Residential market transformation: National and regional indicators

Description: A variety of programs are underway to address market barriers to the adoption of energy-efficient residential technologies and practices. Most are administered by utilities, states, or regions that rely on the Energy Star as a consistent platform for program marketing and messaging. This paper reviews regional and national market transformation activities for three key residential end-uses -- air conditioning, clothes washing, and lighting -- characterizing current and ongoing programs; reporting on progress; identifying market indicators; and discussing implications.

Building America's Low-e Storm Window Adoption Program Plan (FY2014)

Description: Low emissivity (low-e) storm windows/panels appear to hold promise for effectively reducing existing home heating, ventilation, and air-conditioning (HVAC) consumption. Due to the affordability of low-e storm windows and the large numbers of existing homes that have low-performing single-pane or double-pane clear windows, a tremendous opportunity exists to provide energy savings by transforming the low-e storm window market and increasing market adoption. This report outlines U.S. Department of Energy (DOE) Building America’s planned market transformation activities in support of low-e storm window adoption during fiscal year (FY) 2014.

Refrigerator Efficiency in Ghana: Tailoring an appliance markettransformation program design for Africa

Description: A simple replication of developed country applianceefficiency labels and standards is unlikely to be feasible in Ghana andmany other countries in Africa. Yet by creatively modifying the developedcountry appliance efficiency market transformation model, it should bepossible to achieve dramatic energy use reductions. As was true indeveloped countries in the previous two decades, refrigeration efficiencyimprovements provide the greatest energy savings potential in theresidential electricity sector in Ghana. Although Ghana, like manyAfrican countries may impose standards on imports since Ghana does nothave manufacturing facilities for appliances in country. This approachmay hurt some consumers who patronize a very diverse market of usedappliances imported from Europe. We discuss how meeting the challenges ofthe Ghanaian market will require modification of the usual energyefficiency labeling and standards paradigm. But once a refrigeratormarket transformation is accomplished in Ghana, we estimate an averageenergy savings potential of 550 kWh/refrigerator/year, and a monetarysavings of more than $35/refrigerator/year. We discuss how this modifiedrefrigerator efficiency market transformation may occur in the Ghanaiancontext. If successful, this market transformation is likely to be anexample for many other African countries.

Field Demonstration of a High-Efficiency Packaged Rooftop Air Conditioning Unit at Fort Gordon, Augusta, GA

Description: As part of a larger program targeting the market transformation of packaged rooftop air conditioning, five high-efficiency rooftop air conditioning products were selected in 2002 by the U.S. Department of Energy (DOE) under the Unitary Air Conditioner (UAC) Technology Procurement (http://www.pnl.gov/uac). In February 2003, Fort Gordon in Augusta, Georgia was chosen as the demonstration site. With the goal of validating the field performance and operation of one of the awarded products, a 10-ton high-efficiency packaged rooftop unit (RTU) manufactured by Global Energy Group (GEG) was installed at Fort Gordon in October 2003. Following equipment installation, power metering, air- and refrigerant-side instrumentation was installed on the GEG RTU and a 4-year old typical-efficiency 20-ton RTU manufactured by AAON . The GEG and AAON units were instrumented identically and operated May through July, 2005, to observe performance under a range of conditions. Based on the data collected as part of this demonstration, the GEG equipment performed at least 8% better in stage-1 (single compressor running) cooling and at least 16% better in stage-2 (both compressors running) than the baseline AAON equipment. Performance comparisons are based on what we call application EER normalized to equivalent specific fan power. The full-load, specific-fan-power-normalized application EERs at ARI design conditions were 10.48 Btu/Wh for the GEG and 9.00 Btu/Wh for the baseline machine. With a cost premium of nearly 50%, and slightly higher maintenance costs, the life-cycle cost analysis shows that the GEG technology pays for itself--a positive net-present value (NPV)--only in climates and buildings with long cooling seasons. Manufacture of this equipment on a larger scale can be expected to reduce costs to the point where it is more broadly cost-effective. Status and future directions of the ENERGY STAR program

Description: In 1992 the U.S. Environmental Protection Agency (EPA) introduced ENERGY STAR (registered trademark), a voluntary labeling program designed to identify and promote energy-efficient products, in order to reduce carbon dioxide emissions. Since then EPA, now in partnership with the U.S. Department of Energy (DOE), has expanded the program to cover nearly the entire buildings sector, spanning new homes, commercial buildings, residential heating and cooling equipment, major appliances, office equipment, commercial and residential lighting, and home electronics. This paper provides a snapshot of the ENERGY STAR program in the year 2000, including a general overview of the program, its accomplishments, and the possibilities for future development. First, we describe the products that are currently eligible for the ENERGY STAR label and the program mechanisms that EPA and DOE are using to promote these products. Second, we illustrate selected milestones achieved in some markets, and ways that EPA and DOE are responding to challenges or changes in certain markets. Third, we discuss the evolving ENERGY STAR brand strategy. Next, we explore ways in which ENERGY STAR interacts with and enhances other policies, such as appliance standards and regional market transformation collaboratives. We then discuss evaluation studies that EPA and DOE are undertaking to quantify the impact of the ENERGY STAR program. Finally, we discuss future areas of expansion for the ENERGY STAR program, including labeling of new products and integrated programs for commercial and existing residential buildings.

Policy Building Blocks: Helping Policymakers Determine Policy Staging for the Development of Distributed PV Markets: Preprint

Description: There is a growing body of qualitative and a limited body of quantitative literature supporting the common assertion that policy drives development of clean energy resources. Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

Evaluation of Model Results and Measured Performance of Net-Zero Energy Homes in Hawaii: Preprint

Description: The Kaupuni community consists of 19 affordable net-zero energy homes that were built within the Waianae Valley of Oahu, Hawaii in 2011. The project was developed for the native Hawaiian community led by the Department of Hawaiian Homelands. This paper presents a comparison of the modeled and measured energy performance of the homes. Over the first year of occupancy, the community as a whole performed within 1% of the net-zero energy goals. The data show a range of performance from house to house with the majority of the homes consistently near or exceeding net-zero, while a few fall short of the predicted net-zero energy performance. The impact of building floor plan, weather, and cooling set point on this comparison is discussed. The project demonstrates the value of using building energy simulations as a tool to assist the project to achieve energy performance goals. Lessons learned from the energy performance monitoring has had immediate benefits in providing feedback to the homeowners, and will be used to influence future energy efficient designs in Hawaii and other tropical climates.

Low-e Storm Windows: Market Assessment and Pathways to Market Transformation

Description: Field studies sponsored by the U.S. Department of Energy (DOE) have shown that the use of low-e storm windows can lead to significant heating and cooling energy savings in residential homes. This study examines the market for low-e storm windows based on market data, case studies, and recent experience with weatherization deployment programs. It uses information from interviews conducted with DOE researchers and industry partners involved in case studies and early deployment efforts related to low-e storm windows. In addition, this study examines potential barriers to market acceptance, assesses the market and energy savings potential, and identifies opportunities to transform the market for low-e storm windows and overcome market adoption barriers.

Compact Fluorescent Lighting in America: Lessons Learned on the Way to Market

Description: This report describes the history of compact fluorescent lamps (CFLs) in America. CFLs were introduced in the 1970s; however, it has taken more than 20 years for them to gain widespread recognition in the U.S. residential lighting market. This report reviews the development of CFLs, efforts to increase market acceptance of them, and barriers to that acceptance. Lessons to be learned from this study of CFLs are identified in hopes of assisting future market introduction efforts for other promising energy-efficient technologies.
