ELECTRICAL SAFETY IMPROVEMENT PROJECT A COMPLEX WIDE TEAMING INITIATIVE

Description: This paper describes the results of a year-long project, sponsored by the Energy Facility Contractors Group (EFCOG) and designed to improve overall electrical safety performance throughout Department of Energy (DOE)-owned sites and laboratories. As evidenced by focused metrics, the Project was successful primarily due to the joint commitment of contractor and DOE electrical safety experts, as well as significant support from DOE and contractor senior management. The effort was managed by an assigned project manager, using classical project-management principles that included execution of key deliverables and regular status reports to the Project sponsor. At the conclusion of the Project, the DOE not only realized measurable improvement in the safety of their workers, but also had access to valuable resources that will enable them to do the following: evaluate and improve electrical safety programs; analyze and trend electrical safety events; increase electrical safety awareness for both electrical and non-electrical workers; and participate in ongoing processes dedicated to continued improvement.

Stator for Rotating Electrical Machine Having Multiple Controlwindings

Description: A rotating electric machine is provided which includes multiple independent control windings for compensating for rotor imbalances and for levitating/centering the rotor. The multiple independent control windings are placed at different axial locations along the rotor to oppose forces created by imbalances at different axial locations along the rotor. The multiple control windings can also be used to levitate/center the rotor with a relatively small magnetic field per unit area since the rotor and/or the main power winding provides the biasfield.

Experimental Measurements of the Demo Enclosure

Description: The ''demo enclosure'' is a small box constructed at ARL/PSU to simulate the basic characteristics of an equipment enclosure, but without the complexity of an actual enclosure. In the general case, an equipment enclosure can house a variety of electrical equipment, including transformers, card racks, etc., usually mounted on shelves. They are primarily interested in investigating the best way to mount the shelves in the enclosure to mitigate sound radiation due to the excitation from the electrical equipment. A secondary goal is to assess methods for modeling the structural properties of interconnected shelves and cabinets along with the electrical equipment. In this report, they will concentrate on the extensive experimental measurements made during the investigation.

Experimental results of single screw mechanical tests: a follow-up to SAND2005-6036.

Description: The work reported here was conducted to address issues raised regarding mechanical testing of attachment screws described in SAND2005-6036, as well as to increase the understanding of screw behavior through additional testing. Efforts were made to evaluate fixture modifications and address issues of interest, including: fabrication of 45{sup o} test fixtures, measurement of the frictional load from the angled fixture guide, employment of electromechanical displacement transducers, development of a single-shear test, and study the affect of thread start orientation on single-shear behavior. A286 and 302HQ, No.10-32 socket-head cap screws were tested having orientations with respect to the primary loading axis of 0{sup 0}, 45{sup o}, 60{sup o}, 75{sup o} and 90{sup o} at stroke speeds 0,001 and 10 in/sec. The frictional load resulting from the angled screw fixture guide was insignificant. Load-displacement curves of A286 screws did not show a minimum value in displacement to failure (DTF) for 60{sup o} shear tests. Tests of 302HQ screws did not produce a consistent trend in DTF with load angle. The effect of displacement rate on DTF became larger as shear angle increased for both A286 and 302HQ screws.

Improvements in hot-wire electroexplosive devices

Description: Several possible design improvements in hot-wire electroexplosive devices were investigated. These were: an arc-resistant header, greater bridgewire-post heat dissipation area, reacting metal bridgewires, and a secondary explosive substitute for primary explosive. Tests using an SE-1 test fixture with four header-bridgewire models showed highly promising results for raising the overall hot-wire ignition safety margins in electrostatic and rf environments without large increases in firing energy. Various electrical characteristics of the four models are given, together with electrical characteristics and function times of the devices loaded with the secondary explosive. (auth)

New resistor voltage grading system at the Oak Ridge National Laboratory 25URC tandem accelerator; installation and first experience

Description: On June 27,1994, installation work was completed on a new resistor-based voltage grading system for the Holifield facility tandem accelerator. This new system replaces the original point-plane corona-discharge system which had inherent disadvantages. Perhaps the worst disadvantages of corona-discharge systems are poor gap-to-gap voltage homogeneity and very low grading currents. It is believed that the resistor-based system will reduce or eliminate these disadvantages as well as some others.

Cold Vacuum Drying (CVD) Electrical Equipment Hydrogen Hazard Protection

Description: This document explains that with the use of a helium purge and adequate control, the systems attached to the MCO in the CVDF are not in a flammable environment. Effective safeguards against ventilation failure are provided which reduces the flammability hazard classification within the protected enclosure to Unclassified. Intrinsically safe components are not required for this system.

