Barwood CNG Cab Fleet Study: Final Results

Description: This report describes a fleet study conducted over a 12-month period to evaluate the operation of dedicated compress natural gas (CNG) Ford Crown Victoria sedans in a taxicab fleet. In the study, we assess the performance and reliability of the vehicles and the cost of operating the CNG vehicles compared to gasoline vehicles. The study results reveal that the CNG vehicles operated by this fleet offer both economic and environmental advantages. The total operating costs of the CNG vehicles were about 25% lower than those of the gasoline vehicles. The CNG vehicles performed as well as the gasoline vehicles, and were just as reliable. Barwood representatives and drivers have come to consider the CNG vehicles an asset to their business and to the air quality of the local community.

Compendium of Regulatory Requirements Governing Underground Injection of Drilling Wastes

Description: This report provides a comprehensive compendium of the regulatory requirements governing the injection processes used for disposing of drilling wastes; in particular, for a process referred to in this report as slurry injection. The report consists of a narrative discussion of the regulatory requirements and practices for each of the oil- and gas-producing states, a table summarizing the types of injection processes authorized in each state, and an appendix that contains the text of many of the relevant state regulations and policies.

Raley's LNG Truck Fleet: Final Results

Description: Raley's, a large retail grocery company based in Northern California, began operating heavy-duty trucks powered by liquefied natural gas (LNG) in 1997, in cooperation with the Sacramento Metropolitan Air Quality Management District (SMAQMD). The US Department of Energy (DOE) Office of Heavy Vehicle Technologies (OHVT) sponsored a research project to collect and analyze data on the performance and operation costs of eight of Raley's LNG trucks in the field. Their performance was compared with that of three diesel trucks operating in comparable commercial service. The objective of the DOE research project, which was managed by the National Renewable Energy Laboratory (NREL), was to provide transportation professionals with quantitative, unbiased information on the cost, maintenance, operational, and emissions characteristics of LNG as one alternative to conventional diesel fuel for heavy-duty trucking applications.

Diesel and CNG Transit Bus Emissions Characterization By Two Chassis Dynamometer Laboratories: Results and Issues

Description: Emissions of six 32 passenger transit buses were characterized using one of the West Virginia University (WVU) Transportable Heavy Duty Emissions Testing Laboratories, and the fixed base chassis dynamometer at the Colorado Institute for Fuels and High Altitude Engine Research (CIFHAER). Three of the buses were powered with 1997 ISB 5.9 liter Cummins diesel engines, and three were powered with the 1997 5.9 liter Cummins natural gas (NG) counterpart. The NG engines were LEV certified. Objectives were to contrast the emissions performance of the diesel and NG units, and to compare results from the two laboratories. Both laboratories found that oxides of nitrogen and particulate matter (PM) emissions were substantially lower for the natural gas buses than for the diesel buses. It was observed that by varying the rapidity of pedal movement during accelerations in the Central Business District cycle (CBD), CO and PM emissions from the diesel buses could be varied by a factor of three or more. The driving styles may be characterized as aggressive and non-aggressive, but both styles followed the CBD speed command acceptably. PM emissions were far higher for the aggressive driving style. For the NG fueled vehicles driving style had a similar, although smaller, effect on NO{sub x}. It is evident that driver habits may cause substantial deviation in emissions for the CBD cycle. When the CO emissions are used as a surrogate for driver aggression, a regression analysis shows that NO{sub x} and PM emissions from the two laboratories agree closely for equivalent driving style. Implications of driver habit for emissions inventories and regulations are briefly considered.

