Naval Reactors Facility environmental monitoring report, calendar year 1999

Description: The results of the radiological and nonradiological environmental monitoring programs for 1999 at the Naval Reactors Facility (NRF) are presented in this report. The results obtained from the environmental monitoring programs verify that releases to the environment from operations at NRF were in accordance with Federal and State regulations. Evaluation of the environmental data confirms that the operation of NRF continues to have no adverse effect on the quality of the environment or the health and safety of the general public. Furthermore, a conservative assessment of radiation exposure to the general public as a result of NRF operations demonstrated that the dose received by any member of the public was well below the most restrictive dose limits prescribed by the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE).

Session: Monitoring Wind Turbine Project Sites for Avian Impacts

Description: This third session at the Wind Energy and Birds/Bats workshop consisted of one presentation followed by a discussion/question and answer period. The focus of the session was on existing wind projects that are monitored for their impacts on birds and bats. The presentation given was titled ''Bird and Bat Fatality Monitoring Methods'' by Wally Erickson, West, Inc. Sections included protocol development and review, methodology, adjusting for scavenging rates, and adjusting for observer detection bias.

Ecological Data in Support of the Tank Closure and Waste Management Environmental Impact Statement. Part 2: Results of Spring 2007 Field Surveys

Description: This review provides an evaluation of potential impacts of actions that have been proposed under various alternatives to support the closure of the high level waste tanks on the Hanford Site. This review provides a summary of data collected in the field during the spring of 2007 at all of the proposed project sites within 200 East and 200 West Areas, and at sites not previously surveyed. The primary purpose of this review is to provide biological data that can be incorporated into or used to support the Tank Closure and Waste Management Environmental Impact Statement.

Environmental Impacts of Synthetic Based Drilling Fluids

Description: This report covers the observed environmental impacts of synthetic based drilling fluids (SBF) that are used in deepwater oil drilling. It is found that SBF tends to accumulate in the sediment which tends to exhibit low toxicity and effects the living organisms in various ways.

China energy, environment, and climate study: Background issues paper

Description: The total costs and impacts of expanding energy use in China will depend, in part, on a number of important factors, an understanding of which is vital for China's policy-makers. These issues include the additional environmental and public health impacts associated with energy use, the economic costs of infrastructure expansion to meet growing energy needs, and the potential role that renewable energy technologies could play if pushed hard in China's energy future. This short report summarizes major trends and issues in each of these three areas.

Effective use of environmental impact assessments (EIAs) for geothermal development projects

Description: Both the developed and developing nations of the world would like to move toward a position of sustainable development while paying attention to the restoration of natural resources, improving the environment, and improving the quality of life. The impacts of geothermal development projects are generally positive. It is important, however, that the environmental issues associated with development be addressed in a systematic fashion. Drafted early in the project planning stage, a well-prepared Environmental Impact Assessment (EIA) can significantly add to the quality of the overall project. An EIA customarily ends with the decision to proceed with the project. The environmental analysis process could be more effective if regular monitoring, detailed in the EIA, continues during project implementation. Geothermal development EIAs should be analytic rather than encyclopedic, emphasizing the impacts most closely associated with energy sector development. Air quality, water resources and quality, geologic factors, and socioeconomic issues will invariably be the most important factors. The purpose of an EIA should not be to generate paperwork, but to enable superb response. The EIA should be intended to help public officials make decisions that are based on an understanding of environmental consequences and take proper actions. The EIA process has been defined in different ways throughout the world. In fact, it appears that no two countries have defined it in exactly the same way. Going hand in hand with the different approaches to the process is the wide variety of formats available. It is recommended that the world geothermal community work towards the adoption of a standard. The Latin American Energy Organization (OLADE) and the Inter-American Development Bank (IDB)(OLADE, 1993) prepared a guide that presents a comprehensive discussion of the environmental impacts and suggested mitigation alternatives associated with geothermal development projects. Session: Discussion of Research Needs

Description: This final session at the Wind Energy and Birds/Bats workshop was lead by a facilitator who asked participants for their overall reaction to the research that had been presented during the workshop. Questions addressed by workshop participants included: how do you develop trust and confidence in the research, what are some of the specific gaps in our understanding of wind energy's impact on birds and bats; how do we prioritize and proceed with closing the data/research gaps; how do we connect the dots and bring various research and mapping efforts together; given gaps in the data, what are the critical questions we need to answer to make project decisions now; and, how do we track/influence the policies that will shape wind energy development. Conclusions reached regarding these questions are included in summary form.

Session: Non-Fatality and Habitat Impacts on Birds From Wind Energy Development

Description: This session at the Wind Energy and Birds/Bats workshop was consisted of one paper presentation followed by a discussion/question and answer period. The session focused on discussion of non-collision impacts of wind energy projects on birds, primarily impacts to habitat. The presentation included information about the impacts of habitat fragmentation, disturbance, and site avoidance from wind turbines, as well as from roads, transmission facilities, and other related construction at wind project sites. Whether birds habituate to the presence of turbines and the influence of regional factors were also addressed. The paper given by Dale Strickland was titled ''Overview of Non-Collision Related Impacts from Wind Projects''.

