Lift truck safety review

Description: This report presents safety information about powered industrial trucks. The basic lift truck, the counterbalanced sit down rider truck, is the primary focus of the report. Lift truck engineering is briefly described, then a hazard analysis is performed on the lift truck. Case histories and accident statistics are also given. Rules and regulations about lift trucks, such as the US Occupational Safety an Health Administration laws and the Underwriter`s Laboratories standards, are discussed. Safety issues with lift trucks are reviewed, and lift truck safety and reliability are discussed. Some quantitative reliability values are given.

LDRD final report on enhanced edge detection techniques for manufacturing quality control and materials characterization

Description: Detecting object boundaries in the presence of cast shadows is a difficult task for machine vision systems. A new edge detector is presented which responds to shadow penumbras and abrupt object edges with distinguishable signals. The detector requires the use of spatially extended light sources and sufficient video resolution to resolve the shadow penumbras of interest. Detection of high frequency noise is suppressed without requiring image-dependent adjustment of signal thresholds. The ability of the edge operator to distinguish shadow penumbras from abrupt object boundaries while suppressing responses to high frequency noise and texture is illustrated with idealized shadow and object edge intensity profiles. Selective detection of object boundaries in a video scene with a cast shadow has also been demonstrated with this operator.

Robotics crosscutting program: Technology summary

Description: The Office of Environmental Management (EM) is responsible for cleaning up the legacy of radioactive and chemically hazardous waste at contaminated sites and facilities throughout the U.S. Department of Energy (DOE) nuclear weapons complex, preventing further environmental contamination, and instituting responsible environmental management. Initial efforts to achieve this mission resulted in the establishment of environmental restoration and waste management programs. However, as EM began to execute its responsibilities, decision makers became aware that the complexity and magnitude of this mission could not be achieved efficiently, affordably, safely, or reasonably with existing technology. Once the need for advanced cleanup technologies became evident, EM established an aggressive, innovative program of applied research and technology development. The Office of Technology Development (OTD) was established in November 1989 to advance new and improved environmental restoration and waste management technologies that would reduce risks to workers, the public, and the environment; reduce cleanup costs; and devise methods to correct cleanup problems that currently have no solutions. In 1996, OTD added two new responsibilities - management of a Congressionally mandated environmental science program and development of risk policy, requirements, and guidance. OTD was renamed the Office of Science and Technology (OST). This documents presents information concerning robotics tank waste retrieval overview, robotic chemical analysis automation, robotics decontamination and dismantlement, and robotics crosscutting and advanced technology.

Micromachined silicon electrostatic chuck

Description: In the field of microelectronics, and in particular the fabrication of microelectronics during plasma etching processes, electrostatic chucks have been used to hold silicon wafers during the plasma etching process. Current electrostatic chucks that operate by the {open_quotes}Johnson-Rahbek Effect{close_quotes} consist of a metallic base plate that is typically coated with a thick layer of slightly conductive dielectric material. A silicon wafer of approximately the same size as the chuck is placed on top of the chuck and a potential difference of several hundred volts is applied between the silicon and the base plate of the electrostatic chuck. This causes an electrostatic attraction proportional to the square of the electric field in the gap between the silicon wafer and the chuck face. When the chuck is used in a plasma filled chamber the electric potential of the wafer tends to be fixed by the effective potential of the plasma. The purpose of the dielectric layer on the chuck is to prevent the silicon wafer from coming into direct electrical contact with the metallic part of the chuck and shorting out the potential difference. On the other hand, a small amount of conductivity appears to be desirable in the dielectric coating so that much of its free surface between points of contact with the silicon wafer is maintained near the potential of the metallic base plate; otherwise, a much larger potential difference would be needed to produce a sufficiently large electric field in the vacuum gap between the wafer and chuck. Typically, the face of the chuck has a pattern of grooves in which about 10 torr pressure of helium gas is maintained. This gas provides cooling (thermal contact) between the wafer and the chuck. A pressure of 10 torr is equivalent to about 0.2 psi.

