INSPECT: a package of computer programs for planning and evaluating safeguards inspections

Description: As part of the US Program of Technical Assistance to IAEA Safeguards, PNL has developed a package of computer programs, called INSPECT, that can be used in planning and evaluating safeguards inspections of various types of nuclear facilities. The programs are based on the statistical methods described in Part F of the IAEA Safeguards Technical Manual and can be used to calculate the variance components of the MUF (Material Unaccounted For) statistic, the variance components of the D (difference… more

State-of-the-art for evaluating the potential impact of tectonism and volcanism on a radioactive waste repository

Description: Most estimates of the time required for safe isolation of radioactive wastes from the biosphere range from 100,000 to 1,000,000 years. For such long time spans, it is necessary to assess the potential effects of geologic processes such as volcanism and tectonic activity on the integrity of geologic repositories. Predictions of geologic phenomena can be based on probabilistic models, which assume a random distribution of events. The necessary historic and geologic records are rarely available to… more

Catalyst and process development for hydrogen preparation from future fuel cell feedstocks. Quarterly progress report, October 1, 1979-December 31, 1979. [Pt/Rh, Ni/Rh, Ni/Pt/Rh, Ni, Ni/Ru, Ni/Pt, Ni/Co]

Description: Twelve steam reforming catalysts were evaluated using an autothermal reforming screening unit. Duplicate tests were run with two samples to determine test variability. The samples tested contained either base metals, precious metals, or combinations of base and precious metals. The test was capable of distinguishing among samples where gross variations in composition are the main factor; for example, catalysts containing 2% by weight precious metals are more active than catalysts containing 15%… more

Development and process evaluation of improved Fischer-Tropsch slurry catalysts

Description: The objective of this contract is to develop a consistent technical data base on the use of iron-based catalysts in Fischer-Tropsch (FT) synthesis reactions. This data base will be developed to allow the unambiguous comparison of the performance of these catalysts with each other and with state-of-the-art iron catalyst compositions. Particular attention will be devoted to generating reproducible kinetic and selectivity data and to developing reproducible improved catalyst compositions.

Compatibility testing of vitrified waste forms

Description: An experimental program to evaluate candidate metals for use in the fabrication of canisters for long-term storage of vitrified radioactive wastes is described. The long-term compatibility of the candidate metal both with the contained vitrified radioactive waste and with the external environments expected in possible final storage locations will be determined. These tests involve heating combinations of waste forms and canister metals in intimate contact for up to 50,000 hr to accelerate any r… more

Site Specific Verification Guidelines.

Description: The Bonneville Power Administration (BPA) and the Northwest region have moved from energy surplus to a time when demand for energy is likely to exceed available supplies. The Northwest Power Planning Council is calling for a major push to acquire new resources.'' To meet anticipated loads in the next decade, BPA and the region must more than double that rate at which we acquire conservation resources. BPA hopes to achieve some of this doubling by programs independently designed and implemented … more

State-of-the-art for evaluating the potential impact of flooding on a radioactive waste repository

Description: This report is a review of the state-of-the-art for evaluating the potential impact of flooding on a deep radioactive-waste repository, namely, for predicting the future occurrence of catastrophic flooding and for estimating the effect of such flooding on waste containment characteristics. Several detrimental effects are identified: flooding can increase groundwater seepage velocities through a repository within the framework of the existing hydrologic system and thus increase the rate of radio… more

An organizational survey of the Strategic Petroleum Reserve. [Organizational survey in preparation for an upcoming Tiger Team Assessment]

Description: At the request of the management of the Strategic Petroleum Reserve (SPR), an Organizational Survey (OS), identical to the one that has been used prior to Tiger Team Assessments at other Department Energy facilities, was administered at SPR independent of a Tiger Team Assessment. The OS measured employees' opinions on subjects such as organizational culture, communication, commitment, group cohesion, coordination, safety, environmental issues, and job satisfaction. The result of this work was a… more

Control room habitability study: findings and recommendations

Description: The Advisory Committee on Reactor Safeguards (ACRS) has raised a number of concerns related to control room habitability and has recommended actions which they believe could alleviate these concerns. As a result of the ACRS's concerns, the US Nuclear Regulatory Commission's (NRC) Office of Nuclear Reactor Regulation (NRR) in conjunction with the Offices of Research and Inspection and Enforcement, and the NRC regional offices, embarked upon a program to reevaluate Control Room Habitability. Exploding the myths about the fast breeder reactor

Description: This paper discusses the facts and figures about the effects of conservation policies, the benefits of the Clinch River Breeder Reactor demonstration plant, the feasibility of nuclear weapons manufacture from reactor-grade plutonium, diversion of plutonium from nuclear plants, radioactive waste disposal, and the toxicity of plutonium. The paper concludes that the U.S. is not proceeding with a high confidence strategy for breeder development because of a variety of false assumptions.

Assessment of the theory and hypotheses of the acidification of watersheds

Description: This report documents and critically assesses the evolution and status of the scientific understanding of the effects of acidic deposition on surface waters. The main conclusion is that the dominant theory of surface-water acidification fails to adequately incorporate many important factors and processes that influence surface water acidity. Some of these factors and processes are not well researched or recognized as being important by most scientists in the aquatic effects research area. 258 r… more

Evaluation of weldments in Type 21-6-9 stainless steel for Compact Ignition Tokamak structural applications: Phase 1

Description: Primary design considerations for the Compact Ignition Tokamak toroidal field-coil cases are yield strength and toughness in the temperature range from 77 to 300 K. Type 21-6-9 stainless steel, also still known by its original Armco Steel Company trade name Nitronic 40, is the proposed alloy for this application. It has high yield strength and usually adequate base metal toughness, but weldments in thick sections have not been adequately characterized in terms of mechanical properties or hot-cr… more
