China`s current anti-inflation measures in nurturing an electricity supply crisis

Description: This report examines the potential impacts of anti-inflation measures on the power sector in China. Price control measures implemented include maintaining on-grid tariff levels even though operating costs are increasing substantially. As a result, stocks have dropped to about one half their previous value. In addition, a one-fourth reduction in power project investments is scheduled. The resulting postponement of new generating capacity is projected to result in a shortfall of 7 to 10 GW per year. The economic impact of foreign investment in China`s power industry is also examined, and recommendations are made for policy reform. 10 refs., 3 figs.

Daylighting, dimming, and the electricity crisis in California

Description: Dimming controls for electric lighting have been one of the mainstays of the effort to use daylighting to reduce annual lighting energy consumption. The coincidence of daylighting with electric utility peak demand makes daylighting controls an effective strategy for reducing commercial building peak electric loads. During times of energy shortage, there is a greatly increased need to reduce electricity use during peak periods, both to ease the burden on electricity providers and to control the operating costs of buildings. The paper presents a typical commercial building electric demand profile during summer, and shows how daylighting-linked lighting controls and load shedding techniques can reduce lighting at precisely those times when electricity is most expensive. We look at the importance of dimming for increasing the reliability of the electricity grid in California and other states, as well as examine the potential cost-effectiveness of widespread use of daylighting to save energy and reduce monthly electricity bills.

Demand Side Bidding. Final Report

Description: This document sets forth the final report for a financial assistance award for the National Association of Regulatory Utility Commissioners (NARUC) to enhance coordination between the building operators and power system operators in terms of demand-side responses to Location Based Marginal Pricing (LBMP). Potential benefits of this project include improved power system reliability, enhanced environmental quality, mitigation of high locational prices within congested areas, and the reduction of market barriers for demand-side market participants. NARUC, led by its Committee on Energy Resources and the Environment (ERE), actively works to promote the development and use of energy efficiency and clean distributive energy policies within the framework of a dynamic regulatory environment. Electric industry restructuring, energy shortages in California, and energy market transformation intensifies the need for reliable information and strategies regarding electric reliability policy and practice. NARUC promotes clean distributive generation and increased energy efficiency in the context of the energy sector restructuring process. NARUC, through ERE's Subcommittee on Energy Efficiency, strives to improve energy efficiency by creating working markets. Market transformation seeks opportunities where small amounts of investment can create sustainable markets for more efficient products, services, and design practices.

Report of a Policy Forum: Weather, Climate, and Energy

Description: The report of a policy forum on Weather, Climate, and Energy presents findings and recommendations that, if implemented, could position the energy sector, the providers of weather and climate science and services, and energy consumers to mange more cooperatively and effectively the production, distribution, and consumption of electrical power and fossil fuels. Recent U.S. experience with a series of energy shortages encouraged the AMS Atmospheric Policy Program to join with the University of Oklahoma in the development of a forum to address the issues connected with responding to those shortages. Nearly 100 representatives from the public, private, and academic portions of the energy production sector, the meteorological community, political and corporate leaders, weather risk management analysts, and policy makers met on October 16-17, 2001 to discuss these policy issues.

Elements of the world energy crisis

Description: The chain of events leading to the wonld energy crisis is followed for each industrialized country and the effects that energy shortages are presenting and optiona that are available are identified. The Soviet Union has extensive oil and gas reserves and the USA has extensive fossil fuel reserves, but needs to develop technology for coal and shale. Western Europe has been dependent upon Middle East oil, but could develop their coal resources. Japan is dependent upon oil imports, and with the advanced prices of oil, the capital on that island needs to be used internally in improving living conditions. (MCW)