What is "Normative" at Cooling Water Intakes? Defining Normalcy Before Judging Adverse

Description: Judgments of adverse environmental impact from cooling water intake structures need to be preceded by an appreciation of what is normal. In its repo~ Return to the River, the Independent Scientd5c Group (now called the Independent Scientfilc Advisory Board) --the scientific peer review arm of the Northwest Power Planning Council-- advanced the notion of a "normative river ecosystem" as a new conceptual foundation for salrnonid recovery in the Columbia River basin. With this perspective, the sum of the best scientific understanding of how organisms and aquatic ecosystems function should be the norm or standard of measure for how we judge the effects of human activities on aquatic systems. ,For the best likelihood of recovery, key aspects of altered systems should be brought back toward nonnative (although not necessarily fully back to the historical or pristine state); new alterations should be judged for adversity by how much they move key attributes away from normative or what might be considered normal. In this presentation, I ask what "normative" is for the setting of cooling water intake structures and how this concept could help resolve long-standing disputes between groups interested in avoiding darnage to all organisms that might be entrained or impinged and those who take a more population or community perspective for judging adverse environmental impact. In essence, I suggest that if a water intake does not move the aquatic ecosystem outside the "normative" range, based on expressions of norrrdcy such as those discussed, then no adverse impact has occurred. Having an explicit baseline in normal or normative would place 316(b) analyses on the same conceptual foundation as 316(a) analyses, which strive to demonstrate the continuation of a balanced, indigenous community of aquatic organisms at the power station Iocation.

INTERNATIONAL COLLABORATION ON CO2 SEQUESTRATION

Description: The specific objective of our project on CO{sub 2} ocean sequestration is to investigate its technical feasibility and to improve the understanding of any associated environmental impacts. Our ultimate goal is to minimize any impacts associated with the eventual use of ocean carbon sequestration to reduce greenhouse gas concentrations in the atmosphere. The project will continue through March 31, 2002, with a field experiment to take place in the summer of 2001 off the Kona Coast of Hawaii. At GHGT-4 in Interlaken, we presented a paper detailing our plans. The purpose of this paper is to present an update on our progress to date and our plans to complete the project. The co-authors of this paper are members of the project's Technical Committee, which has been formed to supervise the technical aspects and execution of this project.

Avian Risk and Fatality Protocol

Description: The protocol is designed to assist with the placement of wind power developments, and to document bird behavior and fatalities resulting from existing wind power developments. A standardized protocol will assist with comparing data among potential and existing development locations. Furthermore, this protocol is based on standard methods being used in other studies of bird behavior. The data collected will only be useful if observers follow each method carefully. In addition, the data collected using this protocol will likely be used by a permitting or other regulatory agency in evaluating the avian impacts at the site.

A population study of golden eagles in the Altamont Pass Wind Resource area. Second-year progress report

Description: Since January 1994, the Predatory Bird Research Group, University of California, Santa Cruz, has been conducting a field investigation of the ecology of golden eagles (Aquila chrysaetos) in the vicinity of the Altamont Pass Wind Resource Area (WRA). The 190 km{sup 2} facility lies just east of San Francisco Bay in California and contains about 6,500 wind turbines. Grassland and oak savanna habitats surrounding the WRA support a substantial resident population of golden eagles. Each year, the U.S. Fish and Wildlife Service receivers reports from the wind industry of about 30 golden eagle casualties occurring at the WRA, and it is probable that many more carcasses go unnoticed. Over 90 percent of the casualties are attributed to collisions with wind turbines. The main purpose of this study is to estimate the effect of turbine-related mortality on the golden eagle population of the area. Assessing the impact of the WRA kills on the population requires quantification of both survival and reproduction. To estimate survival rates of both territorial and non-territorial golden eagles, we tagged 179 individuals with radio-telemetry transmitters expected to function for about four years and equipped with mortality sensors. Population segments represented in the tagged sample include 79 juveniles, 45 subadults, 17n floaters (non-territorial adults), and 38 breeders. Effective sample sizes in the older segments increase as younger eagles mature or become territorial. Since the beginning of the study, we have conducted weekly roll-call surveys by airplane to locate the tagged eagles in relation to the WRA and to monitor their survival. The surveyed area extends from the Oakland Hills southeast through the Diablo Mountain Range to San Luis Reservoir about 75 km southeast of the WRA. Oklahoma State University proposed Advanced Technology Research Center. Environmental Assessment

Description: The Department of Energy (DOE) has prepared an Environmental Assessment (EA) evaluating the construction and equipping of the proposed Advanced Technology Research Center (ATRC) at Oklahoma State University (OSU) in Stillwater, Oklahoma. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement is not required.

Measures of the Environmental Footprint of the Front End of the Nuclear Fuel Cycle

Description: Previous estimates of environmental impacts associated with the front end of the nuclear fuel cycle have focused primarily on energy consumption and CO2 emissions. Results have varied widely. Section 2 of this report provides a summary of historical estimates. This study revises existing empirical correlations and their underlying assumptions to fit to a more complete set of existing data. This study also addresses land transformation, water withdrawals, and occupational and public health impacts associated with the processes of the front end of the once-through nuclear fuel cycle. These processes include uranium mining, milling, refining, conversion, enrichment, and fuel fabrication. Metrics are developed to allow environmental impacts to be summed across the full set of front end processes, including transportation and disposition of the resulting depleted uranium.
