Providing access: The difference between sharing and just reporting geographical information systems and engineering information/information technology organizational data

Description: The concept for Corporate computer-aided design (CAD)/computer-aided engineering (CAE)/geographical information systems (GIS) and engineering information (EI)/ information technology (IT), and the sharing of this information is becoming popular as organizations flatten (or perhaps become more hollow) and as their functions merge into processes. However, not much is known about information sharing: why sharing happens, whit it does not, how much sharing is desirable, and how to manage it. This paper takes a look at these important issues.

Social Disruption in Nigerian Public Universities: A Study of the Impact of Strikes on Students' Information Behavior

Description: This study applied social disruption as a concept that highlights factors responsible for the breakdown of social relationships in societies. Social disruption has many forms, however, the focus in this study was on strikes, which create constant social disruption in Nigerian public universities and could have serious impact on students' information behavior. Two universities – Federal University of Technology Owerri (FUTO) and Imo State University Owerri (IMSU) – were chosen for the study, and data was obtained through an online survey across sample of approximately 250 participants from the two selected public universities in Nigeria. The study applied the principle of least effort theory and the model of information search process to investigate the research questions of this dissertation which were: (1) what kinds of information do university students in Nigeria seek, and to what extent do strikes have implications on their information behavior?; (2) how do Nigerian students perceive the impact of strikes on their information source location and information resource usage?; (3) to what extent can information and communication technology (ICT) minimize the impact of strikes on students' information behavior?; and (4) how can universities in Nigeria prevent strikes from impacting students' information behavior? t-Tests were applied to test the hypotheses. Findings suggested that strikes negatively impacted students information behavior in certain areas of information needs, information use and information sources.

Beyond the media: A new strategy for distributing scientific and technical information

Description: Communications media -- newspapers, television, magazines, etc. -- may be the most powerful single influence on modern life. Certainly they are the most important source of information citizens use to form opinions about such complex scientific questions as global warming or nuclear waste cleanup. But commercial news media have built-in limitations on their effectiveness as information sources. Reliance on advertising for revenue means the media are limited in the volume of material they can cover. In addition, the need to attract the largest possible, or the most select, audience for advertisers limits the complexity of information that the media can present. Finally, existing media organizations offer few, if any, ways for users to retrieve past information. These limitations deprive citizens of needed information, increase pressure on political leaders, and create the gridlock over scientific and public policy questions caused by the Not in My Backyard'' snydrome. Fortunately, modern communications technology is changing in ways that allow public policy makers to address these shortenings. Companies now barred from the information business are seeking to enter, existing media companies are looking for new sources of revenue, and new information products are seeking markets. Several changes to existing media and communications policy will be suggested and general principles for building a better overall communications system will be discussed. 18 refs.

Information Seeking in a Balkan Country: A Case Study of College Students Seeking and Use of Information

Description: Using a case study approach this study investigated how college students in Vlore, Albania seek and use information resources for academic and personal needs and whether they follow a pattern similar to Brenda Dervin's sense-making, or Marcia Bates' berry-picking information seeking models. Influencing factors studied were economic factors, information communication technologies and information culture/policy. A literature review showed that no previous published research has studied information seeking behavior of college age students and faculty in Albania. Thirty-four college students and two full time faculty completed a survey and a smaller group were interviewed. The results of the study indicate that Google is the main source for seeking information for both academic and personal purposes. College students are not introduced or taught on how to evaluate information sources. The information communication technology needs improvement to support information needs. The library as a major information resource was not apparent to most students. College students utilize berry-picking as the information seeking model and faculty use sense-making, as a model of information seeking. This study adds to the knowledge of the information seeking behavior of college students in a developing country, the need for information literacy courses at the university level, and the identification of additional areas of research regarding information communication technologies, information policy, and literacy for developing countries.

Fact-based Enterprise Information Management using NIAM

Description: The effort to consolidate the ``islands of information`` within an enterprise -- to manage information at the enterprise level rather than the department or sub-system level -- is known by many names, such as ``Information Resource Management`` and ``Corporate Data Administration``. Here we will call it ``Enterprise Information Management`` (EIM). This effort is becoming increasingly vital as the need for shared information grows, yet it is plagued by costly, time-consuming efforts that produce reams of hard-to-maintain documentation. The results are difficult to integrate, measure, or apply. Management needs a tool that can integrate models from diverse modeling efforts into a global knowledge base, produce metrics to clarify the value of the integration process, and provide a short, traceable route between information models and their physical implementations. The natural-language emphasis of NIAM makes it an ideal candidate for this tool. When integrated with enterprise-wide data administration, the collection of metrics, CASE tools that produce application code, and automated support tools, NIAM can effectively manage multiple Universes of Discourse (UOD). Prototypes of automated support tools, ``Fact Manager`` and ``Fact Designer``, will be discussed.

Cross-language information retrieval using PARAFAC2.

Description: A standard approach to cross-language information retrieval (CLIR) uses Latent Semantic Analysis (LSA) in conjunction with a multilingual parallel aligned corpus. This approach has been shown to be successful in identifying similar documents across languages - or more precisely, retrieving the most similar document in one language to a query in another language. However, the approach has severe drawbacks when applied to a related task, that of clustering documents 'language-independently', so that documents about similar topics end up closest to one another in the semantic space regardless of their language. The problem is that documents are generally more similar to other documents in the same language than they are to documents in a different language, but on the same topic. As a result, when using multilingual LSA, documents will in practice cluster by language, not by topic. We propose a novel application of PARAFAC2 (which is a variant of PARAFAC, a multi-way generalization of the singular value decomposition [SVD]) to overcome this problem. Instead of forming a single multilingual term-by-document matrix which, under LSA, is subjected to SVD, we form an irregular three-way array, each slice of which is a separate term-by-document matrix for a single language in the parallel corpus. The goal is to compute an SVD for each language such that V (the matrix of right singular vectors) is the same across all languages. Effectively, PARAFAC2 imposes the constraint, not present in standard LSA, that the 'concepts' in all documents in the parallel corpus are the same regardless of language. Intuitively, this constraint makes sense, since the whole purpose of using a parallel corpus is that exactly the same concepts are expressed in the translations. AEC/RECON project at ORNL

Description: The present status of the AEC/RECON project is discussed, with particular reference to the ORNL participation. A little of the history of the project is given, plus some technical description and a user's manual. AEC/RECON is an information retrieval prolect that uses CRT screens for rapid display of results from computerized files. Bibliographic data from Nuclear Science Abstracts and other data bases are available for searching. The project came to ORNL in 1971 with 5 terminals and 150,000 bibliographic entries. Now there are 15 terminals and 300,000 entries. (auth)
