The development and management of human resources in Iran

Description: The problem with which this study is concerned is that of determining and analyzing the problems of human resources created in Iran. These problems are rooted deeply and stream from Iranian history, culture, and social environment. The main purposes of this study are three. The first is to determine and analyze problems of human resources created in Iran, including social environment, education, and employment. The second is to study and evaluate the manpower policy of Iranian economic development. The third is to apply human resource development in planning, educating, training, and developing the human resources required for the economic development of Iran.

Evolution of the Advanced Manufacturing Trades Training Program and the Advanced Technology Academy

Description: In an effort to recruit and retain skilled workers in the Manufacturing Science and Technology Center (14000), an innovative and highly diverse team at Sandia National Laboratories and the U.S. Department of Energy joined with concerned community constitutents, such as Albuquerque Technical Vocational Institute and the Albuquerque Public Schools, to offer mentoring and on-the-job training to qualified students in high schools and community colleges. Now, within several years of its inception, the educational program called the Advanced Manufacturing Trades Training Program is a model in the community and the nation, while enabling Sandia to have valuable trained and skilled employees to meet its national mission and workforce demands.

HEND: A Database for High Energy Nuclear Data

Description: We propose to develop a high-energy heavy-ion experimental database and make it accessible to the scientific community through an on-line interface. The database will be searchable and cross-indexed with relevant publications, including published detector descriptions. It should eventually contain all published data from older heavy-ion programs such as the Bevalac, AGS, SPS and FNAL fixed-target programs, as well as published data from current programs at RHIC and new facilities at GSI (FAIR), KEK/Tsukuba and the LHC collider. This data includes all proton-proton, proton-nucleus to nucleus-nucleus collisions as well as other relevant systems and all measured observables. Such a database would have tremendous scientific payoff as it makes systematic studies easier and allows simpler benchmarking of theoretical models to a broad range of experiments. To enhance the utility of the database, we propose periodic data evaluations and topical reviews. These reviews would provide an alternative and impartial mechanism to resolve discrepancies between published data from rival experiments and between theory and experiment. Since this database will be a community resource, it requires the high-energy nuclear physics community's financial and manpower support.

LOFT Monthly Progress Report for January 1980

Description: During January, the LOFT Project focused on preparing for the next small-break experiment. That test, L3-2, is scheduled for February 6. The test will simulate a break size corresponding to a failure in a one-inch pipe for a 1000 MW(e) commercial power plant. It will be the second small break experiment in LOFT to use nuclear heat. Overall costs for January are very close to budget (greater than 1%). The costing rate will require continued close monitoring. The manpower rate is higher than budgeted and the material rate is less than budgeted. Detailed investigation has shown that these are intentional resource changes, reflecting decisions on the most effective method of work conduct. Thus, they do not indicate a future budget problem.

LOFT Monthly Progress Report for February 1980

Description: The significant event of February was the on-schedule conduct of Test L3-2 on February 7. This was the second LOFT small break test with nuclear heat. It simulated a break of a one-inch pipe in a large commercial plant, whereas Test L3-1 had simulated a break of a four-inch pipe. For Test L3-2, the reactor plant and emergency core cooling system appeared to function as expected, although preliminary data evaluation indicates a higher break flow than expected, with a correspondingly greater depressurization. As the month ended, data evaluation was continuing. During February, Nuclear Regulatory Commission guidance was received that would require Tests L3-5 and L3-6 to use nuclear heat. Previously these tests, the next planned tests, had been designed as nonnuclear tests with and without operating coolant pumps. This revised guidance will require a replanning of the entire program schedule for better facility use. At the end of the month, replanning was underway. Costs for February are right on budget, although manpower levels are somewhat greater than budget. This latter variance results from an intentional manpower-material interchange.

Proposed FNAL 750 KeV Linac Injector Upgrade

Description: The present FNAL linac H{sup -} injector has been operational since 1978 and consists of a magnetron H{sup -} source and a 750 keV Cockcroft-Walton Accelerator. The proposed upgrade to this injector is to replace the present magnetron source having a rectangular aperture with a circular aperture, and to replace the Cockcroft-Walton with a 200 MHz RFQ. Operational experience at other laboratories has shown that the upgraded source and RFQ will be more reliable and require less manpower than the present system.

