Issues for the Nineties: An Analysis of 14 State Master Plans for Higher Education

Description: The purposes of this study are (1) to identify the major policy issues being addressed by state agencies responsible for coordinating and regulating higher education; (2) to develop a classification system through inductive "clustering" that will aid in the analysis and synthesis of the major policy issues facing state coordinating boards for higher education; (3) to classify these policy issues; (4) to compare the goals and strategies of the various states; (5) to propose a list of significant policy issues that institutions and state agencies of higher education may face through the 1990s and into the 21st century.

A study of USOE, with special emphasis on the Lyndon B. Johnson presidency

Description: The first purpose of this study was to provide an overview of the educational policy-making role of the United States Office of Education, 1963-1969. A historical overview of significant events before 1960 was provided to aid in understanding that federal concern for and financial aid to education is not a recent concept. The second purpose of this study was to examine the policy-making roles of the Commissioner of Education during the Lyndon B. Johnson presidency.

The Educational Policy-Making Process in the Republic of Korea: A Systems Analysis

Description: This study was concerned with examining the process of educational policy-making at the central government level in the Republic of Korea through an application of systems analysis. The purposes of this study were (1) to examine the relationship existing between politics and education; (2) to construct a systems analysis for examining the process of educational policy-making; and (3) to identify problems and limitations in the educational policy-making process in the Republic of Korea. To accomplish these purposes analytic and descriptive methods were used as a research technique.

A History of Federal Aid to Education in Texas Through the Department of Health, Education, and Welfare

Description: On April 11, 1953, President Dwight D. Eisenhower put into effect Reorganization Plan No. 1 of 1953, creating a new cabinet level department within the federal government. The new Department of Health, Education, and Welfare (HEW) was a consolidation of organizations dealing with national social concerns. Some of the organizations dated back to 1785 when the Congress of the Confederation first set aside public lands for schools. This paper concerns the creation and growth of the department of Health, Education and Welfare, including it's various educational programs, educational research programs, aid to higher education, federally impacted areas, and other HEW programs which affect education.

Higher Education in Haiti, 1958-1988: an Analysis of its Organization, Administration and Contributions to National Development

Description: The problem of this study was the status of higher education in Haiti. The purposes were to analyze the organization, administration, and contributions of higher education to national development from 1958 to 1988 and to provide background information from foreign literature which might assist in the improvement Haiti's system of higher education. In an effort to locate information necessary to achieve these purposes, a computer search was conducted. A survey of available literature in French, Creole, and English and personal and telephone interviews were also conducted. The results of this study reveal that, in the past three decades, higher education in Haiti has merely functioned as a symbol of social prestige. Haiti's system of higher education exhibits no apparent direction, purpose, of long-term goals. With more than 90 percent of its professors part-time and ill-prepared, its curriculum unrelated to the needs of Haitian society, and its student body in revolt for the past three years, higher education in Haiti is urgently in need of radical reform. Any contribution made to national development by the system of higher education is weak at best. The small but oppressive elite group that dominates the economic and political realms in Haiti has proved to be a stumbling block to educational reform. The prospect of the establishment of an adequate system of education depends heavily on the establishment of a democratic government. The State University, which is the prominent instrument for higher education, must be reorganized and strengthened so that it can meet the basic academic standards of a university. A Systematic Analysis and Critical Comparison of the Educational Provision for Students in Nigeria with the Available Educational Opportunity for Handicapped Students

Description: The problem of the study was the inadequate education of handicapped students in Nigeria. The primary purpose of the study was to develop a construct based on the United States models and research on special education, and to compare educational provisions for Nigerian students with the available educational opportunity for handicapped students. In order to achieve the stated objectives of the study, two methodological approaches were utilized: (1) Likert scale for opinion questionnaires, and (2) personal interviews. Both of these instruments included demographic information about the participants. The questionnaire was categorized into three areas (differences between educational opportunities for non-handicapped and handicapped students, formal learning opportunities for handicapped Nigerian students, and factors for being attentive or not being attentive to special education). The interview instrument focused on special education constraints, responsibility for special education provision, and improvement in education for the handicapped. Based on the findings of the study, the following conclusions were reached. 1. Handicapped Nigerian students do not have equal educational opportunities, as compared to non-handicapped students. Therefore, equal instructional opportunities should be provided for handicapped and non-handicapped students. 2. The federal and state governments of Nigeria should be financially responsible for special education. Therefore, the administration of special education must be taken over from private organizations. 3. Lack of funds, personnel and specialists, equipment, and adequate facilities hinders education for the handicapped in Nigeria. In order to improve education for the handicapped, therefore, the following provisions should be made: (1) build more schools, (2) train more specialists, (3) make funds available for special education, (4) provide more facilities and equipment, (5) intensify efforts in early detection of handicaps in children, and (6) educate parents on the importance of special education.