A 3-d modular gripper design tool

Description: Modular fixturing kits are precisely machined sets of components used for flexible, short-turnaround construction of fixtures for a variety of manufacturing purposes. A modular vise is a parallel-jaw vise, where each jaw is a modular fixture plate with a regular grid of precisely positioned holes. A modular vise can be used to locate and hold parts for machining, assembly, and inspection tasks. To fixture a part, one places pins in some of the holes so that when the vise is closed, the part is reliably located and completely constrained. The modular vise concept can be adapted easily to the design of modular parallel-jaw grippers for robots. By attaching a grid plate to each jaw of a parallel-jaw gripper, the authors gain the ability to easily construct high-quality grasps for a wide variety of parts from a standard set of hardware. Wallack and Canny developed a previous algorithm for planning planar grasp configurations for the modular vise. In this paper, the authors expand this work to produce a 3-d fixture/gripper design tool. They describe several analyses added to the planar algorithm to improve its utility, including a three-dimensional grasp quality metric based on geometric and force information, three-dimensional geometric loading analysis, and inter-gripper interference analysis to determine the compatibility of multiple grasps for handing the part from one gripper to another. Finally, the authors describe two applications which combine the utility of modular vise-style grasping with inter-gripper interference: The first is the design of a flexible part-handling subsystem for a part cleaning workcell under development at Sandia National Laboratories; the second is the automatic design of grippers that support the assembly of multiple products on a single assembly line.

Hot cell shield plug extraction apparatus

Description: A hot cell installation for the handling of highly radioactive material may comprise a dozen or more interconnected high density concrete vaults, the concrete vault walls having a thickness of approximately three feet. Typically, hot cells are constructed in rows so as to share as many shielding walls as possible. A typical overall length of a row of cells might be 70 yards. A secondary mechanism exists for placing certain objects into a cell. A typical hot cell has been constructed with 8 inch diameter holes through the exterior shielded walls in the vicinity of, and usually above, the viewing windows. It became evident that if the hot cell plugs could be removed and replaced conveniently significant savings in time and personnel exposure could be realized by using these 8 inch holes as entry ports. Fifteen inch cylindrical steel plugs with a diameter of eight inches weigh about two hundred pounds. The shield plug swing mechanism comprises a steel shielding plug mounted on a retraction device that enables the plug to be pulled out of the wall and supports the weight of the pulled out plug. The retraction device is mounted on a hinge, which allows the plug to be swung out of the way so that an operator can insert material into or remove it from the interior of the hot cell and then replace the plug quickly. The hinge mounting transmits the load of the retracted plug to the concrete wall.

Thermal response of a can handling unit (CHU) to a postulated plutonium hydride burn

Description: A series of analyses were performed to support the design of the Can Handling Unit (CHU). The subject analyses focused on determining the time to repressurize a subatmospheric storage can containing plutonium metal versus the initial hole size and the transient thermal response to a postulated chemical reaction of 150 grams of plutonium hydride. Limiting the amount of gaseous reactants either by inerting the CHU or using a very small hole size for the initial opening appears to be a viable method of controlling the rate of the exothermic chemical reactions and system temperatures.

Weapon container catalog. Volumes 1 & 2

Description: The Weapon Container Catalog describes H-gear (shipping and storage containers, bomb hand trucks and the ancillary equipment required for loading) used for weapon programs and for special use containers. When completed, the catalog will contain five volumes. Volume 1 for enduring stockpile programs (B53, B61, B83, W62, W76, W78, W80, W84, W87, and W88) and Volume 2, Special Use Containers, are being released. The catalog is intended as a source of information for weapon program engineers and also provides historical information. The catalog also will be published on the SNL Internal Web and will undergo periodic updates.

Independent engineering report and certification for closure of building 419 equipment including the size reduction unit {ampersand} solidification unit at Lawrence Livermore National Laboratory

Description: Closure of Building 419 Equipment Including the Size Reduction Unit and Solidification Unit December 31, 1996 Closure activities began in June, 1995 and equipment closure activities were completed in December, 1996. This report determines final closure for B419 Equipment, and was prepared and submitted to LLNL in the final stage of the work. CE performed the Independent Engineering services at the request of Ms Dixie Finley of LLNL, as part of the B419 Closure Plan requirement. B419 was constructed by the Navy in the 1940s and used by the Navy for various purposes related to airplane maintenance. In later years, the building was used by a health chemistry program as an assay laboratory. Since 1975, the building has been used by LLNL for equipment decontamination and hazardous and mixed waste treatment activities known as size reduction and solidification. These activities which were covered by the LLNL Part B Permit Application, were discontinued in late 1989 because B419 could not meet the seismic guidelines of the Uniform Building Code (UBC). B419 is a 7, 860 ft square structure consisting of three areas. The middle area has a second floor (attic area); the other two areas (north side and south side) have one floor. The size reduction activities occurred in the south side of the building (room 124), while the solidification activities occurred in the north side (rooms 155 and 167). Documentation for closure of B419 was submitted on September 23, 1994 to DTSC. The documentation consisted of a letter, together with the Closure Plan, Sa1017 Sampling and Analysis Plan, and Health and Safety Plan. A revision to this documentation was sent to DTSC on November 14, 1996, reflecting a two-phase closure for B419 as follows: RCRA Equipment Closure phase to be completed and certified by December 31, 1996.