LOFT Monthly Progress Report for October 1980

Description: During the month of October, several significant events occurred. Three tests, L6-1, L6-2, and L6-3, in the anticipated transient series were completed. These tests were conducted to provide information on plant control systems and operator responses to transients in which the initiating event was not a loss of primary coolant. These transient tests and others scheduled for the future will add greatly to predicting responses for such transient conditions. On the 16th and 17th of October, LOFT hosted a technology transfer meeting in which representatives from more than sixty power utilities in the United States and several foreign countries participated. The purpose of this LOFT/Utility Technology Transfer meeting was to provide an open forum through which utility personnel could become better informed about the LOFT project, its past, present, and future experimental program, and how this program could serve industry needs. Several recommendations for LOFT were made by the utility community; these suggestons are being looked at very closely and correspondence with the utility representatives continues. Members of the ACRS committee met in Idaho Falls during October to review the scope of the LOFT program. General approval of the LOFT program was expressed by the ACRS, and several recommendations were made. Requests were also made for additional briefings when LOFT has further scoped the potentially more severe large break transients. Plant preparations were underway during October for the next LOFT test scheduled for mid-December. This test, designated L3-6, will be another in the small break series, with the break occurring in the intact loop of the cold leg. Budget and actuals are showing good agreement for the first month of FY-81, except for a small underrun in the manpower level which is expected to be corrected in the near future.

Description: It is useful before beginning our work here to restate briefly the purpose of this workshop in the light of the present circumstances of elementary particle physics in the U.S. The goal of our field is easily stated in a general way: it is to reach higher center of mass energies and higher luminosities while employing more sensitive and more versatile event detectors, all in order to probe more deeply into the physics of elementary particles. The obstacles to achieving this goal are equally apparent. Escalating costs of construction and operation of our facilities limit alternatives and force us to make hard choices among those alternatives. The necessity to be highly selective in the choice of facilities, in conjunction with the need for increased manpower concentrations to build accelerators and mount experiments, leads to complex social problems within the science. As the frontier is removed ever further, serious technical difficulties and limitations arise. Finally, competition, much of which is usually healthy, now manifests itself with greater intensity on a regional basis within our country and also on an international scale. In the far ({ge}20 yr) future, collaboration on physics facilities by two or more of the major economic entities of the world will possibly be forthcoming. In the near future, we are left to bypass or overcome these obstacles on a regional scale as best we can. The choices we face are in part indicated in the list of planned and contemplated accelerators shown in Table I. Environmental education work force pipeline strategic plan

Description: This document describes an educational program designed to provide a pool of highly qualified administrative, technical, and managerial graduates that are familiar with the Hanford Site and business operations. The program is designed to provide work experience and mentoring to a culturally diverse student base which enhances affirmative employment goals. Short-term and long-term objectives of the program are outlined in the report, and current objectives are discussed in more detail. Goals to be completed by the year 2003 are aimed at defining the criteria necessary to establish partnerships between schools, community organizations, and human resources departments. Actions to be implemented includes providing instructors and equipment, enhancing skills of local teachers, and establishing collaboration with human resources organizations. Technical Support Section annual work plan for FY 1998

Description: The Technical Support Section (TSS) of the Instrumentation and Controls (I and C) Division of Oak Ridge National Laboratory (ORNL) provides technical services such as fabrication, modification, installation, calibration, operation, repair, and preventive maintenance of instruments and other related equipment. Because the activities and priorities of TSS must be adapted to the technical support needs of ORNL, the TSS Annual Work Plan is derived from, and is driven directly by, current trends in the budgets and activities of each ORNL division for which TSS provides support. Trends that will affect TSS planning during this period are reductions in the staffing levels of some R and D programs because of attrition or budget cuts. TSS does not have an annual budget to cover operating expenses incurred in providing instrument maintenance support to ORNL. Each year, TSS collects information concerning the projected funding levels of programs and facilities it supports. TSS workforce and resource projections are based on the information obtained and are weighted depending on the percentage of support provided to that division or program. Each year, TSS sets the standard hourly charge rate for the following fiscal year. The Long-Range Work Plan is based on estimates of the affects of the long-range priorities and directions of the Laboratory. Proposed new facilities and programs provide additional bases for long-range planning. After identifying long-range initiatives, TSS planning includes future training requirements, reevaluation of qualifications for new hires, and identification of essential test equipment that will be needed for new work.

