The report was requested by Senator John Heinz as part of an assessment of technology, innovation and U.S. trade requested by the Senate Committee on Finance; the Senate Committee on Banking, Housing and Urban Affairs; and the House Committee on Banking, Finance and Urban Affairs. A final report will be published in 1989.
