Charitable Contributions: The Itemized Deduction Cap and Other FY2011 Budget Options

Description: The Administration's 2010 and 2011 budget outlines contain a proposal to cap the value of itemized deductions at 28%, for high-income taxpayers. In the 2010 proposal, the expected revenue was dedicated to addressing health care issues; as other sources are expected to finance health care, the proposal is now part of the increased taxes on upper-income taxpayers. This report contains information on the comparisons to past tax changes, estimated effects on aggregate charitable giving, effects by types of charitable objectives, estate tax issues, historical changes in the estate tax, effects of changes in the estate tax by types of charitable objectives, policy options, and related information and figures.

Baselines and Scorekeeping in the Federal Budget Process

Description: Baselines and scorekeeping are an integral part of the federal budget process, providing Congress and the President with a framework for making and enforcing budgetary decisions. A baseline serves as a benchmark for federal budget decisions. While the Office of Management and Budget and the Congressional Budget Office create different baselines, their baselines project federal spending, revenue, and budget surplus or deficit amounts that would occur if existing budget policies were left unchanged. Scorekeeping is the process by which the budgetary impact of proposed ad enacted budgetary policies is measured; it assists Congress and the President in making and enforcing budgetary decisions.

Census 2000: Sampling as an Appropriations Issue In the 105th Congress

Description: The 105th Congress has debated the decennial census sampling issue mainly in the appropriations process, beginning with FY 1997 supplemental appropriations legislation for disaster relief. In Fy 1998, appropriation for Commerce, Justice, and State, the Judiciary, and Related Agencies, the Senate instructed the Bureau of the Census not to make "irreversible" Census 2000 sampling plans, while the House sought a moratorium on these plans, pending expedited judicial review of their constitutionally and legality. This report contains information on FY 1997 and 1998 appropriations and related Congressional actions
