Vitrification of Simulated Fernald K-65 Silo Waste at Low Temperature

Description: Vitrification is the technology that has been chosen to solidify approximately 18,000 tons of geologic mill tailings, designated as K-65 wastes, at the Fernald Environmental Management Project (FEMP) in Fernald, Ohio. The glass formula developed in this study for the FEMP wastes is a lithia substituted soda-lime-lithia-silica (SLLS) composition which melts at 1050 degrees Celsius. Low melting formulations minimize volatilization of hazardous species such as arsenic, selenium, chromium, and lead during vitrification. Formulation in the SLLS system avoids problematic phase separation known to occur in the MO-B2O3-SiO2 glass forming system (where MO = CaO, MgO, BaO, and PbO which are all constituents of the FEMP wastes). The SLLS glass passed the Environmental Protection Agency (EPA) Toxic Characteristic Leach Procedure (TCLP) for all the hazardous constituents of concern under the current regulations. The SLLS glass is as durable as the high melting soda-lime-silica glasses and is more durable than the borosilicate glasses previously developed for the K-65 wastes. Optimization of glass formulations in the SLLS glass forming system should provide glasses which will pass the newly promulgated Universal Treatment Standards which take effect of August 28, 1998.

Final long-term surveillance plan for the Spook, Wyoming, disposal site

Description: A general license for the custody and long-term care of DOE Uranium Mill Tailings Remedial Action (UMTRA) Project permanent disposal sites was issued by the US Nuclear Regulatory Commission (NRC), and became effective on November 29, 1990. The general license will be in effect for a specific disposal site when the NRC accepts the disposal site`s long-term surveillance plan (LTSP) and concurs that remedial action is complete at that site. This document describes in detail the long-term surveillance activities for the Spook, Wyoming, disposal site, including monitoring, maintenance, and emergency measures necessary to fulfill the conditions of the general license, and to ensure that the disposal cell continues to comply with the UMTRA design standards.

Economic impact study of the Uranium Mill Tailings Remedial Action project in Colorado: Colorado state fiscal year 1995

Description: This Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year (FY) 1995 (1 July 1994 through 30 June 1995). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Gunnison, Maybell, Naturita, Rifle, and Slick Rock, Colorado. Economic data were requested from the Remedial Action Contractor (RAC), the Technical Assistance Contractor (TAC) and the US Department of Energy (DOE). The most significant benefits associated with the UMTRA Project in Colorado are summarized.

Status of decommissioning activities at the Fernald Environmental Management Project (FEMP) site

Description: The Fernald Environmental Management Project (FEMP) was formally closed and the mission of the facility was officially redirected toward environmental restoration in August 1991. Many of the production facilities and equipment still contained quantities of raw, intermediate, and finished production-related materials. The safe Shutdown program was initiated to remove and properly disposition all nuclear product and in process residue materials, supplies, chemicals, and associated process equipment that was abandoned in place when FEMP stopped production in 1989. As part of the remedial design of the interim remedial action, a schedule for building dismantlement was submitted in June 1995. A 31-year schedule was developed, based on anticipation of reduced funding levels. However, recent cleanup successes at Fernald led to DOE endorsement of greater funding for the final cleanup, accelerating the schedule for Operable Unit 3 dismantlement, reducing the schedule to ten years. Under the accelerated schedule, several plants will be dismantled, starting in 1996.

Radiological surveillance of Remedial Action activities at the processing site, Ambrosia Lake, New Mexico, April 12--16, 1993. Final report

Description: The Uranium Mill Tailings Remedial Action (UMTRA) Project`s Technical Assistance Contractor (TAC) performed a radiological surveillance of the Remedial Action Contractor (RAC), MK-Ferguson and CWM Federal Environmental Services, Inc., at the processing site in Ambrosia Lake, New Mexico. The requirements and attributes examined during the audit were developed from reviewing working-level procedures developed by the RAC. Objective evidence, comments, and observations were verified based on investigating procedures, documentation, records located at the site, personal interviews, and tours of the site. No findings were identified during this audit. Ten site-specific observations, three good practice observations, and five programmatic observations are presented in this report. The overall conclusion from the surveillance is that the radiological aspects of the Ambrosia Lake, New Mexico, remedial action program are performed adequately. The results of the good practice observations indicate that the site health physics (HP) staff is taking the initiative to address and resolve potential issues, and implement suggestions useful to the UMTRA Project. However, potential exists for improving designated storage areas for general items, and the RAC Project Office should consider resolving site-specific and procedural inconsistencies.

