Energy Information Administration new releases. Volume 1

Description: This publication of the National Energy Information Center contains news items and information sources related primarily to electricity generation. News items reported on in this issue include utility compliance costs for the Clean Air Act, 1995 profits for major energy companies, and competition issues in the electric power and natural gas industries. A summary report on crude oil prices is also presented. National Geoscience Data Repository System: Phase 2, Planning and pilot study. Progress report, February--April 1995

Description: The American Geological Institute (AGI) recently completed the first phase of a multiphase program to study and implement a National Geoscience Data Repository System (NGDRS) to capture and preserve valuable geoscientific data. They study was initiated in response to the fact that tens of billions of dollars worth of domestic eological and geophysical data are in jeopardy of being irrevocably lost or destroyed as a consequence of the ongoing downsizing of the US energy and minerals industry. The NGDRS would serve as an important and valuable source of information for the entire geoscience community for a variety of applications, including environmental protection, water resource management, global change studies, reducing risks from earthquakes and other geologic hazards, and basic and applied research. The repository system would also contain critical data that would enable domestic energy and minerals companies to expand their exploration and production programs in the United States for increased recovery of domestic oil, gas, and mineral resources. Progress is reported on the second phase of this program.

ENERGY RESOURCES CENTER

Description: First I will give a short history of this Center which has had three names and three moves (and one more in the offing) in three years. Then I will tell you about the accomplishments made in the past year. And last, I will discuss what has been learned and what is planned for the future. The Energy and Environment Information Center (EEIC), as it was first known, was organized in August 1975 in San Francisco as a cooperative venture by the Federal Energy Administration (FEA), Energy Research and Development Administration (ERDA) and the Environmental Protection Agency (EPA). These three agencies planned this effort to assist the public in obtaining information about energy and the environmental aspects of energy. The Public Affairs Offices of FEA, ERDA and EPA initiated the idea of the Center. One member from each agency worked at the Center, with assistance from the Lawrence Berkeley Laboratory Information Research Group (LBL IRG) and with on-site help from the EPA Library. The Center was set up in a corner of the EPA Library. FEA and ERDA each contributed one staff member on a rotating basis to cover the daily operation of the Center and money for books and periodicals. EPA contributed space, staff time for ordering, processing and indexing publications, and additional money for acquisitions. The LBL Information Research Group received funds from ERDA on a 189 FY 1976 research project to assist in the development of the Center as a model for future energy centers.

Atomic and molecular physics and data activities for astrophysics at Oak Ridge National Laboratory

Description: The atomic astrophysics group at ORNL produces, collects, evaluates, and disseminates atomic and molecular data relevant to astrophysics and actively models various astrophysical environments utilizing this information. With the advent of the World Wide Web, these data are also being placed on-line to facilitate their use by end-users. In this brief report, the group`s recent activities in data production and in modeling are highlighted. For example, the authors describe recent calculations of elastic and transport cross sections relevant to ionospheric and heliospheric studies, charge transfer between metal ions and metal atoms and novel supernova nebular spectra modeling, ion-molecule collision data relevant to planetary atmospheres and comets, and data for early universe modeling.

LLNL nuclear data libraries used for fusion calculations

Description: The Physical Data Group of the Computational Physics Division of the Lawrence Livermore National Laboratory has as its principal responsibility the development and maintenance of those data that are related to nuclear reaction processes and are needed for Laboratory programs. Among these are the Magnetic Fusion Energy and the Inertial Confinement Fusion programs. To this end, we have developed and maintain a collection of data files or libraries. These include: files of experimental data of neutron induced reactions; an annotated bibliography of literature related to charged particle induced reactions with light nuclei; and four main libraries of evaluated data. We also maintain files of calculational constants developed from the evaluated libraries for use by Laboratory computer codes. The data used for fusion calculations are usually these calculational constants, but since they are derived by prescribed manipulation of evaluated data this discussion will describe the evaluated libraries.

