Feds Pitch In, Test Load Reduction in California

Description: This brochure, part of the SEP Stellar Projects series, covers a federal load reduction test in California in May 2001. The purpose of the test was to quantify the amount of short-term reduction in power requirements could be achieved in the event of an emergency. With California electricity providers stretched to their limits last winter and spring, the California Energy Commission (CEC) wanted to test its new Automated Emergency Response System in the event of an electricity supply emergency. The system is designed to communicate with 1,000 city, county, and special districts in the event of an imminent (Stage 2 or Stage 3) emergency. CEC also wanted to see what federal and state facilities managers might contribute in conservation and energy efficiency measures. California has a large number of state and federal facilities, and their combined electricity demand is significant. The U.S.Department of Energy (DOE) offered to coordinate the federal agencies participating in the voluntary CEC test to see how much they could reduce electricity demand between 11 a.m. to 12:30 p.m. on May 24. Altogether, the test involved than 190 people from 115 facilities working for 20 different federal agencies.

Market, Legislation Make Wind an Attractive Investment in Texas

Description: This brochure, part of the SEP Stellar Projects series, covers development of wind energy in Texas due to favorable legislation and public policy and favorable market forces. Those odd shaped structures popping up out in West Texas aren't funny looking oil rigs and they're not genetically altered cotton plants. They're wind turbines, an old technology with a 21st century update. Once too expensive for commercial production, the addition of computers to wind turbines and the rise in fossil fuel prices has brought the cost of wind-generated electricity in line with other power sources. A push by the 1999 Legislature to restructure the retail electric power market put in place rules that encourage wind generation. One rule requires Texas utilities to get an additional 2,000 megawatts of their power from renewable resources such as wind and solar power by 2009. Rules easing the cost of transmitting electricity from remote areas also aid the development of wind farms in West Texas.

Modeling EERE Deployment Programs

Description: The purpose of this report is to compile information and conclusions gathered as part of three separate tasks undertaken as part of the overall project, “Modeling EERE Deployment Programs,” sponsored by the Planning, Analysis, and Evaluation office within the Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE). The purpose of the project was to identify and characterize the modeling of deployment programs within the EERE Technology Development (TD) programs, address improvements to modeling in the near term, and note gaps in knowledge where future research is needed.

Technology Opportunities to Reduce U.S. Greenhouse Gas Emissions

Description: This report serves as the technology basis of a needed national climate change technology strategy, with the confidence that a strong technology R&D program will deliver a portfolio of technologies with the potential to provide very substantial greenhouse gas emission reductions along with continued economic growth. Much more is needed to define such a strategy, including identification of complementary deployment policies and analysis to support the seeping and prioritization of R&D programs. A national strategy must be based upon governmental, industrial, and academic partnerships.

Renewable Energy Opportunity Assessment

Description: Presently, the US EPA is constructing a new complex at Research Triangle Park, North Carolina to consolidate its research operations in the Raleigh-Durham area. The National Computer Center (NCC) is currently in the design process and is planned for construction as partof this complex. Implementation of the new technologies can be planned as part of the normal construction process, and full credit for elimination of the conventional technologies can be taken. Several renewable technologies are specified in the current plans for the buildings. The objective of this study is to identify measures that are likely to be both technically and economically feasible.

Counting on Solar Power for Disaster Relief: Federal Energy Management Program (FEMP) Technical Assistance Fact Sheet

Description: When disaster strikes, electric power is usually the first critically important service to be lost. After several years of research and development, portable electric generator sets (gensets) are now entering the marketplace. The new gensets make use of solar electric panels known as photovoltaics (PV) to produce electricity. These gensets are reliable, safe to operate, highly mobile and will supply much-needed power for emergency response teams.
