The FCC's Rules and Policies Regarding Media Ownership, Attribution, and Ownership Diversity

Description: This report discusses the Federal Communications Commission's (FCC) broadcast media ownership rules, which restrict the number of media outlets that a single entity may own or control. Its attribution rules define which relationships the FCC counts as ownership. In 2004 and again in 2011, the U.S. Court of Appeals, Third Circuit, directed the FCC to review its broadcast ownership diversity policies in conjunction with the media ownership rules.

Mass Calibrations

Description: Abstract: The NIST calibration service for standard masses is described. Weights which are accepted for calibration range in nominal values from 1 mg to 13,600 kg (30,000 pounds). We also accept weights used to generate standard pressures in piston gages. Cleaning procedures used on weights prior to calibration are described. The measurement algorithms (including density determinations of single-piece kilogram weights) and the uncertainties assigned to calibrated weights are discussed. We also describe the system now in place to monitor the quality of calibrations. Finally, we assess the limitations of the present controls on measurement quality and outline improvements which are underway.

"Don't Frack with Denton"

Description: Don't Frack With Denton chronicles the ground-breaking movement to ban hydraulic fracturing in the city of Denton, Texas by combining observational location shooting with extensive sit-down interviews and carefully negotiated subject-filmmaker relationships to create a safe and comfortable space for thoughtful reflection and criticism of a complex social movement who's activities span several years and many individuals. The result is a long-form documentary that is unapologetically in solidarity with this movement's goals while simultaneously maintaining enough editorial independence and critical distance to allow the activists themselves to honestly evaluate their decision-making, tactics and interpersonal relationships in ways that will provide insight and instruction to similar movements around the country and the world.

Advancement of isotope separation for the production of reference standards

Description: Idaho National Laboratory (INL) operates a mass separator that is currently producing high purity isotopes for use as internal standards for high precision isotope dilution mass spectrometry (IDMS). In 2008, INL began the revival of the vintage 1970’s era instrument. Advancements thus far include the successful upgrading and development of system components such as the vacuum system, power supplies, ion-producing components, and beam detection equipment. Progress has been made in the separation and collection of isotopic species including those of Ar, Kr, Xe, Sr, and Ba. Particular focuses on ion source improvements and developments have proven successful with demonstrated output beam currents of over 10 micro-amps 138Ba and 350nA 134Ba from a natural abundance source charge (approximately 2.4 percent 134Ba). In order to increase production and collection of relatively high quantities (mg levels) of pure isotopes, several advancements have been made in ion source designs, source material introduction, and beam detection and collection. These advancements and future developments will be presented.

Measurement of the top quark mass and kinematic properties with the D0 detector

Description: We review D0`s analysis of the top quark mass based on approximately 50 pb{sup -1} of lepton + jets data. Preliminary results are presented on kinematic properties of these events, including a study of the two-dimensional distributions of reconstructed top mass vs. dijet mass. In addition, a preliminary mass analysis in the dilepton channels is presented.

An Approach to the Analytical Study of Jung-Sun Park's Choral Work: Arirang Mass

Description: The significance in Jung-Sun Park's Arirang Mass is the discovery of artistic value in folk song and its applicability to art music. By using fragments of the Arirang folk songs, or by imitating its musical character, composer could create and develop musical characteristics that are recognizably Korean. The work exhibits his remarkable compositional style, which shows a relationship between Korean traditional style and Western style. This analysis demonstrates specific examples of the elements of Korean traditional folksong, such as Sikimsae, Jangdan, Han, and pentatonic scales which are permeated into this mass setting, and how composer uses fragments of the Arirang tune.

Market Research Survey of Commercial Off-The-Shelf (COTS) Portable MS Systems for IAEA Safeguards Applications

Description: This report summarizes the results for the market research survey of mass spectrometers that are deemed pertinent to International Atomic Energy Agency (IAEA) needs and strategic objectives. The focus of the report is on MS instruments that represent currently available (or soon to be) commercial off-the shelf (COTS) technology and weigh less than 400 pounds.
