Mound Laboratory Liquid Waste Disposal Research Quarterly Report for April - June, 1950

Description: The following report is a quarterly report conducted by the Monsanto Chemical Company for liquid waste disposal research, covering the period April through June, 1950. This report discusses experiments that were carried out with both neutralized second-cycle wastes and pure isotope which show that, in general, the presence of fluoride ion does not interfere with the removal of fission products from waste solutions.

Conceptual design report for facilities capability assurance program (FCAP) roads and parking lot replacements FY 1994 line item

Description: Mound, located in Montgomery County, Miamisburg, Ohio, on the east bank of the Great Miami River, was established in 1948 by the Atomic Energy Commission to develop and manufacture explosive devices for the United States Government. Mound occupies 305 acres and at present the facility is operated by EG&G Mound Applied Technologies. It is devoted to research, development, testing and manufacturing of components for nuclear weapons systems under the auspices of the United States Department of Energy (DOE). The complex employs approximately 2,200 people generating an annual payroll in excess of $75 million. Whereas Government sponsors have traditionally placed great emphasis on new technological concepts and manufacturing processes for weapons, unfortunately, such has not been the case in the maintenance of the roadway infrastructure. The roadway system which, for the most part is 40 years old, must be restored to a condition which will ensure smooth transportation of weapon component production, safe access for emergency and fire vehicles and safe ingress and egress for pedestrian personnel. This Facilities Capability Assurance Program (FCAP) project will provide this much needed restoration.

Safety assessment of outdoor live fire range

Description: The following Safety Assessment (SA) pertains to the outdoor live fire range facility (LFR). The purpose of this facility is to supplement the indoor LFR. In particular it provides capacity for exercises that would be inappropriate on the indoor range. This SA examines the risks that are attendant to the training on the outdoor LFR. The outdoor LFR used by EG&G Mound is privately owned. It is identified as the Miami Valley Shooting Grounds. Mondays are leased for the exclusive use of EG&G Mound.

LWRHU EB weld development

Description: Electron beam weld development studies were performed for both the platinum frit vent-to-vent cap weld and also the vent cap-to-body weld for the LWRHU Project using a Hamilton Standard EBW-6 Electron Beam Welder. A total of six (6) development welds each was performed to establish welding parameters and procedures which would produce satisfactory and acceptable welds. The relatively small size of the platinum frit vent dictated that the frit-to-vent cap weld would have to be limited as to depth of penetration and also to minimize the reduction of the porous frit areas.

Electrokinetic decontamination of concrete

Description: ELECTROSORB Electrokinetic Extraction Technology, developed by ISOTRON Corp., offers a cost-effective approach to treating contaminated concrete. Heavy metals/radionuclides trapped in concrete can be extracted using this process if they are chemically solubilized; solubilizers used are citric acid alone and a mixture of citric and nitric acids. A DC electric field is applied across the contaminated concrete to electrokinetically transport the solubilized contaminants from the concrete pores to a collector on the concrete surface. The collector is an extraction pad laid on the surface. The pad provides confinement for a planar electrode and solubilizer solution; it is operated under a vacuum to hold the pad against the concrete surface. Operation requires little attendance, reducing the workers` health hazards. The process incorporates a mechanism for recycling the solubilizer solution. A field demonstration of the process took place in Building 21 of DOE`s Mound facility in Miamisburg, OH, over 12 days in June 1996. The thorium species present in this building`s concrete floors included ThO{sub 2} and thorium oxalate. The nitric acid was found to facilitate Th extraction.

Description: This ADM documents the evaluation of the potential environmental impact hazards from the Environmental, Safety and Health Upgrades, Phase 2, project. Environmental, Safety and Health Upgrades, Phase 2, project is a $6,500,000 Line Item project for FY 1989. ES and H Phase 2, is a portion of a continuing effort to protect the environment, neighbors and employees from any adverse effects caused by the development and production missions of EG and G Mound Applied Technologies. The three parts of ES and H Phase 2 include: (A) new piping to separate potable water from domestic and process water; (B) improvements in explosive storage facilities; and (C) upgrades of the fuel oil storage systems, including a new tank, the containment basin, and dike.

Description: The ten-year plan for decontamination and decommissioning for Mound Laboratory consists of 14 projects including three which are identified as starting prior to FY 1980 but extend into the period FY 1980 through FY 1989. The total cost of $36,215,000 in FY 1979 dollars, as shown on the following chart, does not include the cost of the removal of contaminated soil identified in Mound`s {open_quotes}Radioactive Waste Management Site Plan.{close_quotes} There is insufficient information at this time to make an estimate of this cost. However, by early FY 1981, the data necessary to make an estimate will be available from the site survey, and the ten-year plan can then be amended to include the cost for removal of the contaminated soil.

Environmental assessment and planning at Mound - environmental monitoring capabilities and personnel profiles

Description: Through its long experience with radioactive materials, Mound has developed a comprehensive, routine, offsite, environmental surveillance program to safeguard its employees, the physical plant, and the integrity of the surrounding environment from any potential adverse effects of its widely diverse operations. Effluent samples are analyzed for radiological and non-radiological parameters. The environment surrounding Mound Facility is continuously monitored - air, water, foodstuffs, vegetation, soil, and silt samples are analyzed to ensure that radioisotopic concentrations and other possible pollutants are well within the stringent standards adopted by the Department of Energy, the Environmental Protection Agencies (both federal and state), and various regional and local agencies. Moreover, this environmental surveillance program has been designed to ensure that the facility is designed, constructed, managed, operated, and maintained in a manner that continues to meet all federal, state, and local standards for environmental protection. Work in environmental science has been broadened to assess environmental factors associated with various aspects of the National Energy Plan. Both the management and staff at Mound have undertaken a firm commitment to make Mound`s environmental monitoring capabilities available to agencies that have the responsibility for the resolution of important environmental issues.

C.2 analysis of the environmental effects of the Nuclear Facilities Modernization project

Description: This analysis indicates that the potential impacts associated with the current/projected Mound tritium operations are adequately bounded by the existing environmental impacts analyzed in the FEIS. It also indicates that the incremental impacts of the NFM project will make a positive contribution to the overall impact of current/projected tritium operations. Except for minor and normal temporary conditions during the construction and demolition phases, the NFM project would measurably reduce the likelihood of adverse consequences to the environment. Relocation of the PE/PD laboratory operations from the SW/R Tritium Complex to the T Building will place these operations in a safer, state-of-the-art glovebox systems. Through the utilization of modern laboratory equipment and enhanced containment, the project will reduce the quantity of routine airborne tritium releases and volume of solid tritiated wastes resulting from routine PE/PD laboratory operations. The increased reliance placed on engineered safety aspects and stronger mitigative measures by the project will also reduce the risk associated with these operations by reducing both the probability and consequences of unusual occurrences involving uncontrolled tritium releases.
