Grain Refinement of the As-Cast Uranium-5 w/o Chromium Alloy by Heat Treatment

Description: Introduction: "The uranium-5 w/o chromium alloy has been intensively investigated for use in a power reactor in the as-cast condition. However, when cast sample fuel elements were subjected to irradiation, their stability was found to be unsatisfactory. In order to improve the behavior of the alloy, a program of grain refinement by heat treatment was begun. The effect of chill casting on the heat-treated grain size was also investigated."

Grain Refinement of the As-Cast Uranium-5 w/o Chromium Alloy by Ternary Additions

Description: Abstract: "Refinement of grain size of the base uranium-chromium eutectic alloy (uranium-5 w/o chromium) by ternary additions is discussed. Thirteen additions to the base alloy were investigated, and three additions were found to exhibit worthwhile grain-refinement tendencies. The three alloys, uranium-5 w/o chromium-0.2 w.o molybdenum, uranium-5 w/o chromium-0.2 w/o germanium, and uranium-5 w/o chromium-0.2 w/o niobium, were heat treated to produce final grain-size structures of between 0.015 and 0.033 mm."

Automated UF6 Cylinder Enrichment Assay: Status of the Hybrid Enrichment Verification Array (HEVA) Project: POTAS Phase II

Description: Pacific Northwest National Laboratory (PNNL) intends to automate the UF6 cylinder nondestructive assay (NDA) verification currently performed by the International Atomic Energy Agency (IAEA) at enrichment plants. PNNL is proposing the installation of a portal monitor at a key measurement point to positively identify each cylinder, measure its mass and enrichment, store the data along with operator inputs in a secure database, and maintain continuity of knowledge on measured cylinders until inspector arrival. This report summarizes the status of the research and development of an enrichment assay methodology supporting the cylinder verification concept. The enrichment assay approach exploits a hybrid of two passively-detected ionizing-radiation signatures: the traditional enrichment meter signature (186-keV photon peak area) and a non-traditional signature, manifested in the high-energy (3 to 8 MeV) gamma-ray continuum, generated by neutron emission from UF6. PNNL has designed, fabricated, and field-tested several prototype assay sensor packages in an effort to demonstrate proof-of-principle for the hybrid assay approach, quantify the expected assay precision for various categories of cylinder contents, and assess the potential for unsupervised deployment of the technology in a portal-monitor form factor. We refer to recent sensor-package prototypes as the Hybrid Enrichment Verification Array (HEVA). The report provides an overview of the assay signatures and summarizes the results of several HEVA field measurement campaigns on populations of Type 30B UF6 cylinders containing low-enriched uranium (LEU), natural uranium (NU), and depleted uranium (DU). Approaches to performance optimization of the assay technique via radiation transport modeling are briefly described, as are spectroscopic and data-analysis algorithms.

PRELIMINARY ESTIMATE OF THE COST OF PRODUCING ENRICHED OXYGEN-18 WATER BY DISTILLATION

Description: An order of magnitude estimate was made a determine the cost of producing oxygen-18 enriched water by the equilibrium distillation of water. Three isotopic purities and two production rates were considered. Costs varied from per gram for 3% oxygen-18 enriched water produced at a rate of 100 grams per day to 5 per gram for 99% oxygen-18 water produced at a rate of one gram per day. (auth)

Uranium Enrichment: Decontamination and Decommissioning Fund Is Insufficient to Cover Cleanup Costs

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Decontaminating and decommissioning the nation's uranium enrichment plants, which are contaminated with hazardous materials, will cost billions of dollars and could span decades. In 1992, the Energy Policy Act created the Uranium Enrichment Decontamination and Decommissioning Fund (Fund) to pay for the plants' cleanup and to reimburse licensees of active uranium and thorium processing sites for part of their cleanup costs. This report discusses (1) what DOE has done to reduce the cleanup costs authorized by the Fund, and (2) the extent to which the Fund is sufficient to cover authorized activities."

Uranium Enrichment: Extension of Decontamination and Decommissioning Fund May Be Needed to Cover Projected Cleanup Costs

Description: Testimony issued by the Government Accountability Office with an abstract that begins "Cleaning up the nation's three uranium enrichment plants will cost billions of dollars and could span decades. These plants--located near Oak Ridge, Tenn.; Paducah, Ky.; and Portsmouth, Ohio--are contaminated with radioactive and hazardous materials. In 1992, the Energy Policy Act created the Uranium Enrichment Decontamination and Decommissioning Fund (Fund) to pay for plant cleanup. Fund revenues come from an assessment on domestic utilities and federal government appropriations. In 2004, GAO reported on the Fund's sufficiency to cover authorized activities. GAO recommended that Congress consider reauthorizing the Fund for 3 more years, to 2010, and require the Department of Energy (DOE) to reassess the Fund's sufficiency before it expired to determine if further extensions were needed. Because decisions not yet made by DOE could affect the cost of cleanup and the Fund's sufficiency, GAO also recommended that DOE develop decontamination and decommissioning plans for the Paducah and Portsmouth plants that would identify the most probable time frames and costs for completing the cleanup work. This testimony is based on GAO's 2004 report. It summarizes the extent to which the Fund may be sufficient to cover authorized activities and the status of DOE's progress in developing decontamination and decommissioning plans for the Paducah and Portsmouth plants."
