Description: This report is divided into two sections, one of the PRC and one on Japan. Each section describes the structure and management of the respective defense industrial base and then compares it with its U.S. counterpart. The paper then assesses the degree to which lesson from the PRC and Japanese cases can be applied to the U.S. defense technology and industrial base (DTIB).

Description: This report discusses the Servicemembers Civil Relief Act, which seeks to provide for, strengthen, and expedite the national defense by protecting servicemembers, enabling them to "devote their entire energy to the defense needs of the Nation." The SCRA protects servicemembers by temporarily suspending certain judicial and administrative proceedings and transactions that may adversely affect their legal rights during military service.

The U.S.-Japan Alliance

Description: This report focuses on the political and military partnership between the United States and Japan. The U.S.-Japan alliance, forged in the U.S. occupation of Japan after its defeat in World War II, provides a platform for U.S. military readiness in Asia. Under the Treaty of Mutual Cooperation and Security, about 53,000 U.S. troops are stationed in Japan, providing the major U.S. forward logistics base in the Asia-Pacific.
