Greenhouse Gas Legislation: Summary and Analysis of H.R. 2454 as Passed by the House of Representatives

Description: H.R. 2454, the American Clean Energy and Security Act of 2009, contains provisions that would amend the Clean Air Act to establish a cap-and-trade system designed to reduce greenhouse gas emissions from covered sources 17% below 2005 levels by 2020 and 83% below 2005 levels by 2050. Total aerosol effect: forcing or radiative flux perturbation?

Description: Uncertainties in aerosol forcings, especially those associated with clouds, contribute to a large extent to uncertainties in the total anthropogenic forcing. The interaction of aerosols with clouds and radiation introduces feedbacks which can affect the rate of rain formation. Traditionally these feedbacks were not included in estimates of total aerosol forcing.