Emissions from Buses with DDC 6V92 Engines Using Synthetic Diesel Fuel

Description: Synthetic diesel fuel can be made from a variety of feedstocks, including coal, natural gas and biomass. Synthetic diesel fuels can have very low sulfur and aromatic content, and excellent autoignition characteristics. Moreover, synthetic diesel fuels may also economically competitive with California diesel fuel if .roduced in large volumes. Previous engine laboratory and field tests using a heavy-duty chassis dynamometer indicate that synthetic diesel fuel made using the Fischer-Tropsch (F-T) catalytic conversion process is a promising alternative fuel, because it can be used in unmodified diesel engines, and can reduce exhaust emissions substantially. The objective of this study was a preliminary assessment of the emissions from older model transit operated on Mossgas synthetic diesel fuel. The study compared emissions from transit buses operating on Federal no. 2 Diesel fuel, Mossgas synthetic diesel (MGSD), and a 50/50 blend of the two fuels. The buses were equipped with unmodified Detroit Diesel 6V92 2-stroke diesel engines. Six 40-foot buses were tested. Three of the buses had recently rebuilt engines and were equipped with an oxidation catalytic converter. Vehicle emissions measurements were performed using West Virginia University's unique transportable chassis dynamometer. The emissions were measured over the Central Business District (CBD) driving cycle. The buses performed well on both neat and blended MGSD fuel. Three buses without catalytic converters were tested. Compared to their emissions when operating on Federal no. 2 diesel fuel, these buses emitted an average of 5% lower oxides of nitrogen (NOx) and 20% lower particulate matter (PM) when operating on neat MGSD fuel. Catalyst equipped buses emitted an average of 8% lower NOx and 31% lower PM when operating on MGSD than when operating on Federal no. 2 diesel fuel.

Institutional impediments to using alternative water sources in thermoelectric power plants.

Description: This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements the Existing Plants Research Program's overall research effort by evaluating water issues that could impact power plants. Obtaining adequate water supplies for cooling and other operations at a reasonable cost is a key factor in siting new and maintaining existing thermoelectric power plant operations. One way to reduce freshwater consumption is to use alternative water sources such as reclaimed (or recycled) water, mine pool water, and other nontraditional sources. The use of these alternative sources can pose institutional challenges that can cause schedule delays, increase costs, or even require plants to abandon their plans to use alternative sources. This report identifies and describes a variety of institutional challenges experienced by power plant owners and operators across the country, and for many of these challenges it identifies potential mitigating approaches. The information comes from publically available sources and from conversations with power plant owners/operators familiar with using alternative sources. Institutional challenges identified in this investigation include, but are not limited to, the following: (1) Institutional actions and decisions that are beyond the control of the power plant. Such actions can include changes in local administrative policies that can affect the use of reclaimed water, inaccurate growth projections regarding the amount of water that will be available when needed, and agency workloads and other priorities that can cause delays in the permitting and approval processes. (2) Developing, cultivating, and maintaining institutional relationships with the purveyor(s) of the alternative water source, typically a municipal wastewater treatment plant (WWTP), and with the local political organizations that can influence decisions regarding the use of the alternative source. Water management practices used by Fayetteville shale gas producers.

Description: Water issues continue to play an important role in producing natural gas from shale formations. This report examines water issues relating to shale gas production in the Fayetteville Shale. In particular, the report focuses on how gas producers obtain water supplies used for drilling and hydraulically fracturing wells, how that water is transported to the well sites and stored, and how the wastewater from the wells (flowback and produced water) is managed. Last year, Argonne National Laboratory made a similar evaluation of water issues in the Marcellus Shale (Veil 2010). Gas production in the Marcellus Shale involves at least three states, many oil and gas operators, and multiple wastewater management options. Consequently, Veil (2010) provided extensive information on water. This current study is less complicated for several reasons: (1) gas production in the Fayetteville Shale is somewhat more mature and stable than production in the Marcellus Shale; (2) the Fayetteville Shale underlies a single state (Arkansas); (3) there are only a few gas producers that operate the large majority of the wells in the Fayetteville Shale; (4) much of the water management information relating to the Marcellus Shale also applies to the Fayetteville Shale, therefore, it can be referenced from Veil (2010) rather than being recreated here; and (5) the author has previously published a report on the Fayetteville Shale (Veil 2007) and has helped to develop an informational website on the Fayetteville Shale (Argonne and University of Arkansas 2008), both of these sources, which are relevant to the subject of this report, are cited as references.