RSIC after 20 years: a look back and a look ahead

Description: On the occasion of RSIC's 20th anniversary year, this review includes highlights and lessons learned. In June 1963, the first RSIC Newsletter was published, and information analyses procedures and practices were initiated. Evidence indicates that RSIC served for 20 years as the focal point for the exchange and transfer of radiation transport technology and contributed to the advancement of the state of the art. The original concept is found to be sound: operate an information analysis center by collecting, organizing, evaluating, and analyzing all relevant information and making the information available in a form readily useful to scientists and engineers. Computing technology, a computer-based literature information system, and an advisory service remain important elements of the center. Continuing interaction between the center, developers, and users of information products and services has been a key to RSIC success. A look to the future reflects optimism.

International information exchange in fusion research

Description: Formal and informal agreements exist between the US and several other countries, assuring the unrestricted exchange of magnetic fusion information. The Fusion Energy Library at Oak Ridge National Laboratory uses the US Department of Energy standard distribution system and exchange agreements to ensure the receipt of current reports. Selective dissemination of information, computer networks, and exchange programs are additional means for information gathering. The importance of these means as they relate to the fusion program in the US and specifically at ORNL is discussed.

Development of a center for biosystmeatics resources. Progress report, November 1, 1978-October 31, 1979

Description: The objective in the development of a Center for Biosystematics Resources is to provide a centralized source of information regarding the biological expertise available in the academic/museum community; and the federal and state regulations concerning the acquisition, transport, and possession of biological specimens. Such a Center would serve to facilitate access to this widely dispersed information. The heart of the Center is a series of computer assisted data bases which contain information on biologists and their areas of expertise, biological collections, annotated federal regulations, and federal and state controlled species lists. The purpose of this three-year contract with the Department of Energy is to continue the updating and revision of these data bases, make the information they contain readily available to the Department of Energy, other government agencies, the private sector, and the academic community; and to achieve financial independence by the end of the three-year period.

Value of the energy data base

Description: An assessment was made of the Energy Data Base (EDB) of the Department of Energy's Technical Information Center (TIC). As the major resource containing access information to the world's energy literature, EDB products and services are used extensively by energy researchers to identify journal articles, technical reports and other items of potential utility in their work. The approach taken to assessing value begins with the measurement of extent of use of the EDB. Apparent value is measured in terms of willingness to pay. Consequential value is measured in terms of effect - for searching, the cost of reading which results; and for reading, the savings which result from the application of the information obtained in reading. Resulting estimates of value reflect value to the searchers, the reader, and the reader's organization or funding source. A survey of the 60,000 scientists and eingineers funded by the DOE shows that annually they read about 7.1 million journal articles and 6.6 million technical reports. A wide range of savings values were reported for one-fourth of all article readings and three-fourths of all report readings. There was an average savings of $590 per reading of all articles; there was an average savings of $1280 for technical reports. The total annual savings attributable to reading by DOE-funded scientists and engineers is estimated to be about $13 billion. An investment of $5.3 billion in the generation of information and about $500 million in processing and using information yields a partial return of about $13 billion. Overall, this partial return on investment is about 2.2 to 1. In determining the value of EDB only those searches and readings directly attributable to it are included in the analysis. The values are $20 million to the searchers, $117 million to the readers and $3.6 billion to DOE.

Defense Technical Information Center thesaurus

Description: This DTIC Thesaurus provides a basic multidisciplinary subject term vocabulary used by DTIC to index and retrieve scientific and technical information from its various data bases and to aid DTIC`s users in their information storage and retrieval operations. EXFOR systems manual: Nuclear reaction data exchange format. Revision 97/1