Guide to good practices for on-the-job training

Description: Training programs at DOE facilities should prepare personnel to safely and efficiently operate and maintain the facilities in accordance with DOE requirements. This guide presents good practices for a systematic approach to on-the-job training (OJT) and OJT programs and should be used in conjunction with DOE Training Program Handbook: A Systematic Approach to Training, and with the DOE Handbook entitled Alternative Systematic Approaches to Training to develop performance-based OJT programs. DOE contractors may also use this guide to modify existing OJT programs that do not meet the systematic approach to training (SAT) objectives.

Strategic Human Resources Planning in American Industrial and Service Companies

Description: This study investigated the current practices of strategic human resources planning (SHRP) at large industrial and service companies in the United States and compared these practices with Walker's Four Stages of Human Resources planning model. The data for this study were collected from 130 industrial companies and 117 service companies listed in Fortune directories of the largest 500 industrial and largest 500 service companies in the United States. The study investigated also the impact of internal and external environmental factors on these companies' practices of SHRP. MANOVA, Factor Analysis, and Percentile Analysis were used as prime statistical methods in this study. Environmental factors studied were found to explain 78 per cent of the variances among large American companies. No significant difference was found between industrial and service companies in their SHRP practices. Significant improvements have taken place in large United States business corporations' practices of SHRP since the introduction of Walker's model (1974). These improvements took place in human resources information systems, forecasting human resource needs, human resource planning and development, and evaluation of SHRP projects, but the improvements were unbalanced. The improvements in corporate-centered SHRP activities were greater than the improvements in employee-centered SHRP activities. The reasons for unbalanced developments were explained and future directions were predicted. The findings of this study were compared to the findings of many recent studies in SHRP fields and future directions of the developments of SHRP were discussed. The conclusions of this study suggested that United States corporations are in need of balanced development in both employee-centered and corporate-centered SHRP. American companies are in need of advanced models to shape their practice in SHRP fields. Walker's model has been evaluated as the best available model. Worker Training: Competing in the New International Economy

Description: This report focuses on the training given to employed workers both from the standpoint of the competitiveness of U.S. industry and from the standpoint of the individual worker who may need training to advance. Most workers who get training get it from their employer, and much of the report looks at the employer provided training system. The message of this report is that the debate about national training policies needs to be broadened to encompass not only training programs for the economically disadvantaged, the displaced worker, or people with special needs, but also those who stand on the front line of American productivity-employed workers at all levels.

Graphic training materials: Your genie in the lamp

Description: In the United States, we have overlooked using illustrated narrative materials (comic books) for training. Illustrated narrative training materials have the following benefits: (1) they promote learning by capitalizing on the visual dependency of the American public; (2) they promote retention by reinforcing the written word with graphic illustrations and with job-related stories; (3) they promote efficient transfer of knowledge to those with limited reading skills and those with limited English comprehension skills; and (4) they increase interest and are read! The Japanese have been successfully using graphic tests for education and training for years. Study comics were developed for mathematics, physics, economics, and multi-volume histories of Japan. Our organization decided to capitalize on the popularity and appeal of comic books and develop a graphic text that teaches the On-the-Job Training (OJT) process and good practices.

The Glenn T. Seaborg Institute for Transactinium Science: 1997-1998 activity report

Description: The Glenn T. Seaborg Institute for Transactinium Science (GTS-ITS) mission supports the long-term manpower and core competency needs of the defense-related and the environmental programs at LLNL. The importance of the GTS-ITS mission is intensified by the current and impending shortage of actinide experts. This sector continues to retire, leaving ever-widening gaps in the core capabilities of the programs and disciplines throughout the Laboratory and the nation. The GTS-ITS focus is to help the Laboratory fill these voids by educating and training the future generation of scientists with the knowledge and expertise required to meet the nation's changing needs in environmental protection and remediation, nuclear waste isolation, national security nuclear surveillance, nuclear energy and industrial applications of nuclear methods, and fundamental transactinium sciences.
