State heating oil and propane program: Final technical report, 1991-92 heating season, Minnesota Department of Public Service

Description: This report summarizes the survey approach and results of the Department of Public Service`s survey of retail fuel oil and propane prices during the 1991-92 heating season. The semi-monthly phone surveys were conducted in cooperation with the U. S. Department of Energy`s State Fuel Oil and Propane Program, which coordinated surveys of heating fuel, prices by 25 eastern and midwest states. This federal/state program serves as a method for fast collection, analysis, and dissemination of information on current residential prices. No other information source meets needs for timely retail, price information over the course of the heating season.

Simplified Configuration for the Combustor of an oil Burner using a low Pressure, high flow air-atomizing Nozzle

Description: The invention relates to clean burning of fuel oil with air. More specifically, to a fuel burning combustion head using a low-pressure, high air flow atomizing nozzle so that there will be a complete combustion oil resulting in a minimum emission of pollutants. The inventors have devised a fuel burner that uses a low pressure air atomizing nozzle. The improved fuel burner does not result in the use of additional compressors or the introduction of pressurized gases downstream, nor does it require a complex design.

Fuel oil and kerosene sales 1994

Description: This publication contains the 1994 survey results of the ``Annual Fuel Oil and Kerosene Sales Report`` (Form EIA-821). This is the sixth year that the survey data have appeared in a separate publication. Prior to the 1989 report, the statistics appeared in the Petroleum Marketing Annual (PMA)for reference year 1988 and the Petroleum Marketing Monthly (PMM) for reference years 1984 through 1987. The 1994 edition marks the 11th annual presentation of the results of the ongoing ``Annual Fuel Oil and Kerosene Sales Report`` survey. Distillate and residual fuel oil sales continued to move in opposite directions during 1994. Distillate sales rose for the third year in a row, due to a growing economy. Residual fuel oil sales, on the other hand, declined for the sixth year in a row, due to competitive natural gas prices, and a warmer heating season than in 1993. Distillate fuel oil sales increased 4.4 percent while residual fuel oil sales declined 1.6 percent. Kerosene sales decreased 1.4 percent in 1994.

Description: The 1999 Oil Heat Technology Conference and Workshop, April 15-16 at Brookhaven National Laboratory (BNL) is sponsored by the U. S. Department of Energy, Office of Building Technology, State and Community Programs (DOEBTS). The meeting is also co-sponsored by the: Petroleum Marketers Association of America, New England Fuel Institute, Oilheat Manufacturers Association, National Association of Oil Heat Service Managers, New York State Energy Research and Development Authority, Empire State Petroleum Association, New York Oil Heating Association, Oil Heat Institute of Long Island, and the Pennsylvania Petroleum Association. BNL is proud to acknowledge all of our 1999 co-sponsors, without their help and support the conference would have been canceled due to budget restrictions. It is quite gratifying to see an industry come together to help support an activity like the technology conference, for the benefit of the industry as a whole. The 1999 Oil Heat Technology Conference and Workshop, will be the thirteenth since 1984, is a very valuable technology transfer activity supported by the ongoing Combustion Equipment Technology (Oilheat R and D) program at BNL. The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. They will provide a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. TEMPERATURE-BASED REACTIVE FLOW MODEL FOR ANFO.

Description: Reaction rates depend on temperature as well as on the mechanical state. In shock wave initiation, experimental data almost always comprise mechanical measurements such as shock speed, material speed, compression, and pressure, and are accordingly modeled in terms of these parameters. Omission of temperature is one reason why mechanically based reaction rates do not extrapolate well out with the range of states used to normalize them. The model presented addresses chemical processes directly, enabling chemical kinetic data reported in terms of temperature (and at STP, generally) to be used in shock reaction models. We have recently extended a temperature-based model for use with ANFO-type formulations. Reactive material is treated as a heterogeneous mixture of components, each of which has its own model for response to dynamic loading (equation of state, strength model, reactions.) A finite-rate equilibration model is used to determine the overall response of the mixture to dynamic loading. In this model of ANFO, the ammonium nitrate and the fuel oil are treated as separate components in the unreacted mixture.

