class 2b (8,500-10,000 lbs GVWR) include pickup trucks, sport utility vehicles (SUVs), and large vans (i.e., not minivans). Oak Ridge National Laboratory researched each individual truck model to determine which models were class 2b trucks and arrived at four methodologies to derive sales volumes. Two methods--one for calendar year and one for model year sales--were recommended for producing believable and reliable results. The study indicates that 521,000 class 2b trucks were sold in calendar year 1999--6.4% of sales of all trucks under 10,000 lbs. Eighty-two percent of class 2b trucks sold in 1999 were pickups; one third of class 2b trucks sold in 1999 were diesel. There were 5.8 million class 2b trucks on the road in 2000, which amounts to 7.8% of all trucks under 10,000 lbs. Twenty-four percent of the class 2b truck population is diesel. Estimates show that class 2b trucks account for 8% of annual miles traveled by trucks under 10,000 lbs and 9% of fuel use. Data on class 2b trucks are scarce. As the Tier 2 standards, which apply to passenger vehicles in the 8,500-10,000 lb GVWR category, become effective, additional data on class 2b trucks may become available--not only emissions data, but data in all areas. At the moment, distinguishing class 2b trucks from class 2 trucks in general is a substantial task requiring data on an individual model level.

A Practical Guide for Commissioning Existing Buildings

Description: Although this guide focuses on the retrocommissioning process and its advantages, all three types of commissioning--retrocommissioning, commissioning, and recommissioning--play an equally important role in ensuring that buildings perform efficiently and provide comfortable, safe, and productive work environments for owners and occupants. For new construction and retrofit projects, commissioning should be incorporated early, during design, and last throughout the length of the project. For buildings that were never commissioned, the retrocommissioning process can yield a wealth of cost-saving opportunities while enhancing a building's environment. Finally, once a building is commissioned or retrocommissioned, incorporating recommissioning into the organization's O and M program (by periodically reapplying the original diagnostic testing and checklist procedures) helps ensure that cost savings and other benefits gained from the original process persist over time.

Homeowner Best Practices Guide for Residential Retrofits

Description: This best practices guide for HV AC system retrofits is aimed at homeowners who want guidance on upgrading their heating, cooling and ventilation (HVAC) systems and integrating these upgrades with other changes to their home. It has been developed around the idea of having packages of changes to the building HV AC system and building envelope that are climate and house construction dependent. These packages include materials procedures and equipment, and are designed to remove some of the guesswork when selecting a builder, contractor, or installer. The packages are not meant to be taken as rigid requirements - instead they are systems engineered guidelines that form the basis for energy efficient retrofits. Similar approaches have been taken previously for new construction, where a systems engineering approach has been used to develop extremely energy-efficient homes that are comfortable safe and durable, and often cost less than standard construction. This approach is best epitomized by the Building America program, whose partners have built thousands of residences throughout the U.S. using these principles. The differences between retrofitting and new construction tend to limit the changes one can make to a building, so these packages rely on relatively simple and non-intrusive technologies and techniques. The retrofits also focus on changes to a building that will give many years of service to the occupants. Another key aspect of these best practices is that we need to know how a house is working so that we know what parts have the potential for improvement. To do this we have put together a set of simple tests that a homeowner can perform on their own together with checklists and questionnaires. LIGHTING CONTROLS: SURVEY OF MARKET POTENTIAL

Description: This study describes the impact of lighting management systems that dynamically control lights in accordance with the needs of occupants. Various control strategies are described: scheduling, tuning, lumen depreciation, and daylighting. From initial experimental results, the energy savings provided by each of the above strategies are estimated to be 26, 12, 14, and 15%, respectively. Based upon a cost of $0.05-0.10 per kWh for electric energy and a 2-, 3-, or 4-yr payback, target costs for a simple and a sophisticated lighting management system are found to be $0.24 and 1.89 per ft{sup 2}, respectively, for a cost-effective investment. A growth model, based upon an extrapolation of the increase in building stock since 1975, indicates that the commercial and industrial (C and I) building stock will grow from 40 x 10{sup 9} ft{sup 2} in 1980 to about 67 x 10{sup 9} ft{sup 2} by the year 2000. Even with the use of more efficient lighting components, the energy required for this additional C and I stock will be 307 x 10{sup 9} kWh, an increase of only 13 x 10{sup 9} kWh above current use. The specified information is used to analyze the economic impacts that using these systems will have on the lighting industry, end users, utility companies, and the nation's economy. A $1 - 4 x 10{sup 9} annual lighting control industry can be generated, creating many jobs. The estimated return on investment (ROI) for controls for end users would be between 19 and 38%. Utilities will be able to make smaller additions to capacity and invest less capital at 7-10% ROI. Does Mixing Make Residential Ventilation More Effective?

