Analysis of PURPA and solar energy

Description: The Public Utility Regulatory Policies Act of 1978 (PURPA) is designed to promote energy conservation, the efficient use of utility resources, and equitable rates. PURPA specifically directs the Federal Energy Regulatory Commission (FERC) to encourage small power production from renewable resources (and also cogeneration of electric energy as well as heat) by setting standards under which facilities qualify for interconnection, and guidelines for sales between utilities and independent faciliti… more

Sun Valley Photovoltaic Power Project, Phase 1. Final report, June 1, 1978-February 28, 1979

Description: An application experiment was devised for fabrication, installation, operation, and evaluation of a concentrating photovoltaic system for direct conversion of sunlight to electricity. If the experiment is performed, the photovoltaic system will be connected to an electric motor load and to an electric utility system. Provisions will be made to allow the motor load to be supplied with power from either the photovoltaic system or the utility system. When the demand of the motor load is low, the p… more

Trans-Pecos Photovoltaic Concentration Experiment. Final report for Phase-I system design, 6 June 1978-28 February 1979

Description: The Trans-Pecos Photovoltaic Concentrating Experiment is the design of a 200 kWe peak photovoltaic concentrating system applied to deep well irrigation in the Trans-Pecos region of Texas. The site selected is typical of deep well irrigation in arid regions of Texas, New Mexico, and Arizona. The existing well utilizes a 200 horse power, three phase, 480 volt induction motor to lift water 540 feet to irrigate 380 acres. The Trans-Pecos Photovoltaic Concentration (PVC) system employs a two axis (a… more

Preliminary analysis of the impact on utility distribution systems of power feedback from residential photovoltaic systems

Description: The objective of this study is to make a preliminary but quantitative assessment of the technical and cost impacts on utility distribution systems resulting from the feedback of power into the grid from on-site residential photovoltaic systems. It was assumed that the photovoltaic systems were intended, and designed, primarily to serve the electric loads of the homes on which they were located. It was further assumed that any power generated in excess of these requirements would be fed back int… more

System integration issues of residential solar photovoltaic systems

Description: The objective of this study is to evaluate the economic effects of residential solar PV systems on the utility's revenue, capacity, and energy requirements from the electric utility's perspective and to estimate the price that it might pay for surplus energy compared to what it would charge for deficits. The power and energy generated by the solar PV systems reduce the capital and operating costs that would otherwise be incurred by the utility. These avoided costs suggest what the uti… more

Analysis of the effects of integrating wind turbines into a conventional utility: a case study. Revised final report

Description: The impact on a utility incorporating wind turbine generation due to wind speed sampling frequency, wind turbine performance model, and wind speed forecasting accuracy is examined. The utility analyzed in this study was the Los Angeles Department of Water and Power, and the wind turbine assumed was the MOD-2. The sensitivity of the economic value of wind turbine generation to wind speed sampling frequency and wind turbine modeling technique is examined as well as the impact of wind forecasting … more

Weather forecast-based optimization of integrated energy systems.

Description: In this work, we establish an on-line optimization framework to exploit detailed weather forecast information in the operation of integrated energy systems, such as buildings and photovoltaic/wind hybrid systems. We first discuss how the use of traditional reactive operation strategies that neglect the future evolution of the ambient conditions can translate in high operating costs. To overcome this problem, we propose the use of a supervisory dynamic optimization strategy that can lead to more… more

Photovoltaic mission analysis. Program summary report, 15 August 1978-28 February 1979

Description: The overall objective of the project since its inception has been to support the planning, development, and guidance of the DOE National Photovoltaic Program on a continuing basis by: (1) identifying and evaluating those photovoltaic applications (including total energy applications) that are most likely to lead to significant contributions to the national energy supply, (2) identifying and evaluating attractive opportunities for demonstration programs and other strategies (e.g. tax incentives)… more

ORFIN: An electric utility financial and production simulator

Description: With the coming changes in the electrical industry, there is a broad need to understand the impacts of restructuring on customers, existing utilities, and other stakeholders. Retail wheeling; performance-based regulation; unbundling of generation, transmission, and distribution; and the impact of stranded commitments are all key issues in the discussions of the future of the industry. To quantify these issues, financial and production cost models are required. The authors have created a smaller… more

Reducing the cost of energy delivery disruptions: The role of advanced technology

Description: In July and August 1996, the electric grid in the western Unite States experienced widespread power outages from southern California to western Canada. These large disruptions reminded us of the vulnerability of our energy delivery systems. While these disruptions may have been isolated events, there are a growing number of threats to the security, stability, reliability and safety of our national energy delivery systems. For a fraction of the billions of dollars a year these outages cost our e… more

Supplement analysis, Southpoint power project

Description: The Calpine Corporation applied to interconnect its proposed power plant with the Western Area Power Administration`s (Western) Parker-Davis project in western Arizona. Western, as a major electric transmission system owner is required by existing policies and regulations, to provide access to its transmission system, when requested by an eligible organization. The proposed interconnection would integrate a major source of new generation into the Parker-Davis system which would allow Calpine to… more

Technologies for the new millennium: Photovoltaics as a distributed resource

Description: Photovoltaics (PV) is emerging as an important distributed resource. PV gives both the benefits of a distributed resource and a clean power source. Because PV can be installed at both residential and commercial locations, it can be used to reduce peak demand when its output is properly matched with power demand. It can also improve asset utilization by requiring less large capital generation spending and delaying some equipment replacement. With the price of some grid-connected PV systems expec… more
