Regulation and deregulation of natural gas in the US: 1938-1985

Description: Public policy towards natural gas has swung first towards, and then away from regulation in this century. In 1906, the Congress specifically excluded natural gas from the jurisdiction of the Interstate Commerce Commission. Three decades later, a New Deal Congress passed the Natural Gas Act of 1938 bringing pipelines under the control of the Federal Power Commission (FDC). Forty years thereafter, the Congress passed a phased decontrol bill, the Natural Gas Policy Act (NGPA) of 1978, as part of t… more

Pakistan: Asia-Pacific energy series, country report

Description: As part of our continuing assessment of Asia-Pacific energy markets, the Energy Program has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil… more

Use of the Reference Energy System and EEMIS to analyze some cause-effect relationships

Description: The Energy Emergency Management Information System (EEMIS) and the Reference Energy System (RES) form an ideal framework for analyzing cause-effect relationships in the petroleum and natural gas energy systems. This report presents four case studies that demonstrate the applications of EEMIS and the RES for analyzing (1) the relationships between weather and the demand for energy in regions of the US, (2) the effect of a refinery outage on oil product distribution, (3) the impact of transportat… more

Regional Issue Identification and Assessment program (RIIA). Environmental impacts and issues of the EIA MID-MID scenario: Federal Region III (mid-Atlantic)

Description: The EIA MID-MID scenario generally reinforces existing environmental concerns in the mid-Atlantic region. This results in part from the emphasis on existing rather than new energy technologies. The widespread public opposition to nuclear power in the region is likely to impede realization of the nuclear goals of the scenario. About 50% improvement in sulfur oxides air quality is projected for the region (all states), based on emissions reductions both within the region and in neighboring region… more

Physical aspects of the US oil and gas systems

Description: The purpose of this report is to describe the physical operations which take place within the petroleum and natural gas industries of the US. This information was the basis for the overall network design and the detailed data requirements for the Emergency Management Information System (EEMIS) of the US Department of Energy (DOE). Since EEMIS represents the entire oil and gas systems this report can be used to obtain a basic understanding of the entire energy system, from production to consumpt… more

Gas Storage Technology Consortium

Description: Gas storage is a critical element in the natural gas industry. Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services, and has increasingly r… more

Field Demonstration of a Membrane Process to Separate Nitrogen from Natural Gas

Description: The original proposal described the construction and operation of a 1 MMscfd treatment system to be operated at a Butcher Energy gas field in Ohio. The gas produced at this field contained 17% nitrogen. During pre-commissioning of the project, a series of well tests showed that the amount of gas in the field was significantly smaller than expected and that the nitrogen content of the wells was very high (25 to 30%). After evaluating the revised cost of the project, Butcher Energy decided that t… more

Land use and energy

Description: This report provides estimates of the amount of land required by past and future energy development in the United States and examines major federal legislation that regulates the impact of energy facilities on land use. An example of one land use issue associated with energy development - the potential conflict between surface mining and agriculture - is illustrated by describing the actual and projected changes in land use caused by coal mining in western Indiana. Energy activities addressed i… more

Estimation of the social costs of natural gas

Description: This study determines the extent to which it is possible to develop monetary estimates of the marginal social cost of fuels, using natural gas to test a methodology that could be applied to other fuels. This requires review of previous estimates of both market and nonmarket costs to the extent that such are available. For some components of social cost, calculation of estimates from secondary data is required. The feasibility of using these estimates to develop marginal social-cost estimates fo… more

Legal and institutional implications of providing financial incentives to encourage the development of solar technologies

Description: The legal basis to provide financial incentives is found in the enumerated powers of the Constitution for the exercise of federal authority, the police and tax powers for the exercise of state authority, and state delegated powers for the exercise of local authority. These powers are limited by the federal and state constitutions, and the scope of delegated authority. The major types of financial incentives are tax incentives, including income tax deductions and credits, accelerated depreciatio… more