Description: Ventilation dilutes or removes indoor contaminants to reduce occupant exposure. In a multi-zone environment such as a house, there will be different dilution rates and different source strengths in every zone. The total ventilation rate is the most important factor in determining the exposure of occupants to given sources, but the zone- specific distribution of exhaust and supply air, and the mixing of ventilation air can have significant roles. Different types of ventilation systems will provide different amounts of mixing depending on several factors such as air leakage through the building envelope, air distribution systems and the location of sources and occupants. This paper reports recent results of investigations to determine the impact that air mixing has on exposures of residential occupants to prototypical contaminants of concern. Evaluations of existing field measurements and simulations reported in the literature are combined with new analyses to provide an integrated overview of the topic. The results show that for extreme cases additional mixing can be a significant factor but for typical homes looking at average exposures mixing is not helpful and can even make exposures worse.

Indoor Chemistry: Materials, Ventilation Systems, and Occupant Activities

Description: Chemical processes taking place in indoor environments can significantly alter the nature and concentrations of pollutants. Exposure to secondary contaminants generated in these reactions needs to be evaluated in association with many aspects of buildings to minimize their impact on occupant health and well-being. Focusing on indoor ozone chemistry, we describe alternatives for improving indoor air quality by controlling chemical changes related to building materials, ventilation systems, and occupant activities.

Characterizing Indoor Airflow and Pollutant Transport using Simulation Modeling for Prototypical Buildings. I. Office Buildings

Description: This paper describes the first efforts at developing a set of prototypical buildings defined to capture the key features affecting airflow and pollutant transport in buildings. These buildings will be used to model airflow and pollutant transport for emergency response scenarios when limited site-specific information is available and immediate decisions must be made, and to better understand key features of buildings controlling occupant exposures to indoor pollutant sources. This paper presents an example of this approach for a prototypical intermediate-sized, open style, commercial building. Interzonal transport due to a short-term source release, e.g., accidental chemical spill, in the bottom and the upper floors is predicted and corresponding HVAC system operation effects and potential responses are considered. Three-hour average exposure estimates are used to compare effects of source location and HVAC operation.

Development of a Mathematical Air-Leakage Model from MeasuredData

Description: A statistical model was developed to relate residential building shell leakage to building characteristics such as building height, floor area, floor leakage, duct leakage, and year built or the age of the house. Statistical regression techniques were used to determine which of the potential building characteristics best described the data. Seven preliminary regressions were performed to investigate the influence of each variable. The results of the eighth and last multivariable linear regression form the predictive model. The major factors that influence the tightness of a residential building are participation in an energy efficiency program (40% tighter than ordinary homes), having low-income occupants (145% leakier than ordinary) and the age of a house (1% increase in Normalized Leakage per year). This predictive model may be applied to data within the range of the data that was used to develop the model.

Air Distribution Effectiveness for Different MechanicalVentilation Systems

Description: The purpose of ventilation is to dilute indoor contaminants that an occupant is exposed to. In a multi-zone environment such as a house, there will be different dilution rates and different source strengths in every zone. Most US homes have central HVAC systems, which tend to mix conditions between zones. Different types of ventilation systems will provide different amounts of dilution depending on the effectiveness of their air distribution systems and the location of sources and occupants. This paper will report on work being done to both model the impact of different systems and measurements using a new multi-tracer measurement system that has the capacity to measure not only the flow of outdoor air to each zone, but zone-to-zone transport. The ultimate objective of this project is to determine the effectiveness of different systems so that appropriate adjustments can be made in residential ventilation standards such as ASHRAE Standard 62.2.

Performance of underfloor air distribution in a fieldsetting

Description: Underfloor air distribution (UFAD) is a new method of supplying heated or cooled air throughout a building. Reported advantages of UFAD include energy savings and improved indoor air quality (IAQ). We measured several aspects of the performance of an UFAD system installed in a medium-size office building. The measured air change effectiveness was very close to unity, which is comparable to that measured in buildings with typical overhead air distribution. The pollutant removal efficiency for carbon dioxide was 13% higher than expected in a space with well-mixed air, suggesting a 13% reduction in exposures to occupant generated pollutants. The increase in indoor air temperatures with height above the floor was only 1 to 2 C. This amount of thermal stratification could reduce the sensible energy requirements for cooling of outdoor air by approximately 10%. The occupant's level of satisfaction with thermal conditions was well above average and this high satisfaction rating could possibly be due, in all or part, to the use of a UFAD system. The results of this study provide some evidence of moderate energy and IAQ-related benefits of UFAD. Before general conclusions are drawn, the benefits need to be confirmed in other studies.

Measuring Outdoor Airflow into HVAC Systems

Description: The rate of outdoor air (OA) supply affects building energy consumption, occupant health, and work performance; however, minimum ventilation rates are often poorly controlled. Real-time measurements of OA flow rates into HVAC systems would enable improved flow control. This article demonstrates that at least some of the available technologies for real-time measurement of OA air intake rate are reasonably accurate and provides guidance on how these technologies should be used.

