A Nondestructive Assay System for use in Decommissioning a Plutonium-Handling Facility

Description: Argonne National Laboratory is decommissioning a facility used to fabricate reactor fuel elements. The equipment is contaminated with alpha emitters. The objective of decontamination is to reduce the TRU concentrations below 10 nCi/g of waste. A portable NDA procedure using Na I (TI ) gamma-spectrometric techniques was selected to measure the residual Pu and 2i 1 Am in the glove boxes. Assays were performed at different stages in the decontamination process to estimate the detection system sensitivity and the effectiveness of the cleaning efforts.

Treatment of Plutonium-Bearing Solutions: a Brief Survey of the DOE Complex

Description: With the abrupt shutdown of some DOE facilities, a significant volume of in-process material was left in place and still requires treatment for interim storage. Because the systems containing these process streams have deteriorated since shutdown, a portable system for treating the solutions may be useful. A brief survey was made of the DOE complex on the need for a portable treatment system to treat plutonium-bearing solutions. A survey was completed to determine (1) the compositions and volumes of solutions and heels present, (2) the methods that have been used to treat these solutions and heels in the past, and (3) the potential problems that exist in removing and treating these solutions. Based on the surveys and on the Defense Nuclear Facilities Safety Board Recommendation 94-1, design criteria for a portable treatment system were generated.

B Plant Transition Project Management Plan

Description: The mission of the B Plant Transition Project is to place B Plant and its ancillary facilities (refeffed to as B Plant throughout this document) in a safe and stable condition which requires minimal long term surveillance and maintenance (S&M), thereby reducing the risks associated with the current radiological and chemical inventory and the costs for S&M until disposition. Transition may include activities such as removal of stored radioactive and hazardous materials, safe shutdown of support systems such as electrical circuits and ventilation, and installation of new or modified systems required to support S&M for a 10 year period. The goal of this Project is to complete B Plant transition activities by September 30, 1998. During transition, the Waste Encapsulation and Storage Facility will be isolated from B Plant for stand alone operation. Upon completion of transition, B Plant will be turned over to the Office of Environmental Restoration (EM-40) for the S&M phase of B Plant decommissioning.

Description: To facilitate and track completion of the 309 Facility turnover criteria completion an Applicability Matrix and Criteria Completion Check Lists were prepared. The applicability matrix documents the required turnover criteria for a given area in the facility or scope of work. The applicable criteria is selected for 16 different areas. For each area a completion checklist is provided to document completion of a requirement by WHC and the Environmental Restoration Contractor.

Global nuclear material monitoring with NDA and C/S data through integrated facility monitoring

Description: This paper focuses on a flexible, integrated demonstration of a monitoring approach for nuclear material monitoring. This includes aspects of item signature identification, perimeter portal monitoring, advanced data analysis, and communication as a part of an unattended continuous monitoring system in an operating nuclear facility. Advanced analysis is applied to the integrated nondestructive assay and containment and surveillance data that are synchronized in time. End result will be the foundation for a cost-effective monitoring system that could provide the necessary transparency even in areas that are denied to foreign nationals of both US and Russia should these processes and materials come under full-scope safeguards or bilateral agreements. Monitoring systems of this kind have the potential to provide additional benefits including improved nuclear facility security and safeguards and lower personnel radiation exposures. Demonstration facilities in this paper include VTRAP-prototype, Los Alamos Critical Assemblies Facility, Kazakhstan BM-350 Reactor monitor, DUPIC radiation monitoring, and JOYO and MONJU radiation monitoring.

The independent verification process in decommissioning, decontamination, and reutilization activities - description, benefits, and lessons learned

Description: Oak Ridge National Laboratory Environmental Technology Section has been performing Independent Verification (IV) activities for U.S. DOE sites since 1986. DOE has successfully used IV in the Uranium Mill Tailings Remedial Action Program, Decontamination and Decommissioning projects, and Formerly Utilized Sites Remedial Action Projects/Surplus Facilities Management Program. Projects that have undergone IV range from small residential properties to large, industrial sites. The IV process provides a third-party review conducted by an independent organization. The purpose is to verify accuracy and completeness of contractor field measurements and final documentation, evaluate the credibility of procedures, and independently assess post-cleanup conditions versus decommissioning project plans and release criteria. Document reviews of plans, dose models, procedures, and reports are some IV activities undertaken. Independent measurements are also collected during field visits to confirm the contractor`s findings. Corrective actions for discrepancies are suggested if necessary. Finally, archival and reporting of the final site environmental conditions for project closeout and certification are completed. The IV contractor reports to DOE headquarters and acts as a quality assurance feedback mechanism. An IV also provides additional assurance that projects are planned, carried out, and documented properly. Decommissioning projects benefit from the IV process by: (1) cost and time savings from early identification of potential problems, (2) assurance that cleanup meets regulatory guidelines, and (3) technical reviews and consultation with experts in field instrumentation, sampling strategy, etc. Some lessons learned from the IV process include avoiding: (1) improper survey techniques, (2) reporting data in units not comparable with guideline values, (3) premature release of surfaces, (4) poor decommissioning project planning, (5) misapplication of release guidelines. 20 refs.

U.S. Department of Energy, Nevada Operations Office, Environmental Monitoring Program: Summary data report - first and second calendar quarters 1994

Description: During the first and second quarters of 1994 air samples were collected and analyzed from 54 air particulate/halogen sampling stations, 10 noble gas sampling stations and 19 tritiated water vapor sampling stations. Surface water samples were collected and analyzed from 12 open water supply reservoirs, 8 natural springs, 2 wastewater containment ponds and 9 sewage lagoons. Groundwater samples were obtained brom 10 potable and 1 non-potable supply wells, and 8 drinking water consumption points. Ambient radiation levels were measured at 193 locations.

Electrokinetic decontamination of concrete. Final report, August 3, 1993--September 15, 1996

Description: The ELECTROSORB{reg_sign} {open_quotes}C{close_quotes} process is an electrokinetic process for decontaminating concrete. ELECTROSORB{reg_sign} {open_quotes}C{close_quotes} uses a carpet-like extraction pad which is placed on the contaminated concrete surface. An electrolyte solution is circulated from a supporting module. This module keeps the electrolyte solution clean. The work is advancing through the engineering development stage with steady progress toward a full scale demonstration unit which will be ready for incorporation in the DOE Large Scale Demonstration Program by Summer 1997. A demonstration was carried out at the Mound Facility in Miamisburg, Ohio, in June 1996. Third party verification by EG&G verified the effectiveness of the process. Results of this work and the development work that proceeded are described herein.

Advanced conceptual design report: T Plant secondary containment and leak detection upgrades. Project W-259

Description: The T Plant facilities in the 200-West Area of the Hanford site were constructed in the early 1940s to produce nuclear materials in support of national defense activities. T Plant includes the 271-T facility, the 221-T facility, and several support facilities (eg, 2706-T), utilities, and tanks/piping systems. T Plant has been recommended as the primary interim decontamination facility for the Hanford site. Project W-259 will provide capital upgrades to the T Plant facilities to comply with Federal and State of Washington environmental regulations for secondary containment and leak detection. This document provides an advanced conceptual design concept that complies with functional requirements for the T Plant Secondary Containment and Leak Detection upgrades.
