The Human Genome Project and Mental Retardation: An Educational Program. Final Progress Report

Description: The Arc, a national organization on mental retardation, conducted an educational program for members, many of whom have a family member with a genetic condition causing mental retardation. The project informed members about the Human Genome scientific efforts, conducted training regarding ethical, legal and social implications and involved members in issue discussions. Short reports and fact sheets on genetic and ELSI topics were disseminated to 2,200 of the Arc's leaders across the country and to other interested individuals. Materials produced by the project can e found on the Arc's web site, TheArc.org.

Testing and Application in Mission Critical Settings and Transmission, Siting, and Metrics Models Research

Description: The Distributed Generation: Testing and Application in Mission Critical Settings and Transmission, Siting, and Metrics Models Research grant has been in place for several years and has accomplished all the objectives and deliverables that were originally set forth in the proposal. The National Association of State Energy Officials (NASEO), the City of Portland, OR, Bureau of Environmental Services and the Regulatory Assistance Project (RAP) have been able to successfully monitor and evaluate DG applications in a wastewater treatment plant environment, develop a metrics model for new voluntary DG guidelines that could be used as a prototype, and through outreach and education venues provide the results of these projects to state, professional, and national organizations and their members addressing similar issues. This project had three specific tasks associated with it: (1) Field Research and Testing; (2) Metrics/Verification Model for DG Guidelines; and (3) Northeastern Transmission/Siting Data Research. Each task had its own set of challenges and lessons learned but overall there were many successes that will serve as learning opportunities in these technology areas. Continuing to share the outcomes of this project with a wider audience will be beneficial for all those involved in distributed generation and combined heat and power projects.

This integrated funding base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results. PTTC is increasingly recognized as a critical resource for information and access to technologies, especially for smaller companies. This technical progress report summarizes PTTC's accomplishments during FY00, which lays the groundwork for further growth in the future. At a time of many industry changes and market movements, the organization has built a reputation and expectation to address industry needs of getting information distributed quickly which can impact the bottom line immediately.

Understanding Building Energy Codes and Standards

Description: Energy codes and standards play a vital role by setting minimum requirements for energy-efficient design and construction. They outline uniform requirements for new buildings as well as additions and renovations. The Difference Between Energy Codes, Energy Standards and the Model Energy Code Energy codes--specify how buildings must be constructed or perform, and are written in mandatory, enforceable language. States or local governments adopt and enforce energy codes for their jurisdictions. Energy standards--describe how buildings should be constructed to save energy cost-effectively. They are published by national organizations such as the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE). They are not mandatory, but serve as national recommendations, with some variation for regional climate. States and local governments frequently use energy standards as the technical basis for developing their energy codes. Some energy standards are written in mandatory, enforceable language, making it easy for jurisdictions to incorporate the provisions of the energy standards directly into their laws or regulations.

DOE Uniform Contractor Reporting System: use of data handbook

Description: This handbook is intended as an aid to project management within DOE by delineating ways in which data provided by the Uniform Contractor Reporting System (UCRS) can be evaluated and analyzed. Such evaluation and analysis can serve as one of the bases for the review of contractors' progress and of project status, and for forecasting future performance trends. The various methods for analysis, interpretation, display, and evaluation of UCRS data suggested in the handbook can be tailored or combined to fit specific cases. Oak Ridge National Laboratory Institutional Plan FY 1984-FY 1989

Description: In this plan, Oak Ridge National Laboratory (ORNL) continues to be committed to scientific and technological research that is based on technical excellence and innovation and that provides a foundation for and a stimulus to broader and more sustained economic growth. DOE is being asked to assist in establishing a new program for Laboratory cooperation with industry, beginning with an initial focus on materials science. The current Institutional Plan thus projects growth in the materials science area as well as in other basic physical science areas and suggests a new initiative designed to extend the various technology transfer activities and to make them more effective by using ORNL as the trial Laboratory for some of these different approaches. This Institutional Plan projects a stable future for ORNL, with only modest amounts of growth in selected areas of research for the FY 1984-FY 1989 planning cycle. Summaries of the overall picture of the proposed budget and personnel levels for the current planning cycle are included. Scientific programs, laboratory resource development, and private sector interactions are discussed.

Summaries of FY 1977, research in high energy physics

Description: The U.S. Department of Energy, through the Office of Energy Research and the Division of High Energy and Nuclear Physics, provides approximately 90% of the total federal support for high energy physics research effort in the United States. The High Energy Physics Program primarily utilizes four major U.S. high energy accelerator facilities and over 50 universities under contract to do experimental and theoretical investigations on the properties, structure and transformation of matter and energy in their most basic forms. This compilation of research summaries is intended to present a convenient report of the scope and nature of high energy physics research presently funded by the U.S. Department of Energy. The areas covered include conception, design, construction, and operation of particle accelerators; experimental research using the accelerators and ancillary equipment; theoretical research; and research and development programs to advance accelerator technology, particle detector systems, and data analysis capabilities. Major concepts and experimental facts in high energy physics have recently been discovered which have the promise of unifying the fundamental forces and of understanding the basic nature of matter and energy. The summaries contained in this document were reproduced in essentially the form submitted by contractors as of January 1977.

Summaries of the FY 1981 applied mathematical sciences research program

Description: Applied Mathematical Sciences serves as the DOE focal point for monitoring and advancing the state of the art in mathematics, statistics, and computer science. Several DOE mission programs develop and refine specific techniques from the applied mathematical sciences applicable to their immediate needs. In contrast, Applied Mathematical Sciences concentrates on more broadly based, continuing needs throughout the DOE community. Emphasis is placed on research basic to the analysis, development, and use of large-scale computational models; the management and analysis of large, complex collections of information; and the effective use of DOE computing resources. The purpose of this research is not to improve existing technologies and methodologies, but rather to render them obsolete. Each part of the Applied Mathematical Sciences activity has been designed with the help and advice of leading mathematicians and computer scientists from universities, industry, and DOE laboratories to assure the broadest and greatest impact on the nation's energy R and D enterprise. Many of them are expert in industry's needs in the relevant areas. Close liaison is maintained with other federal agencies in the selection of areas of emphasis and of individual research tasks. This is high leverage research. In favorable cases, the results may be of great benefit simultaneously to a number of different energy technologies. The requested increase will be an exceptionally sound investment.

Stable isotope research pool inventory

Description: This report contains a listing of electromagnetically separated stable isotopes which are available at the Oak Ridge National Laboratory for distribution for nondestructive research use on a loan basis. This inventory includes all samples of stable isotopes in the Research Materials Collection and does not designate whether a sample is out on loan or is in reprocessing. For some of the high-abundance, naturally occurring isotopes, larger amounts can be made available; for example, Ca-40 and Fe-56.