SEPARATION OF HYDROGEN AND CARBON DIOXIDE USING A NOVEL MEMBRANE REACTOR IN ADVANCED FOSSIL ENERGY CONVERSION PROCESS

Description: Inorganic membrane reactors offer the possibility of combining reaction and separation in a single operation at high temperatures to overcome the equilibrium limitations experienced in conventional reactor configurations. Such attractive features can be advantageously utilized in a number of potential commercial opportunities, which include dehydrogenation, hydrogenation, oxidative dehydrogenation, oxidation and catalytic decomposition reactions. However, to be cost effective, significant technological advances and improvements will be required to solve several key issues which include: (a) permselective thin solid film, (b) thermal, chemical and mechanical stability of the film at high temperatures, and (c) reactor engineering and module development in relation to the development of effective seals at high temperature and high pressure. In this project, we are working on the development and application of palladium and palladium-silver alloy thin-film composite membranes in membrane reactor-separator configuration for simultaneous production and separation of hydrogen and carbon dioxide at high temperature. From our research on Pd-composite membrane, we have demonstrated that the new membrane has significantly higher hydrogen flux with very high perm-selectivity than any of the membranes commercially available. The steam reforming of methane by equilibrium shift in Pd-composite membrane reactor is being studied to demonstrate the potential application of this new development. A two-dimensional, pseudo-homogeneous membrane-reactor model was developed to investigate the steam-methane reforming (SMR) reactions in a Pd-based membrane reactor. Radial diffusion was taken into consideration to account for the concentration gradient in the radial direction due to hydrogen permeation through the membrane. With appropriate reaction rate expressions, a set of partial differential equations was derived using the continuity equation for the reaction system. The equations were solved by finite difference method. The solution of the model equations is complicated by the coupled reactions. Interim Results from Alternative Fuel Truck Evaluation Project

Description: The objective of this project, which is supported by the U.S. Department of Energy (DOE) through the National Renewable Energy Laboratory (NREL), is to provide a comprehensive comparison of heavy-duty trucks operating on alternative fuels and diesel fuel. Data collection from up to eight sites is planned. Currently, the project has four sites: Raley's in Sacramento, CA (Kenworth, Cummins LlO-300G, liquefied natural gas - LNG); Pima Gro Systems, Inc. in Fontana, CA (White/GMC, Caterpillar 31768 Dual-Fuel, compressed natural gas - CNG); Waste Management in Washington, PA (Mack, Mack E7G, LNG); and United Parcel Service in Hartford, CT (Freightliner Custom Chassis, Cummins B5.9G, CNG). This paper summarizes current data collection and evaluation results from this project.

Valley-fill sandstones in the Kootenai Formation on the Crow Indian Reservation, south-central Montana. Quarterly report, October 1--December 31, 1996

Description: Field investigation of the Kootenai valley-fill sandstones was begun in the first quarter. About one half of the outcrop belt was inventoried for occurrences of channel sandstone before heavy snows came to the area. Five exposures of valley-fill sandstone have been located, of these two are 15 meters (50 feet) or greater in thickness and have excellent porosity and permeability. These will be measured and studied in detail during the next field season (1997). No further field work was possible during the second quarter because of snow cover. Subsurface data is being collected, organized, and a digital database is being prepared for the project. A collection of most of the oil and gas well logs for the Crow Reservation area was donated to the project by a company that had initiated an exploration program on the reservoir several years ago. Geographix petroleum software will probably be used to manage and manipulate the data. Regional subsurface cross sections are being constructed for correlation purposes. All of the four 30 ft. x 60 ft. geologic quadrangles, the Billings, Bridger, Hardin, and Lodge Grass, have been scanned to produce a digital surface geologic data base for the Crow Reservation. These maps are currently being proofed and edited for accuracy.