Combustion Properties of Biomass Flash Pyrolysis Oils: Final Project Report

Description: Thermochemical pyrolysis of solid biomass feedstocks, with subsequent condensation of the pyrolysis vapors, has been investigated in the U.S. and internationally as a means of producing a liquid fuel for power production from biomass. This process produces a fuel with significantly different physical and chemical properties from traditional petroleum-based fuel oils. In addition to storage and handling difficulties with pyrolysis oils, concern exists over the ability to use this fuel effectively in different combustors. The report endeavors to place the results and conclusions from Sandia's research into the context of international efforts to utilize pyrolysis oils. As a special supplement to this report, Dr. Steven Gust, of Finland's Neste Oy, has provided a brief assessment of pyrolysis oil combustion research efforts and commercialization prospects in Europe.

Proactive maintenance initiatives at Argonne National Laboratory-West

Description: In the late 1980`s, ANL-W Management foresaw a need to provide dedicated technical support for maintenance supervisors. Maintenance supervisors were facing increased challenges to ensure all environmental, safety, and waste management regulations were followed in daily maintenance activities. This increased burden was diverting supervisory time away from on-the-job supervision. Supervisors were finding less time for their ``mentor`` roles to ensure maintenance focused on finding and correcting root causes. Additionally the traditional maintenance organization could not keep up with the explosion in predictive maintenance technologies. As a result, engineers were tasked to provide direct technical support to the maintenance organization. Today the maintenance technical support group consists of two mechanical engineers, two electrical engineers and an I&C engineer. The group provides a readily available, quick response resource for crafts people and their supervisors. They can and frequently do ask the support group for help to determine the root cause and to effect permanent fixes. Crafts and engineers work together informally to make an effective maintenance team. In addition to day-to-day problem solving, the technical support group has established several maintenance improvement programs for the site. This includes vibration analysis of rotating machinery, testing of fuel for emergency diesel generators, improving techniques for testing of high efficiency particulate air (HEPA) filters, and capacity testing of UPS and emergency diesel starting batteries. These programs have increased equipment reliability, reduced conventional routine maintenance, reduced unexpected maintenance, and improved testing accuracy. This paper will discuss the interaction of the technical support group within the maintenance department. Additionally the maintenance improvement programs will be presented along with actual cases encountered, the resolutions and lessons learned.

Coal-water slurry fuel combustion testing in an oil-fired industrial boiler. Semi-annual technical progress report, 15 August 1995--15 February 1996

Description: The Pennsylvania State University is conducting a coal-water slurry fuel (CWSF) program with the US Department of Energy (DOE) and the Commonwealth of Pennsylvania to determine the viability of firing CWSF in an industrial boiler designed for heavy fuel oil. Penn State and DOE have entered into a cooperative agreement to determine if CWSFs prepared from cleaned coal (containing approximately 3.5 wt.% ash and 0.9 wt.% sulfur) can be burned effectively in a heavy fuel oil-designed industrial boiler without adverse impact on boiler rating, maintainability, reliability, and availability. Information will also be generated to help in the design of new systems specifically configured to fire these clean coal-based fuels. The project consists of four phases: (1) design, permitting, and test planning, (2) construction and start up, (3) demonstration and evaluation (1,000-hour demonstration), and (4) expanded demonstration and evaluation (installing a CWSF preparation circuit, performing baseline tests firing No. 6 fuel oil, and conducting additional CWSF testing). The first three phases (i.e., the first 1,000-hour demonstration) have been completed and the combustion performance of the burner that was provided with the boiler did not meet performance goals. A maximum coal combustion efficiency of 95% (compared to a target of 98%) was achieved and natural gas cofiring (15% of the total thermal input) was necessary to maintain a stable flame. Consequently, the first demonstration was terminated after 500 hours. The second CWSF demonstration (Phase 4) will be conducted with a proven CWSF-designed burner. Prior to starting the second demonstration, a CWSF preparation circuit was constructed to provide flexibility in CWSF production. The circuit initially installed involved single-stage grinding. A regrid circuit was recently installed and will be evaluated. A burner was installed from ABB Combustion Engineering (ABB/CE) and will be used to generate baseline data firing No. 6 fuel oil and CWSF. ...

