The Current Status of Hazard Mitigation in Local Emergency Management: an Examination of Roles, Challenges, and Success Indicators

Description: This dissertation used an organizational structure framework to examine the current status of hazard mitigation from the perspective of emergency managers from four organizational structure categories. This study addressed three primary research questions: (1) What is the role of the local emergency management office in hazard mitigation and what is the function of other stakeholders as perceived by local emergency managers? (2) What are the challenges to achieving hazard mitigation objectives and what are the strategies used to overcome them? and (3) How do local emergency managers define hazard mitigation success? Thirty North Central Texas emergency managers were recruited for participation in this study, and data was collected through telephone interviews and an internet survey. A mixed methodology was used to triangulate qualitative and quantitative findings. Qualitative analyses consisted of inductive grounded theory, and quantitative data analyses consisted of independent samples t-test analyses, correlation analyses, and Chi-square analyses. Findings indicate that emergency managers from the different emergency management office categories have six self-identified roles in hazard mitigation planning and strategy implementation; have a similar reported level of involvement in different hazard mitigation-related activities; and perceive stakeholders as having four key functions in hazard mitigation planning and strategy implementation. Second, participants describe five obstacles that are categorized as internal organizational challenges and two obstacles that are categorized as outside organizational challenges. The Disinterested Stakeholders Challenge is rated as a more significant obstacle by participants from the Non-Fire emergency management office category. Emergency managers describe the use of four strategies for overcoming hazard mitigation challenges, and the ability to master these strategies has implications for achieving hazard mitigation success. L-325 Sagebrush Habitat Mitigation Project: Final Compensation Area Monitoring Report

Description: This document provides a review and status of activities conducted in support of the Fluor Daniel Hanford Company (Fluor), now Mission Support Alliance (MSA), Mitigation Action Plan (MAP) for Project L-325, Electrical Utility Upgrades (2007). Three plantings have been installed on a 4.5-hectare mitigation area to date. This review provides a description and chronology of events, monitoring results, and mitigative actions through fiscal year (FY) 2012. Also provided is a review of the monitoring methods, transect layout, and FY 2012 monitoring activities and results for all planting years. Planting densities and performance criteria stipulated in the MAP were aimed at a desired future condition (DFC) of 10 percent mature sagebrush (Artemisia tridentata ssp wyomingensis) cover. Current recommendations for yielding this DFC are based upon a conceptual model planting of 1000 plants/ha (400/ac) exhibiting a 60-percent survival rate after 5 monitoring years (DOE 2003). Accordingly, a DFC after 5 monitoring years would not be less than 600 plants/ha (240/ac). To date, about 8700 sagebrush plants have been grown and transplanted onto the mitigation site. Harsh site conditions and low seedling survival have resulted in an estimated 489 transplants/ha on the mitigation site, which is 111 plants/ha short of the target DFC. Despite this apparent shortcoming, 71, 91, and 24 percent of the surviving seedlings planted in FY 2007 and FY 2008 and FY 2010, respectively, showed signs of blooming in FY 2012. Blooming status may be a positive indication of future sagebrush recruitment, and is therefore a potential source for reaching the target DFC of 600 plants/ha on this mitigation site over time. Special Issue On Estimation Of Baselines And Leakage In CarbonMitigation Forestry Projects

Description: There is a growing acceptance that the environmentalbenefits of forests extend beyond traditional ecological benefits andinclude the mitigation of climate change. Interest in forestry mitigationactivities has led to the inclusion of forestry practices at the projectlevel in international agreements. Climate change activities place newdemands on participating institutions to set baselines, establishadditionality, determine leakage, ensure permanence, and monitor andverify a project's greenhouse gas benefits. These issues are common toboth forestry and other types of mitigation projects. They demandempirical evidence to establish conditions under which such projects canprovide sustained long term global benefits. Sharing the burden of climate change stabilization: An energysector perspective

Description: In this paper we discuss long-term least cost CO2stabilization scenarios based on the SRES AIM A1B scenario in the contextof an international burden-sharing regime. Starting from a stabilizationtarget, regional emission caps are formulated dynamically on the basis ofpast emissions. With these regional caps, the cost-optimal supply fuelmix in the energy sector in the four SRES world regions is calculated,and lower bounds on the volume of traded carbon are estimated. Theallocation scheme provides incentives for early mitigation action. Weestimate additional regional costs incurred by the allocation scheme, andassess the sensitivity of results to changes in the concentrationceiling, discount rates, and start date for burden sharing.

EUV actinic defect inspection and defect printability at the sub-32 nm half pitch

Description: Extreme ultraviolet (EUV) mask blanks with embedded phase defects were inspected with a reticle actinic inspection tool (AIT) and the Lasertec M7360. The Lasertec M7360, operated at SEMA TECH's Mask Blank Development Center (MBDC) in Albany, NY, has a sensitivity to multilayer defects down to 40-45 nm, which is not likely sufficient for mask blank development below the 32 nm half-pitch node. Phase defect printability was simulated to calculate the required defect sensitivity for a next generation blank inspection tool to support reticle development for the sub-32 nm half-pitch technology node. Defect mitigation technology is proposed to take advantage of mask blanks with some defects. This technology will reduce the cost of ownership of EUV mask blanks. This paper will also discuss the kind of infrastructure that will be required for the development and mass production stages.

Integrated disposal Facility Sagebrush Habitat Mitigation Project: FY2007 Compensation Area Monitoring Report

Description: This report summarizes the first year survival of sagebrush seedlings planted as compensatory mitigation for the Integrated Disposal Facility Project. Approximately 42,600 bare root seedlings and 26,000 pluglings were planted at a mitigation site along Army Loop Road in February 2007. Initial baseline monitoring occurred in March 2007, and first summer survival was assessed in September 2007. Overall survival was 19%, with bare root survival being marginally better than pluglings (21% versus 14%). Likely major factors contributing to low survival were late season planting and insufficient soil moisture during seedling establishment.