Seasonal Production and Emission of Methane from Rice Fields, Final Report

Description: B 139 - Methane (CH4) is a greenhouse gas regarded second only to carbon dioxide in its ability to cause global warming. Methane is important because of its relatively fast increase, and also because it is, per molecule, some 60 times more effective than carbon dioxide in causing global warming. The largest present anthropogenic sources of methane are rice fields, cattle and biomass burning. The global emissions from these sources are still not well known. In the middle 1980s there were few available data on methane emissions from rice fields leading to estimates of a global source between 100-280 Tg/yr. Extensive worldwide research during the last decade has shown that the global emissions from rice fields are more likely to be in the range of 30-80Tg/yr. While this work has led to a substantial reduction in the estimated emissions, the uncertainty is still quite large, and seriously affects our ability to include methane in integrated assessments for future climate change and environmental management.China dominated estimates of methane emissions from rice fields because it was, and is, the largest producer of rice, and major increases in rice production had taken place in the country over the last several decades. This report summarizes the work in Sichuan Province, China, in each of the following areas: the design of the experiment; the main results on methane emissions from rice fields, delineating the factors controlling emissions; production of methane in the soil; a survey of water management practices in sample of counties in Sichuan province; and results of ambient measurements including data from the background continental site. ESTABLISHMENT OF AN INDUSTRY-DRIVEN CONSORTIUM FOCUSED ON IMPROVING THE PRODUCTION PERFORMANCE OF DOMESTIC STRIPPER WELLS

Description: The Pennsylvania State University, under contract to the U.S. Department of Energy, National Energy Technology Laboratory will establish, promote, and manage a national industry-driven Stripper Well Consortium (SWC) that will be focused on improving the production performance of domestic petroleum and/or natural gas stripper wells. The consortium creates a partnership with the U.S. petroleum and natural gas industries and trade associations, state funding agencies, academia, and the National Energy Technology Laboratory. This report serves as the second quarterly technical progress report for the SWC. Key activities for this reporting period include: (1) exhibit and participate in the Society of Petroleum Engineers (SPE) Regional Meeting in Charleston WV, (2) host the SWC fall technology transfer meeting in Oklahoma City, OK and finalize the organization of the State College, PA fall Technology Transfer meeting, and (3) initiate the revision of the SWC By-laws.

Alternatives to diesel fuel in California - fuel cycle energy and emission effects of possible replacements due to the TAC diesel particulate decision.

Description: Limitations on petroleum-based diesel fuel in California could occur pursuant to the 1998 declaration by California's Air Resources Board (CARB) that the particulate matter component of diesel exhaust is a carcinogen, therefore a toxic air contaminant (TAC) subject to the state's Proposition 65. It is the declared intention of CARB not to ban or restrict diesel fuel per se, at this time. Assuming no total ban, Argonne National Laboratory (ANL) explored two feasible mid-course strategies, each of which results in some degree of (conventional) diesel displacement. In the first case, with substantial displacement of compression-ignition by spark-ignition engines, diesel fuel is assumed admissible for ignition assistance as a pilot fuel in natural gas (NG)-powered heavy-duty vehicles. Gasoline demand in California increases by 32.2 million liters (8.5 million gallons) per day overall, about 21% above projected 2010 baseline demand. Natural gas demand increases by 13.6 million diesel liter (3.6 million gallon) equivalents per day, about 7% above projected (total) consumption level. In the second case, compression-ignition engines utilize substitutes for petroleum-based diesel having similar ignition and performance properties. For each case the authors estimated localized air emission plus generalized greenhouse gas and energy changes. Fuel replacement by di-methyl ether yields the greatest overall reduction in NOX emissions, though all scenarios bring about PM{sub 10} reductions relative to the 2010 baseline, with greatest reductions from the first case described above and the least from fuel replacement by Fischer-Tropsch synthetic diesel. Analyzing the Impact of Residential Building Attributes, Demographic and Behavioral Factors on Natural Gas Usage

