To present the arguments of those individuals and groups who practice and favor engineering unionization, and to set fort the counter-arguments of those individuals and groups who reject unionization for engineers. 3. To summarize the facts and opinions discovered and, in view of these findings, to draw conclusions on the merits and the trend of engineering unionization.

Critical incident-forced choice merit ratings as applied to professional workers using an aerospace engineering department as a data source

Description: The objective of this investigation is to begin to develop an understandable, reasonably valid, and objective merit rating system for professional workers. It is recognized that all conventional merit systems have significant shortcomings. Therefore, by using a results-oriented approach which combines the best features of the critical incident technique with those of the forced choice method, it is hoped to accomplish this goal.

Learning Projects Pursued by Adult Degreed Engineers

Description: This study describes the learning projects of a sample of engineers between the ages of 25 and 35 employed by a single employer in Port Worth, Texas. The problem of this study was the nature and extent of the continuing education programs of young engineers and the implications of these programs to their job requirements and possible employer assistance. The purposes of this study were to determine the number and types of learning projects undertaken each year by engineers with degrees, the number of hours spent by the subjects, the problems experienced, the resources used, the amount of job-related learning projects undertaken, the locations used to pursue learning projects, and whether the learning projects were amenable to assistance from employers.

The U.S. Science and Engineering Workforce: Recent, Current, and Projected Employment, Wages, and Unemployment

Description: This report provides employment, wage, and unemployment information for the computer occupations, mathematical occupations, engineers, life scientists, physical scientists, and science and engineering (S&E) management occupations, as follows: The section on "Current Employment, Wages, and Unemployment" provides a statistical snapshot of occupational employment, wage, and unemployment data for the S&E workforce in 2016 (the latest year for which data are available). The section on "Recent Trends in Employment, Wages, and Unemployment" provides a perspective on how S&E employment, wages, and unemployment changed during the period 2012-2016. The section on "Employment Projections, 2016-2026" provides an analysis of projections by the Bureau of Labor Statistics for how the number employed in S&E occupations is expected to change during the 2016-2026 period, as well as how many openings will be created by growth, labor force exits, and occupational transfers. A final section, "Concluding Observations," provides stakeholder perspectives that Congress may consider as it seeks to ensure that the United States has an adequate S&E workforce to meet the demands of the 21st century.

Engineering index : a metric for assessing margin in engineered systems

Description: Inherent in most engineered products is some measure of margin or over design. Engineers often do not retain design and performance knowledge so they can quantify uncertainties and estimate how much margin their product possesses. When knowledge-capture and quantification is neither possible, nor permissible, engineers rely on cultural lore and institutionalised practices to assign nominal conditions and tolerances. Often what gets lost along the way is design intent, product requirements, and their relationship with the product's intended application. The Engineering Index was developed to assess the goodness or quality of a product.

Adaptive path planning algorithm for cooperating unmanned air vehicles

Description: An adaptive path planning algorithm is presented for cooperating Unmanned Air Vehicles (UAVs) that are used to deploy and operate land-based sensor networks. The algorithm employs a global cost function to generate paths for the UAVs, and adapts the paths to exceptions that might occur. Examples are provided of the paths and adaptation.

Qualitative Reasoning for Additional Die Casting Applications

Description: If manufacturing incompatibility of a product can be evaluated at the early product design stage, the designers can modify their design to reduce the effect of potential manufacturing problems. This will result in fewer manufacturing problems, less redsign, less expensive tooling, lower cost, better quality, and shorter development time. For a given design, geometric reasoning can predict qualitatively the behaviors of a physical manufacturing process by representing and reasoning with incomplete knowledge of the physical phenomena. It integrates a design with manufacturing processes to help designers simultaneously consider design goals and manufacturing constraints during the early design stage. The geometric reasoning approach can encourage design engineers to qualitatively evaluate the compatibility of their design with manufacturing limitations and requirements.

Report to DOE and Exelon Corporation: Matching Grant Program for the Nuclear Engineering Program at University of Wisconsin, Madison

Description: The DOE Industry Matching Grant Program, which began in 1992, is designed to encourage collaborative support for nuclear engineering education as well as research between the nation's nuclear industry and the U.S. Department of Energy (DOE). Over the past two decades nuclear engineering programs in the United States have witnessed a serious decline in student enrollments, number of faculty members and support from their host universities. Despite this decline, the discipline of nuclear engineering remains important to the advancement of the mission goals of the U.S. Department of Energy. These academic programs are also critically important in maintaining a viable workforce for the nation's nuclear industry. As conceived by Commonwealth Edison, this program has focused on creating a partnership between DOE and private sector businesses, which employ nuclear engineers. The program is designed to ensure that academic programs in nuclear engineering are maintained and enhanced in universities throughout the United States.

Seismic Image Segmentation

Description: Image segmentation is a standard low-level task in computer vision. We demonstrate how the segmentation of seismic images can assist in geologic interpretation. An image segmentation technique is applied to images of the acoustic impedance. A salient feature of the resulting segments is that the hydrocarbon-bearing regions are characterized by a finer segmentation than the other regions. A modified apparent polarity attribute is introduced, and images of this attribute are segmented. The boundaries of the resulting segments pass through the minima and maxima of the acoustic impedance in a manner that allows us to segment the acoustic impedance image into layers of high and low acoustic impedance. Our methods can assist in segmentation of acoustic impedance images according to lithology or geologic facies.

Hydroforming Applications at Oak Ridge

Description: Hydroforming technology is a robust forming process that produces components with high precision and complexity. The goal of this paper is to present a brief description of the sheet hydroforming process with respect to the authors' experience and capabilities. Following the authors' discussion of the sheet-metal forming application, the tubular hydroforming process is described in the context of one of our technology development programs with an automotive industrial partner. After that is a summary of the tubular hydroforming advisor (expert system) development activity, which was a significant part of this overall program based on previous experience in developing a design and manufacturing support hydroforming advisor for the Oak Ridge Y-12 Plant's weapons-component manufacturing needs. Therefore, this paper is divided into three sections: (1) Hydroforming of Stainless Steel Parts, (2) Tubular Hydroforming, and (3) Components of a Tubular Hydroforming Advisor.

The Road Patcher

Description: I rebuilt the prototype machine to the point it was ready to go into a trial mode, however after Clark Machine Inc., took the contract. to build me four machines they wanted the prototype in their yard so they could build from it. They have built one machine complete and have almost all the parts to the other three built ready to assemble. I have inspected the one that is complete and so far everything looks fine, however the engineer needs to come back and check it out and stamp the drawings. Then comes OSA to inspect the machine. After all this I feel that we have a machine that is not only good in its field it will sell to contractors and firms that sell this type of equipment, after. all this is done we will contract for a truck and start to test the machine, in this way if there are any mistakes we can correct all four machines before finishing them. I have already started a complete method to contact these people, as a matter of fact, I sent out 10 last week and will keep sending out feelers until I hit someone who will appreciate what we have and sign a contract to handle the machine for us on a dealership with us.