Guidance for UMTRA project surveillance and maintenance

Description: The Guidance for UMTRA Project Surveillance and Maintenance describes the procedures that will be used to verify that Uranium Mill Tailings Remedial Action (UMTRA) Project disposal sites continue to function as designed. The approach of this guidance document is to identify surveillance requirements and maintenance procedures that will be used to comply with NRC license requirements. This document addresses five primary activities: Definition and characterization of final site conditions. Site inspections; Ground-water monitoring; Aerial photography; and Custodial maintenance and contingency repair. Final site conditions will be defined and characterized prior to the completion of remedial actions at a site. As-built drawings will be compiled, a final topographic survey will be performed, a vicinity map will be prepared, and ground and aerial photographs will be taken. Survey monuments, site markers, and signs will be established as will a network of monitoring wells.

Remedial action report for Monticello, Utah, Vicinity Properties National Priority List Site, Operable Unit A

Description: Uranium and vanadium milling activities were conducted by and for the US Atomic Energy Commission in Monticello, Utah, between 1942 and 1959, which resulted in the production of mill tailings containing radioactive materials. The tailings were wind blown and used to a limited extent for construction purposes in the Monticello area. In 1984, the US Department of Energy Grand Junction Office implemented the Monticello Vicinity Properties Project to isolate tailings-related sources from the environment and thereby prevent them from causing harm to human health or the environment. Remedial action is complete at Operable Unit A of the Monticello Vicinity Properties Project, which consists of 104 properties within the city limits of Monticello, Utah. These properties have been reconstructed and, pending the outcome of possible postconstruction activities on six properties, can be recommended for certification of conformance to project guidelines.

Completion report for the UMTRA project Vitro processing site, Salt Lake City, Utah

Description: This completion report provides evidence that the final Salt Lake City, Utah, processing site property conditions are in accordance with the approval design and that all U.S. Environmental Protection Agency (EPA) standards have been satisfied. Included as appendixes to support the stated conclusions are the record drawings; a summary of grid test results; contract specifications and construction drawing and the EPA standards; the audit, inspection, and surveillance summary; the permit information; and project photographs. The principal objectives of remedial action at Salt Lake City were to remove the tailings from the former processing site, render the site free of contamination to EPA standards, and restore the site to the final design grade elevations. The final remedial action plan, which is approved by the U.S. Department of Energy and concurred upon by the U.S. Nuclear Regulator Commission and the state of Utah, contains the conceptual design used to develop the final approved design. During remedial action construction operations, conditions were encountered that required design features that differed form the conceptual design. These conditions and the associated design changes are noted in the record drawings. All remedial action activities were completed in conformance with the specifications and drawings. In the opinion of the state of Utah, the record drawings accurately reflect existing property conditions at the processing site.

Long-term surveillance plan for the Burro Canyon disposal cell, Slick Rock, Colorado

Description: This long-term surveillance plan (LTSP) describes the US Department of Energy (DOE) long-term care program for the Uranium Mill Tailings Remedial Action (UMTRA) Project Burro Canyon disposal cell in San Miguel County, Colorado. The US Nuclear Regulatory Commission (NRC) developed regulations for the issuance of a general license for the custody and long-term care of UMTRA Project disposal sites in 10 CFR Part 40. The purpose of this general license is to ensure that the UMTRA Project disposal sites are cared for in a manner that protects the public health and safety and the environment. Before each disposal site is licensed, the NRC requires the DOE to submit a site-specific LTSP. The DOE prepared this LTSP to meet this requirement for the Burro Canyon disposal cell. The general license becomes effective when the NRC concurs with the DOE`s determination that remedial action is complete at the Burro Canyon disposal cell and the NRC formally accepts this LTSP. Attachment 1 contains the concurrence letters from NRC. This LTSP describes the long-term surveillance program the DOE will implement to ensure that the Burro Canyon disposal cell performs as designed. The program is based on site inspections to identify threats to disposal cell integrity. Ground water monitoring will not be required at the Burro Canyon disposal cell because the ground water protection strategy is supplemental standards based on low yield from the uppermost aquifer.