CROW{trademark} FIELD DEMONSTRATION WITH BELL LUMBER AND POLE

Description: Beginning in 1990, efforts were initiated for Western Research Institute (WRI) to implement an in situ remediation project for the contaminated aquifer at the Bell Lumber and Pole Company (Bell Pole) Site in New Brighton, Minnesota. The remediation project involves the application of the Contained Recovery of Oily Waste (CROW{trademark}) process, which consists of hot-water injection to displace and recover the non-aqueous phase liquids (NAPL) (Johnson and Sudduth 1989). Wood treating activities began at the Bell Pole Site in 1923 and have included the use of creosote and pentachlorophenol (PCP) in a fuel oil carrier. Creosote was used as a wood preservative from 1923 to 1958. Provalene 4-A, a non-sludging fuel-oil-type carrier for PCP, was used from 1952 until it was no longer commercially available in 1968. A 5-6% mixture of PCP in fuel oil has been used as a wood preservative since 1952, and a fuel-oil-type carrier, P-9, has been used since 1968. While reviewing the site evaluation information, it became apparent that better site characterization would enhance the outcome of the project. Additional coring indicated that the area's extent of the contaminated soils was approximately eight times greater than initially believed. Because of these uncertainties, a pilot test was conducted, which provided containment and organic recovery information that assisted in the design of the full-scale CROW process demonstration.

DEVELOPMENT OF A LOW PRESSURE, AIR ATOMIZED OIL BURNER WITH HIGH ATOMIZER AIR FLOW

Description: This report describes technical advances made to the concept of a low pressure, air atomized oil burner for home heating applications. Currently all oil burners on the market are of the pressure atomized, retention head type. These burners have a lower firing rate limit of about 0.5 gallons per hour of oil, due to reliability problems related to small flow passage sizes. High pressure air atomized burners have been shown to be one route to avoid this problem but air compressor cost and reliability have practically eliminated this approach. With the low pressure air atomized burner the air required for atomization can be provided by a fan at 5--8 inches of water pressure. A burner using this concept, termed the Fan-Atomized Burner or FAB has been developed and is currently being commercialized. In the head of the FAB, the combustion air is divided into three parts, much like a conventional retention head burner. This report describes development work on a new concept in which 100% of the air from the fan goes through the atomizer. The primary advantage of this approach is a great simplification of the head design. A nozzle specifically sized for this concept was built and is described in the report. Basic flow pressure tests, cold air velocity profiles, and atomization performance have been measured. A burner head/flame tube has been developed which promotes a torroidal recirculation zone near the nozzle for flame stability. The burner head has been tested in several furnace and boiler applications over the tiring rate range 0.2 to 0.28 gallons per hour. Superclean coal-water slurry combustion testing in an oil-fired boiler. Quarterly technical progress report, August 15--November 15, 1989

Description: The Pennsylvania State University is conducting a superclean coal-water slurry (SCCWS) program for the US Department of Energy (DOE) and the Commonwealth of Pennsylvania with the objective of demonstrating the capability of effectively firing SCCWS in industrial boilers designed for oil. Penn State has entered into a cooperative agreement with DOE to show that SCCWS (a fuel containing coal with less than 3% ash and 0.9% sulfur) can effectively be burned in oil-designed industrial boilers without adverse impact on boiler rating, maintainability, reliability, and availability. The project will provide information on the design of new systems specifically configured to fire these clean coal-based fuels. The project consists of three phases: (1) design, permitting, and test planning, (2) construction and start up, and (3) operations and disposition. The boiler testing will determine if the SCCWS combustion characteristics, heat release rate, slagging and fouling factors, erosion and corrosion limits, and fuel transport, storage, and handling can be accommodated in an oil-designed boiler. In addition, the proof-of-concept demonstration will generate data to determine how the properties of SCCWS and its parent coal affect boiler performance. Economic factors associated with retrofitting and operating boilers will be identified to assess the viability of future oil-to-coal retrofit. Description: The 1998 Oil Heat Technology Conference will be held on April 7--8 at Brookhaven National Laboratory (BNL) under sponsorship by the US Department of Energy, Office of Building Technologies, State and Community Programs (DOE/BTS). The meeting will be held in cooperation with the Petroleum Marketers Association of America (PMAA). The 1998 Oil Heat Technology Conference, will be the twelfth since 1984, is an important technology transfer activity and is supported by the ongoing Combustion Equipment Technology (Oilheat R and D) program at BNL. The reason for the conference is to provide a forum for the exchange of information and perspectives among international researchers, engineers, manufacturers and marketers of oil-fired space-conditioning equipment. They will provide a channel by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the Conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; and (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

