Remote video assessment for missile launch facilities

Description: The widely dispersed, unmanned launch facilities (LFs) for land-based ICBMs (intercontinental ballistic missiles) currently do not have visual assessment capability for existing intrusion alarms. The security response force currently must assess each alarm on-site. Remote assessment will enhance manpower, safety, and security efforts. Sandia National Laboratories was tasked by the USAF Electronic Systems Center to research, recommend, and demonstrate a cost-effective remote video assessment cap… more

Qualitative risk assessment of Sandia`s rocket preparation and launch facility at Barking Sands, Kauai

Description: This paper demonstrates the application of a qualitative methodology for performing risk assessments using the consequence and probability binning criteria of DOE Order 5481.1B. The particular application that is the subject of this paper is a facility risk assessment conducted for Sandia National Laboratories` Kauai Test Facility (KTF). The KTF is a rocket preparation and launch facility operated by Sandia National Laboratories for the Department of Energy and is located on the US Navy`s Pacif… more

Brief summary concerning strategic withholding (nuclear parsimony)

Description: This memorandum provides a brief summary on thoughts concerning `Strategic Withholding` (or perhaps, `Nuclear Parsimony`). It is chiefly meant to further support the view that there should be other significant doctrines besides `Brute-Force Retaliation`. The basic doctrinal argument is that it may be broadly disadvantageous to fire one`s missiles in equal, or `total` retaliation. It may be better to reply only softly, or not at all. The basic justification rests on an assumption of extended war… more

Boeing Michigan Aeronautical Research Center (BOMARC) missile accident site mitigation review

Description: In December 1995, the Los Alamos National Laboratory (LANL) was requested by SAF/MIQ to review the information associated with the BOMARC missile accident site and the November 16, 1992 Record of Decision (ROD). The purpose of this review was, {open_quotes}{hor_ellipsis} to help ensure our plans call for using the most efficient and up-to-date technology in our cleanup, and to ensure our plans to ship the contaminated waste meet all regulatory requirements.{close_quotes}

The Sandia Transportable Triggered Lightning Instrumentation Facility

Description: Development of the Sandia Transportable Triggered Lightning Instrumentation Facility (SATTLIF) was motivated by a requirement for the in situ testing of munitions storage bunker. Transfer functions relating the incident flash currents to voltages, currents, and electromagnetic field values throughout the structure will be obtained for use in refining and validating a lightning response computer model of this type of structure. A preliminary shakedown trial of the facility under actual operation… more

Mission hazard assessment for STARS Mission 1 (M1) in the Marshall Islands area

Description: A mission hazard assessment has been performed for the Strategic Target System Mission 1 (known as STARS M1) for hazards due to potential debris impact in the Marshall Islands area. The work was performed at Sandia National Laboratories as a result of discussion with Kwajalein Missile Range (KMR) safety officers. The STARS M1 rocket will be launched from the Kauai Test Facility (KTF), Hawaii, and deliver two payloads to within the viewing range of sensors located on the Kwajalein Atoll. The pur… more

An aerial radiological survey of the Kennedy Space Center and Cape Canaveral Air Force Station and surrounding area, Titusville, Florida: Date of survey: October 1985

Description: An aerial radiological survey of the entire Kennedy Space Center (KSC) and Cape Canaveral Air Force Station (CCAFS) was performed during the period 9 through 23 October 1985. This survey was conducted in three parts. First, a low resolution, low sensitivity background survey was performed that encompassed the entire KSC and CCAFS area. Next, two smaller, high resolution, high sensitivity surveys were conducted: the first focused on Launch Complexes 39A and 39B, and the second on the Shuttle Lan… more

Final safety analysis report for the Galileo Mission: Volume 1, Reference design document

Description: The Galileo mission uses nuclear power sources called Radioisotope Thermoelectric Generators (RTGs) to provide the spacecraft's primary electrical power. Because these generators contain nuclear material, a Safety Analysis Report (SAR) is required. A preliminary SAR and an updated SAR were previously issued that provided an evolving status report on the safety analysis. As a result of the Challenger accident, the launch dates for both Galileo and Ulysses missions were later rescheduled for Nove… more