Description: This document describes EXFOR, the exchange format designed to allow transmission of nuclear reaction data between the members of the Nuclear Data Center Network. In addition to storing the data and its` bibliographic information, experimental information, including source of uncertainties, is also compiled. The status and history of the data set is also included, e.g., the source of the data, any updates which have been made, and correlations to other data sets. EXFOR is designed for flexibility rather than optimization of data processing in order to meet the diverse needs of the nuclear reaction data centers. The exchange format should not be confused with a center-to-user format. Although users may obtain data from the centers in the EXFOR format, other center-to-user formats have been developed to meet the needs of the users within each center`s own sphere of responsibility. The exchange format, as outlined, is designed to allow a large variety of numerical data tables with explanatory and bibliographic information to be transmitted in an easily machine-readable format (for checking and indicating possible errors) and a format that can be read by personnel (for passing judgment on and correcting any errors indicated by the machine).

Nuclear data online

Description: The National Nuclear Data Center (NNDC) Online Data Service, available since 1986, is continually being upgraded and expanded. Most files are now available for access through the World Wide Web. Bibliographic, experimental, and evaluated data files are available containing information no neutron, charged-particle, and photon-induced nuclear reaction data, as well as nuclear decay and nuclear structure information. An effort is being made through the world-wide Nuclear Reaction Data Centers collaboration to make the charged-particle reaction data libraries as complete as possible. The data may be downloaded or viewed both as plots or as tabulated data. A variety of output formats are available for most files.

The ORNL Controlled Fusion Atomic Data Center

Description: The principal mission of the Controlled Fusion Atomic Data Center is the collection evaluation, and dissemination of atomic collision data relevant to fusion energy development. With the advent of the widespread use of the World Wide Web, the data center`s resources are being placed on-line to facilitate their use by end-users (cf. http://www-cfadc.phy.ornl.gov/). As this development continues, initially disparate, individually compiled resources will be transformed into integrated tools for retrieving recommended data, or displaying and manipulating the information available. The data center`s present capabilities, recent data production/evaluation efforts, and goals for future development are highlighted here.

Software and information life cycle (SILC) for the Integrated Information Services Organization

Description: This document describes the processes to be used for creating corporate information systems within the scope of the Integrated Information Services (IIS) Center. Issue B describes all phases of the life cycle, with strong emphasis on the interweaving of the Analysis and Design phases. This Issue B supersedes Issue A, which concentrated on the Analysis and Implementation phases within the context of the entire life cycle. Appendix A includes a full set of examples of the deliverables, excerpted from the Network Database. Subsequent issues will further develop these life cycle processes as we move toward enterprise-level management of information assets, including information meta-models and an integrated corporate information model. The phases described here, when combined with a specifications repository, will provide the basis for future reusable components and improve traceability of information system specifications to enterprise business rules.

Energy efficiency programs and policies in the industrial sector in industrialized countries

Description: About 37% of the primary energy consumed both in the U.S. and globally is used by the industrial sector. A variety of energy efficiency policies and programs have been implemented throughout the world in an effort to improve the energy efficiency of this sector. This report provides an overview of these policies and programs in twelve industrialized nations and the European Union (EU). We focus on energy efficiency products and services that are available to industrial consumers, such as reports, guidebooks, case studies, fact sheets, profiles, tools, demonstrations, roadmaps and benchmarking. We also focus on the mechanisms to communicate the availability and features of these products and services and to disseminate them to the industrial consumers who can use them. Communication channels include customer information centers and websites, conferences and trade shows, workshops and other training mechanisms, financial assistance programs, negotiated agreements, newsletters, publicity, assessments, tax and subsidy schemes and working groups. In total, over 30 types of industrial sector energy efficiency products, services and delivery channels have been identified in the countries studied. Overall, we found that the United States has a large variety of programs and offers industry a number of supporting programs for improving industrial energy efficiency. However, there are some products and services found in other industrialized countries that are not currently used in the U.S., including benchmarking programs, demonstration of commercialized technologies and provision of energy awareness promotion materials to companies. Delivery mechanisms found in other industrialized countries that are not employed in the U.S. include negotiated agreements, public disclosure and national-level tax abatement for energy-efficient technologies.