Winter fuels report, week ending October 20, 1995

Description: Weekly estimates of distillate stocks (131.6 MMB) are now 2.1 MMB below the lower bound of the three year average, and the current rate of increase is also lower than the average of the past three years. Heating fuels are 48% of the total inventory and have fallen 1.3 MMB during the past week. Distillate production dipped while demand increased. The supply of propane for the current week declined 1.5 MMB from the prior reporting period but is in the normal range for the time of the year. The natural gas supply available for distribution in August 1995 was estimated to be 1,795 BCF, which was almost unchanged from the previous year. The August 1995 consumption of 1,502 BCF was 6% greater than the previous year. This gas volume included 276 BCF injected into underground storage and 16 BCF exported. In July 1995, major gas pipeline companies paid an average of $1.91/KCF for gas purchased from domestic producers, which was a decrease from $2.03 in the previous month. The price for imported gas was $1.10/KCF. Heating oil prices showed little movement during this period, as did propane prices.

Winters fuels report

Description: The outlook for distillate fuel oil this winter is for increased demand and a return to normal inventory patterns, assuming a resumption of normal, cooler weather than last winter. With industrial production expected to grow slightly from last winter`s pace, overall consumption is projected to increase 3 percent from last winter, to 3.4 million barrels per day during the heating season (October 1, 1995-March 31, 1996). Much of the supply win come from stock drawdowns and refinery production. Estimates for the winter are from the Energy Information Administration`s (EIA) 4th Quarter 1995 Short-Tenn Energy Outlook (STEO) Mid-World Oil Price Case forecast. Inventories in place on September 30, 1995, of 132 million barrels were 9 percent below the unusually high year-earlier level. Inventories of high-sulfur distillate fuel oil, the principal type used for heating, were 13 percent lower than a year earlier. Supply problems are not anticipated because refinery production and the ready availability of imports should be adequate to meet demand. Residential heating off prices are expected to be somewhat higher than last winter`s, as the effects of lower crude oil prices are offset by lower distillate inventories. Heating oil is forecast to average $0.92 per gallon, the highest price since the winter of 1992-93. Diesel fuel (including tax) is predicted to be slightly higher than last year at $1.13 per gallon. This article focuses on the winter assessment for distillate fuel oil, how well last year`s STEO winter outlook compared to actual events, and expectations for the coming winter. Additional analyses include regional low-sulfur and high-sulfur distillate supply, demand, and prices, and recent trends in distillate fuel oil inventories.

Description: This meeting is the sixteenth oilheat industry technology meeting held since 1984 and the third since the National Oilheat Research Alliance (NORA) was formed. This year's symposium is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Fuel Flexibility Program under the United States Department of Energy, Distributed Energy and Electricity Reliability Program (DEER). The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

Petroleum supply annual 1994, Volume 2

Description: The Petroleum Supply Annual (PSA) contains information on the supply and disposition of crude oil and petroleum products. The publication reflects data that were collected from the petroleum industry during 1994 through annual and monthly surveys. The PSA is divided into two volumes. This first volume contains four sections: Summary Statistics, Detailed Statistics, Refinery Capacity, and Oxygenate Capacity each with final annual data. The second volume contains final statistics for each month of 1994, and replaces data previously published in the Petroleum Supply Monthly (PSM). The tables in Volumes 1 and 2 are similarly numbered to facilitate comparison between them. Explanatory Notes, located at the end of this publication, present information describing data collection, sources, estimation methodology, data quality control procedures, modifications to reporting requirements and interpretation of tables. Industry terminology and product definitions are listed alphabetically in the Glossary.