Real-Time Measurement of Rates of Outdoor Airflow into HVACSystems: A Field Study of Three Technologies

Description: Technologies for real-time continuous measurement of the flow rates of outdoor air (OA) into HVAC systems are now available commercially. Our prior papers reported on laboratory-based evaluations of these measurement technologies and this document describes the methods and results of a field study of the accuracy of three of these technologies. From the field study data, we determined that neither wind speed nor wind direction have an important adverse impact on measurement accuracy. The field study confirmed that these three measurement technologies can provide reasonably accurate measurements of outdoor air intake rates in field settings, if the pressure signals are measured with high accuracy. Some of the pressure transducers marketed for use with commercial HVAC systems were determined to be sufficiently accurate for this application. Given the significant impact of OA flow rates on both energy use and occupant health, more widespread use of technologies that provide for real time measurements of OA flow rates seems warranted.

Energy Star Concepts for Highway Vehicles

Description: The authors of this report, under the sponsorship of the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Program, have investigated the possible application of Energy Star ratings to passenger cars and light trucks. This study establishes a framework for formulating and evaluating Energy Star rating methods that is comprised of energy- and environmental-based metrics, potential vehicle classification systems, vehicle technology factors, and vehicle selection criteria. The study tests several concepts and Energy Star rating methods using model-year 2000 vehicle data--a spreadsheet model has been developed to facilitate these analyses. This study tests two primary types of rating systems: (1) an outcome-based system that rates vehicles based on fuel economy, GHG emissions, and oil use and (2) a technology-based system that rates vehicles based on the energy-saving technologies they use. Rating methods were evaluated based on their ability to select vehicles with high fuel economy, low GHG emissions, and low oil use while preserving a full range of service (size and acceleration) and body style choice. This study concludes that an Energy Star rating for passenger cars and light trucks is feasible and that several methods could be used to achieve reasonable tradeoffs between low energy use and emissions and diversity in size, performance, and body type. It also shows that methods that consider only fuel economy, GHG emissions, or oil use will not select a diverse mix of vehicles. Finally, analyses suggest that methods that encourage the use of technology only, may result in increases in acceleration power and weight rather than reductions in oil use and GHG emissions and improvements in fuel economy.

Building Technologies Residential Survey

Description: Introduction A telephone survey of 1,025 residential occupants was administered in late October for the Building Technologies Program (BT) to gather information on residential occupant attitudes, behaviors, knowledge, and perceptions. The next section, Survey Results, provides an overview of the responses, with major implications and caveats. Additional information is provided in three appendices as follows: - Appendix A -- Summary Response: Provides summary tabular data for the 13 questions that, with subparts, comprise a total of 25 questions. - Appendix B -- Benchmark Data: Provides a benchmark by six categories to the 2001 Residential Energy Consumption Survey administered by EIA. These were ownership, heating fuel, geographic location, race, household size and income. - Appendix C -- Background on Survey Method: Provides the reader with an understanding of the survey process and interpretation of the results.

Development and Field-Testing of a Study Protocol, including a Web-Based Occupant Survey Tool, for Use in Intervention Studies of Indoor Environmental Quality

Description: We developed and pilot-tested an overall protocol for intervention studies to evaluate the effects of indoor environmental changes in office buildings on the health symptoms and comfort of occupants. The protocol includes a web-based survey to assess the occupant's responses, as well as specific features of study design and analysis. The pilot study, carried out on two similar floors in a single building, compared two types of ventilation system filter media. With support from the building's Facilities staff, the implementation of the filter change intervention went well. While the web-based survey tool worked well also, low overall response rates (21-34percent among the three work groups included) limited our ability to evaluate the filter intervention., The total number of questionnaires returned was low even though we extended the study from eight to ten weeks. Because another simultaneous study we conducted elsewhere using the same survey had a high response rate (>70percent), we conclude that the low response here resulted from issues specific to this pilot, including unexpected restrictions by some employing agencies on communication with occupants.

Safer Vehicles for People and the Planet: Letter to the Editor

Description: Letter to the Editors from Leonard Evans, Bloomfield Hills, MI: Single-vehicle crashes, which account for half of occupant fatalities, are not mentioned in 'Safer Vehicles for People and the Planet', by Thomas P. Wenzel and Marc Ross (March-April). Simple physics shows that in such crashes risk declines as vehicle mass increases. The authors write 'driving imported luxury cars carries extremely low risk, for reasons that are not obvious'. The reasons are obvious--the cars are purchased by low-risk drivers. If they swapped vehicles with drivers of sports cars (which have high risk), the risks would stick with the drivers, not the vehicles. The article reflects the American belief that death on our roads can be substantially reduced by making vehicles in which it is safer to crash. From 1979 through 2002, Great Britain, Canada and Australia reduced fatalities by an average of 49 percent, compared with 16 percent in the U.S. Accumulating the differences over this time shows that by merely matching the safety performance of these other countries, about 200,000 fewer Americans would have died. These trends continue. In 2006 the U.S. recorded 42,642 traffic deaths, a modest 22 percent decline from our all-time high. Sweden recorded 445, a reduction of 66 percent from their all-time high. The obsessive focus on vehicles rather than on countermeasures that scientific research shows substantially reduce risk is at the core of our dramatic safety failure. The only way to substantially reduce deaths is to reduce the risk of crashing, not to make it safer to crash. The response from Drs.