Use of passive repeaters for tunnel surface communications

Description: Many times there is a need to establish ratio communication between the surface and a beam enclosure. When one solicits communication companies for solutions, the answer is often to purchase expensive communication equipment such as repeaters or radiax type cable which can cost in the tens of thousands of dollars. This TM will describe an inexpensive solution to this problem and the results that can be expected. The cost of a passive repeater is $100--$200 depending on how elaborate one wants to be. A passive repeater system consists of two antennas connected together with a transmission line. When using VHF or UHF transceivers, one can use 5/8 wave mobile antennas, such as the Larson NMO406-CK for the 400--420 MHz range, with the antenna connected to a 19 inch square piece of aluminum to act as a ground plane. This type of antenna has reasonably good gain, seems to be adequate, and is inexpensive. Another antenna choice is to cut a dipole out of bus wire and solder this wire to a female N connector. Using a dipole seems to work OK in the tunnel and avoids the problem of having a wire sticking down for people to poke their eye with. The cable connecting the antennas should be of good quality so that the signal lost in the cable is minimal. The authors chose Belden 9913 coax. This cable has a characteristic impedance of 50 ohms and has 2.7 dB/100 ft. of attenuation at 400 MHz.

Computer-aided coordination and overcurrent protection for distribution systems

Description: Overcurrent protection and coordination studies for electrical distribution systems have become much easier to perform with the emergence of several commercially available software programs that run on a personal computer. These programs have built-in libraries of protective device time-current curves, damage curves for cable and transformers, and motor starting curves, thereby facilitating the design of a selectively coordinated protection system which is also well-protected. Additionally, design time when utilizing computers is far less than the previous method of tracing manufacturers` curves on transparent paper. Basic protection and coordination principles are presented in this paper along with several helpful suggestions for designing electrical protection systems. A step-by-step methodology is presented to illustrate the design concepts when using software for selecting and coordinating the protective devices in distribution systems.

Fiber optic communication in borehole applications

Description: The Telemetry Technology Development Department have, in support of the Advanced Geophysical Technology Department and the Oil Recovery Technology Partnership, developed a fiber optic communication capability for use in borehole applications. This environment requires the use of packaging and component technologies to operate at high temperature (up to 175{degrees}C) and survive rugged handling. Fiber optic wireline technology has been developed by The Rochester Corporation under contract to Sandia National Labs and produced a very rugged, versatile wireline cable. This development has utilized commercial fiber optic component technologies and demonstrated their utility in extreme operating environments.

EEN-307, Irradiation of units at low temperature test

Description: EWR-ESE-144, Fifty MC-890 type final assemblies were subjected to irradiation at low temperature test in order to determine if irradiation would reduce the frequency of high voltage breakdowns. A control lot of a like number of units was subjected to low temperature test in the same manner except without irradiation.

Power electronics and electric machinery challenges and opportunities in electric and hybrid vehicles

Description: The development of power electronics and electric machinery presents significant challenges to the advancement of electric and hybrid vehicles. Electronic components and systems development for vehicle applications have progressed from the replacement of mechanical systems to the availability of features that can only be realized through interacting electronic controls and devices. Near-term applications of power electronics in vehicles will enable integrated powertrain controls, integrated chassis system controls, and navigation and communications systems. Future applications of optimized electric machinery will enable highly efficient and lightweight systems. This paper will explore the areas where research and development is required to ensure the continued development of power electronics and electric machines to meet the rigorous demands of automotive applications. Additionally, recent advances in automotive related power electronics and electric machinery at Oak Ridge National Laboratory will be explained. 3 refs., 5 figs.

Development leading to a 200 kV, 20 kA, 30 hertz radar-like modulator system for intense ion beam processing

Type C investigation of electrical fabrication projects in ICF Kaiser shops

Description: A Type C Investigation Board was convened to investigate an electrical miswiring problem found during the operation of the electrical distribution trailer for the TWRS Rotary Mode Core Sampling Truck {number_sign}2. The trailer was designed by WHC and fabricated ICF KH on site for use in the Characterization Program. This problem resulted in a serious safety hazard since the support truck frame/chassis became electrically energized. This final report provides results of the ``Type C Investigation, Electrical Fabrication Projects in ICF KH Shops, June, 1995.`` It contains the investigation scope, executive summary, relevant facts, analysis, conclusions and corrective actions. DOE Order 5484.1, ``Environmental Protection, Safety and Health Protection Information Reporting Requirements,`` was followed in preparation of this report. Because the incident was electrical in nature and involved both Westinghouse Hanford Company and ICF Kaiser Hanford organizations, the board included members from both contractors and members with considerable electrical expertise.