Description: This analysis examines the relationship between energy demand and residential building attributes, demographic characteristics, and behavioral variables using the U.S. Department of Energy’s Residential Energy Consumption Survey 2005 microdata. This study investigates the applicability of the smooth backfitting estimator to statistical analysis of residential energy consumption via nonparametric regression. The methodology utilized in the study extends nonparametric additive regression via local linear smooth backfitting to categorical variables. The conventional methods used for analyzing residential energy consumption are econometric modeling and engineering simulations. This study suggests an econometric approach that can be utilized in combination with simulation results. A common weakness of previously used econometric models is a very high likelihood that any suggested parametric relationships will be misspecified. Nonparametric modeling does not have this drawback. Its flexibility allows for uncovering more complex relationships between energy use and the explanatory variables than can possibly be achieved by parametric models. Traditionally, building simulation models overestimated the effects of energy efficiency measures when compared to actual "as-built" observed savings. While focusing on technical efficiency, they do not account for behavioral or market effects. The magnitude of behavioral or market effects may have a substantial influence on the final energy savings resulting from implementation of various energy conservation measures and programs. Moreover, variability in behavioral aspects and user characteristics appears to have a significant impact on total energy consumption. Inaccurate estimates of energy consumption and potential savings also impact investment decisions. The existing modeling literature, whether it relies on parametric specifications or engineering simulation, does not accommodate inclusion of a behavioral component. This study attempts to bridge that gap by analyzing behavioral data and investigate the applicability of additive nonparametric regression to this task. MODIFIED REVERSE OSMOSIS SYSTEM FOR TREATMENT OF PRODUCED WATERS

Description: This final report of ''Modified Reverse Osmosis System for Treatment of Produced Water,'' DOE project No. DE-FC26-00BC15326 describes work performed in the third year of the project. Several good results were obtained, which are documented in this report. The compacted bentonite membranes were replaced by supported bentonite membranes, which exhibited the same salt rejection capability. Unfortunately, it also inherited the clay expansion problem due to water invasion into the interlayer spaces of the compacted bentonite membranes. We noted that the supported bentonite membrane developed in the project was the first of its kind reported in the literature. An {alpha}-alumina-supported MFI-type zeolite membrane synthesized by in-situ crystallization was fabricated and tested. Unlike the bentonite clay membranes, the zeolite membranes maintained stability and high salt rejection rate even for a highly saline solution. Actual produced brines from gas and oil fields were then tested. For gas fields producing brine, the 18,300 ppm TDS (total dissolved solids) in the produced brine was reduced to 3060 ppm, an 83.3% rejection rate of 15,240 ppm salt rejection. For oilfield brine, while the TDS was reduced from 181,600 ppm to 148,900 ppm, an 18% rejection rate of 32,700 ppm reduction, the zeolite membrane was stable. Preliminary results show the dissolved organics, mainly hydrocarbons, did not affect the salt rejection. However, the rejection of organics was inconclusive at this point. Finally, the by-product of this project, the {alpha}-alumina-supported Pt-Co/Na Y catalytic zeolite membrane was developed and demonstrated for overcoming the two-step limitation of nonoxidation methane (CH{sub 4}) conversion to higher hydrocarbons (C{sub 2+}) and hydrogen (H{sub 2}). Detailed experiments to obtain quantitative results of H{sub 2} generation for various conditions are now being conducted. Technology transfer efforts included five manuscripts submitted to peer-reviewed journals and five conference presentations.

