Gulf Coast assessment overview/charge to the workshop

Description: There are several reasons that the U. S. Global Change Research Program (USGCRP) has initiated the U.S. National Assessment: The Potential Consequences of Climate Variability and Change. The reasons all revolve around answering questions posed in Washington by members of Congress on behalf of their constituents as to why climate change concerns them. This workshop is part of the process for getting better answers to these questions. This paper briefly reviews the science of climate change and the human influence on climate change, discusses future climate change, and considers national and international perspectives on global change. It discusses the potential for mitigation of climate change and the need to cope with climate change. The author explains the U.S. National Assessment.

Gulf Coast Rebuilding: Preliminary Observations on Progress to Date and Challenges for the Future

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The size and scope of the devastation caused by the 2005 Gulf Coast hurricanes presents unprecedented rebuilding challenges. Today, more than a year and a half since the hurricanes made landfall, rebuilding efforts are at a critical turning point. The Gulf Coast must face the daunting challenge of rebuilding its communities and neighborhoods--some from the ground up. This testimony (1) places the federal assistance provided to date in the context of the resources likely needed to rebuild the Gulf Coast, (2) discusses key federal programs currently being used to provide rebuilding assistance, with an emphasis on the Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) program, (3) describes Louisiana's and Mississippi's approach to using CDBG funds, and (4) provides observations on planning activities in Louisiana and Mississippi and the federal government's role in coordinating rebuilding efforts. GAO visited the Gulf Coast region, reviewed state and local documents, and interviewed federal, state, and local officials."

Gulf Coast Rebuilding: Observations on Federal Financial Implications

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The devastation caused by the Gulf Coast hurricanes presents the nation with unprecedented challenges as well as opportunities to reexamine shared responsibility among all levels of government. All levels of government, together with the private and nonprofit sectors, will need to play a critical role in the process of choosing what, where, and how to rebuild. Agreeing on what the costs are, what federal funds have been provided, and who will bear the costs will be key to the overall rebuilding effort. This testimony (1) places federal assistance provided to date in the context of damage estimates for the Gulf Coast, and (2) discusses key federal programs that provide rebuilding assistance to the Gulf Coast states. In doing so, GAO highlights aspects of rebuilding likely to place continued demands on federal resources. GAO visited the Gulf Coast region, reviewed state and local documents, and interviewed federal, state, and local officials. GAO's ongoing work on these issues focuses on the use of federal rebuilding funds and administration of federal programs in the Gulf Coast region."

Description: The present study explores some of the materials native to the Texas Gulf Coast between Corpus Christi and Beaumont relative to their adaptability to weaving. The problem is three-fold: first, to collect and identify the indigenous materials which might prove suitable for weaving; second, to determine the range of uses which each might serve in a weaving program; and third, to test further each selected specimen by making a sample into a finished woven product.