Economic impact study of the Uranium Mill Tailings Remedial Action project in Colorado: Colorado state fiscal year 1995. Revision 1

Description: As required by the Romer-Twining Agreement of 1990, the US Department of Energy (DOE) has prepared this annual economic impact study for the state of Colorado. This report assesses the economic impacts related to the DOE Uranium Mill Tailings Remedial Action (UMTRA) Project in Colorado during the state fiscal year (FY) between 1 July 1994 and 30 June 1995. To estimate net economic benefit, employment, salaries and wages, and other related economic benefits are discussed, quantified, and then compared to the state`s 10 percent share of the remedial action costs. Actual data obtained from sites currently undergoing remedial action were used as the basis for analyses. If data were not available, estimates were used to derive economic indicators. This study describes the types of employment associated with the UMTRA Project and estimates of the numbers of people employed by UMTRA Project subcontractors in Colorado during state FY 1995. Employment totals are reported in estimated average annual jobs; however, the actual number of workers at the site fluctuates depending on weather and on the status of remedial action activities. In addition, the actual number of people employed on the Project during the year may be higher than the average annual employment reported due to the temporary nature of some of the jobs.

Summary protocol UMTEAP vicinity properties identification--characterization--inclusion

Description: This report addresses in turn the activities considered essential to the identification of properties in the vicinity of the designated inactive uranium mill tailings sites suspected of containing residual radioactive material; the radiological characterization of each property necessary to define the extent of contamination; and the analysis/evaluation of survey results against criteria established by or based on EPA Standards for Remedial Action at Inactive Processing Sites (40 CFR 192) to support elimination or inclusion of such properties in the remedial action program. The overall intent is to minimize the extent of radiological survey efforts required to determine if a property should be included in the Uranium Mill Tailings Remedial Action Program (UMTRAP) or eliminated from further consideration for remedial action, thus, relegating the more detailed radiological characterization work on properties included for remedial action to the engineering phase of the program. Action levels have been established to facilitate inclusion of contaminated properties in the remedial action program with minimum application of radiological survey resources. Throughout the survey process, the professional judgment of radiological survey personnel will be called upon to make an initial determination as to the extent of survey activities required.

The program is based on two distinct activities: (1) site inspections to identify threats to disposal cell integrity, and (2) ground water monitoring to demonstrate disposal cell performance. The LTSP is based on the UMTRA Project long-term surveillance program guidance and meets the requirements of 10 CFR {section}40.27(b) and 40 CFR {section}192.03.

Environmental assessment of remedial action at the Slick Rock uranium mill tailings sites, Slick Rock, Colorado

Description: The Uranium Mill Tailings Radiation Control Act of 1978, hereafter referred to as the UMTRCA, authorized the US Department of Energy (DOE) to clean up two uranium mill tailings processing sites near Slick Rock, Colorado, in San Miguel County. The purpose of the cleanup is to reduce the potential health effects associated with the radioactive materials remaining on the processing sites and on vicinity properties (VPs) associated with the sites. The US Environmental Protection Agency (EPA) promulgated standards for the UMTRCA that contained measures to control the contaminated materials and to protect the ground water from further degradation. The sites contain concrete foundations of mill buildings, tailings piles, and areas contaminated by windblown and waterborne radioactive tailings materials. The proposed action is to remediate the UC and NC sites by removing all contaminated materials within the designated site boundaries or otherwise associated with the sites, and relocating them to, and stabilizing them at, a location approximately 5 road mi (8 km) northeast of the processing sites on land administered by the US Bureau of Land Management (BLM). Remediation would be performed by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project.

Radiological surveillance of Remedial Action activities at the processing site, Falls City, Texas. Final report

Description: The Uranium Mill Tailings Remedial Action (UMTRA) Project`s Technical Assistance Contractor (TAC) performed a radiological surveillance of the Remedial Action Contractor (RAC), MK-Ferguson and CWM Federal Environmental Services, Inc., at the processing site in Falls City, Texas. This surveillance was conducted March 22--26, 1993. No findings were identified during the surveillance. Three site-specific observations and three programmatic observations are presented in this report. The overall conclusion from the surveillance is that the radiological aspects of the Falls City, Texas, remedial action program are performed adequately. However, some of the observations identify that there is potential for improving certain aspects of the occupational radiological air sampling, ensuring analytical data quality, and in communicating with the DOE and TAC on the ore sampling methods. The TAC has also received and is currently reviewing the RAC`s responses regarding the observations identified during the radiological surveillance performed October 29--30, 1992.