FINAL CLOSE-OUT REPORT

Description: The Interstate Oil and Gas Compact Commission (IOGCC) engaged in numerous projects outlined under the scope of work discussed in the United States Department of Energy (DOE) grant number DE-FG26-01BC15336 awarded to the IOGCC. Numerous projects were completed that were extremely valuable to state oil and gas agencies as a result of work performed utilizing resources provided by the grant. There are numerous areas in which state agencies still need assistance. This additional assistance will need to be addressed under another grant because funding resources have been exhausted under The scope of work objectives for the eight projects covered under this grant is as follows: (1) Improve uniformity within state oil and gas data management efforts. (2) Conduct environmental compliance workshops and related educational projects on natural gas and oil exploration and production. (3) Improve regulatory efficiency through partnering opportunities provided by the Appalachian Illinois Basin Directors. (4) Promote the development and implementation of risk-based environmental regulation at the state level through an expertise-sharing program that brings stakeholders together to develop guidelines and models to meet regulatory challenges. (5) Support the IOGCC's regulatory streamlining efforts, including the identification and elimination of unnecessary duplications of effort between state and federal programs dealing with exploration and production on public lands, and identify the need to enhance and regionalize regulatory coordination and cooperation among the states. (6) Involve states and provinces of Canada that have offshore petroleum exploration and production in a regulatory sharing alliance to identify areas of concern that may be incorporated into standard practices for offshore environmental and regulatory compliance. (7) Coordinate efforts with the U.S. Environmental Protection Agency (EPA) to ensure that adequate information is available to the public regarding oil and gas exploration and production operations consistent with the intent of ''community right-to-know'' programs. DIFFERENTIAL SOIL IMPEDANCE OBSTACLE DETECTION

Description: This project develops a new and unique obstacle detection sensor for horizontal directional drilling (HDD) equipment. The development of this new technology will greatly improve the reliability and safety of natural gas HDD construction practices. This sensor utilizes a differential soil impedance measurement technique that will be sensitive to the presence of plastic and ceramic, as well as metallic obstacles. The use of HDD equipment has risen significantly in the gas industry because HDD provides a much more cost-effective and less disruptive method for gas pipe installation than older, trenching methods. However, there have been isolated strikes of underground utilities by HDD equipment, which may have been avoided if methods were available to detect other underground obstacles when using HDD systems. GTI advisors from the gas industry have ranked the value of solving the obstacle detection problem as the most important research and development project for GTI to pursue using Federal Energy Regulatory Commission (FERC) funds available through its industry partner, GRI. GTI proposes to develop a prototype down-hole sensor system that is simple and compact. The sensor utilizes an impedance measurement technique that is sensitive to the presence of metallic or nonmetallic objects in the proximity of the HDD head. The system will use a simple sensor incorporated into the drill head. The impedance of the soil will be measured with a low frequency signal injected through the drill head itself. A pair of bridge type impedance sensors, mounted orthogonal to one another, is coupled to the soil. Controls on Gas Hydrate Formation and Dissociation

Description: The main objectives of the project were to monitor, characterize, and quantify in situ the rates of formation and dissociation of methane hydrates at and near the seafloor in the northern Gulf of Mexico, with a focus on the Bush Hill seafloor hydrate mound; to record the linkages between physical and chemical parameters of the deposits over the course of one year, by emphasizing the response of the hydrate mound to temperature and chemical perturbations; and to document the seafloor and water column environmental impacts of hydrate formation and dissociation. For these, monitoring the dynamics of gas hydrate formation and dissociation was required. The objectives were achieved by an integrated field and laboratory scientific study, particularly by monitoring in situ formation and dissociation of the outcropping gas hydrate mound and of the associated gas-rich sediments. In addition to monitoring with the MOSQUITOs, fluid flow rates and temperature, continuously sampling in situ pore fluids for the chemistry, and imaging the hydrate mound, pore fluids from cores, peepers and gas hydrate samples from the mound were as well sampled and analyzed for chemical and isotopic compositions. In order to determine the impact of gas hydrate dissociation and/or methane venting across the seafloor on the ocean and atmosphere, the overlying seawater was sampled and thoroughly analyzed chemically and for methane C isotope ratios. At Bush hill the pore fluid chemistry varies significantly over short distances as well as within some of the specific sites monitored for 440 days, and gas venting is primarily focused. The pore fluid chemistry in the tub-warm and mussel shell fields clearly documented active gas hydrate and authigenic carbonate formation during the monitoring period. Development of LNG-Powered Heavy-Duty Trucks in Commercial Hauling

Description: In support of the U.S. Department of Energy's development, deployment, and evaluation of alternative fuels, NREL and the Trucking Research Institute contracted with Detroit Diesel Corporation (DDC) to develop and operate a liquid natural gas fueled tractor powered by a DDC Series 50 prototype natural gas engine.
