S. 1961 and H.R. 4024: Legislative Responses to a Chemical Storage Facility Spill

Idaho National Laboratory (INL) Sitewide Institutional Controls Plan

Description: On November 9, 2002, the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE), and the Idaho Department of Environmental Quality approved the Record of Decision Experimental Breeder Reactor-I/Boiling Water Reactor Experiment Area and Miscellaneous Sites, which requires a Sitewide Institutional Controls Plan for the then Idaho National Engineering and Environmental Laboratory (now known as the Idaho National Laboratory). This document, first issued in June 2004, fulfilled that requirement. The revision is needed to provide an update as remedial actions are completed and new areas of concern are found. This Sitewide Institutional Controls Plan is based on guidance in the May 3, 1999, EPA Region 10 Final Policy on the Use of Institutional Controls at Federal Facilities; the September 29, 2000, EPA guidance Institutional Controls: A Site Manager's Guide to Identifying, Evaluating, and Selecting Institutional Controls at Superfund and RCRA Corrective Action Cleanups; and the April 9, 2003, DOE Policy 454.1, "Use of Institutional Controls." These policies establish measures that ensure short- and long-term effectiveness of institutional controls that protect human health and the environment at federal facility sites undergoing remedial action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and/or corrective action pursuant to the Resource Conservation and Recovery Act (RCRA). The site-specific institutional controls currently in place at the Idaho National Laboratory are documented in this Sitewide Institutional Controls Plan. This plan is being updated, along with the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan, to reflect the progress of remedial activities and changes in CERCLA sites.

Screening of Potential Remediation Methods for the 200-ZP-1 Operable Unit at the Hanford Site

Description: A screening-level evaluation of potential remediation methods for application to the contaminants of concern (COC) in the 200-ZP-1 Operable Unit at the Hanford Site was conducted based on the methods outlined in the Guidance for Conducting Remedial Investigations and Feasibility Studies under CERCLA Interim Final. The scope of this screening was to identify the most promising remediation methods for use in the more detailed analysis of remediation alternatives that will be conducted as part of the full feasibility study. The screening evaluation was conducted for the primary COC (potential major risk drivers). COC with similar properties were grouped for the screening evaluation. The screening evaluation was conducted in two primary steps. The initial screening step evaluated potential remediation methods based on whether they can be effectively applied within the environmental setting of the 200-ZP-1 Operable Unit for the specified contaminants. In the second step, potential remediation methods were screened using scoping calculations to estimate the scale of infrastructure, overall quantities of reagents, and conceptual approach for applying the method for each defined grouping of COC. Based on these estimates, each method was screened with respect to effectiveness, implementability, and relative cost categories of the CERCLA feasibility study screening process defined in EPA guidance.

How Does Your Data Center Measure Up? Energy Efficiency Metrics and Benchmarks for Data Center Infrastructure Systems

Description: Data centers are among the most energy intensive types of facilities, and they are growing dramatically in terms of size and intensity [EPA 2007]. As a result, in the last few years there has been increasing interest from stakeholders - ranging from data center managers to policy makers - to improve the energy efficiency of data centers, and there are several industry and government organizations that have developed tools, guidelines, and training programs. There are many opportunities to reduce energy use in data centers and benchmarking studies reveal a wide range of efficiency practices. Data center operators may not be aware of how efficient their facility may be relative to their peers, even for the same levels of service. Benchmarking is an effective way to compare one facility to another, and also to track the performance of a given facility over time. Toward that end, this article presents the key metrics that facility managers can use to assess, track, and manage the efficiency of the infrastructure systems in data centers, and thereby identify potential efficiency actions. Most of the benchmarking data presented in this article are drawn from the data center benchmarking database at Lawrence Berkeley National Laboratory (LBNL). The database was developed from studies commissioned by the California Energy Commission, Pacific Gas and Electric Co., the U.S. Department of Energy and the New York State Energy Research and Development Authority.

Analysis of 2011 Meteorological Data from the Knolls Atomic Power Laboratory and Kesselring Site Operations Facilities

Description: Both the Knolls Atomic Power Laboratory (KAPL) in Schenectady, NY and the Kesselring Site Operations (KSO) facility near Ballston Spa, NY are required to estimate the effects of hypothetical emissions of radiological material from their respective facilities by the US Environmental Protection Agency (EPA), which regulates these facilities. An atmospheric dispersion model known as CAP88, which was developed and approved by the EPA for such purposes, is used by KAPL and KSO to meet this requirement. CAP88 calculations over a given time period are based on statistical data on the meteorological conditions for that period. Both KAPL and KSO have on-site meteorological towers which take atmospheric measurements at a frequency ideal for EPA regulatory model input. However, an independent analysis and processing of the meteorological data from each tower is required to derive a data set appropriate for use in the CAP88 model. The National Atmospheric Release Advisory Center (NARAC) was contracted by KAPL to process the on-site data for the calendar year 2011. The purpose of this document is to: (1) summarize the procedures used in the preparation/analysis of the 2011 meteorological data; and (2) document adherence of these procedures to the guidance set forth in 'Meteorological Monitoring Guidance for Regulatory Modeling Applications', EPA document - EPA-454/R-99-005 (EPA-454). This document outlines the steps in analyzing and processing meteorological data from the Knolls Atomic Power Laboratory and Kesselring Site Operations facilities into a format that is compatible with the steady state dispersion model CAP88. This process is based on guidance from the EPA regarding the preparation of meteorological data for use in regulatory dispersion models. Memo to Skip Laitner of EPA: initial comments on 'The internetbegins with coal'

Description: This memo explores the assumptions in Mark P. Mills' report titled 'The Internet Begins with Coal' that relate to current electricity use 'associated with the Internet'. We find that Mills has significantly overestimated electricity use, in some cases by more than an order of magnitude. We adjust his estimates to reflect measured data and more accurate assumptions, which reduces Mills' overall estimate of total Internet-related electricity use by about a factor of eight.