A Historical Review of the Influences of the Federal Government of Nigeria in National Higher Education 1954-1982

Description: The purpose of this study was to describe the influence of the federal government on higher education in Nigeria. This was done by taking a look at the historical influence of the Federal Ministry of Education, the State Ministry of Education of Nigeria, the influence of the universities and colleges on higher education, the influence of the Joint Admissions Matriculation Board (JAMB) in higher education, and the influence of the National Universities Commission on Higher Education in Universities and Colleges in Nigeria.

Survey of Texas Public Universities and University Systems Involvement in State Public Policy Making

Description: This study investigated the perceptions of influential relationships between Texas public university presidents, university system chancellors, and state legislators. The study's purpose was to examine Texas public universities engagement in lobbying type behaviors and whether public policy is affected through interaction and communication with legislative leaders. Moreover, of importance for this study was to identifying if Texas public universities actively work to influence the Texas legislature and if lobbying behavior exists whether or not that behavior influences public policy formation within the Texas legislative process. Lastly, this study focused on perceptions dealing with the Texas statute prohibiting state governmental agencies, including public universities and university systems, from influencing legislation through use of state funds. The study was conducted in the winter of 2003 and had 29 president / chancellor respondents and 88 legislator respondents. Three survey instruments were developed by the researcher to determine Texas public university president, system chancellor, and state legislator perceptions and attitudes concerning lobbying type activities, influence, and state statute compliance. Data reported consist of percentages, t-Test of significance, and Cohen's d effect size measure. Results from the study show agreement between the groups in areas of activities utilized to influence the legislative process and actual influence of public policy. Disagreement within statute compliance was reported between the groups.

The American Community College's Obligation to Democracy

Description: In this thesis, I address the dichotomy between liberal arts education and terminal vocational training in the American community college. The need is for reform in the community college in relation to philosophical instruction in order to empower citizens, support justice and create more sustainable communities. My call for reform involves a multicultural integration of philosophy into terminal/vocational programs as well as evolving the traditional liberal arts course to exist in a multicultural setting. Special attention is focused on liberating the oppressed, social and economic justice and philosophy of education.

Weeding Out the Undesirables: the Red Scare in Texas Higher Education, 1936-1958

Description: When the national Democratic Party began to transform to progressive era politics because of the New Deal, conservative reactionaries turned against the social welfare programs and used red scare tactics to discredit liberal and progressive New Deal Democrat professors in higher education. This process continued during the Second World War, when the conservatives in Texas lumped fascism and communism in order to anchor support and fire and threaten professors and administrators for advocating or teaching “subversive doctrine.” In 1948 Texas joined other southern states and followed the Dixiecrat movement designed to return the Democratic Party to its original pro-business and segregationist philosophy. Conservatives who wanted to bolster their Cold Warrior status in Texas also played upon the fears of spreading communism during the Cold War, and passed several repressive laws intended to silence unruly students and entrap professors by claiming they advocated communist doctrine. The fight culminated during the Civil Rights movement, when conservatives in the state attributed subversive or communist behavior to civil rights organizations, and targeted higher education to protect segregated universities. In order to return the national Democratic Party to the pro-business, segregationist philosophy established at the early twentieth century, conservatives used redbaiting tactics to thwart the progressivism in the state’s higher education facilities.

The Politicization of Public Education in Nicaragua: 1967-1994, Regime Type and Regime Strategy

Description: Understanding how change occurs in lesser developed countries, particularly in Latin America has been the subject of a prolonged theoretical academic debate. That debate has emphasized economics more that politics in general and predictability over unpredictability in the Latin American region. This paper challenges these approaches. Explaining change requires an examination of the politics of public policy as much as its economic dimensions. Second, change in the Latin American region may be less predictable than it appears. Scholars maintain that change in Latin America occurs when contending elites negotiate it. Their power comes from the various resources they possess. Change, therefore, is not expected to occur as a function of regime change per se. This paper considers the treatment of education policy in Nicaragua during the regimes of the dynastic authoritarianism of Anastasio Somoza Debayle (1967-1979), the revolutionary governments of the Sandinistas (1979-1990), and the democratic-centrist government of Violeta Barrios de Chamorro (1990-1996). The central research question is: When regimes change, do policies change? The methodology defines the independent variable as the regime and education policy as the dependent variable. It posits three hypotheses. The right-wing regime of Somoza was expected to restrict both the qualitative aspects and the financing of education; (2) the left-wing regimes of the Sandinistas were hypothesized to have expanded both; and (3) the democratic-centrist regime of Chamorro was expected to have both expanded and restricted certain aspects of education policy. Several chapters describe these regimes' expansive or restrictive education strategies. A comparative analysis of these 26 years demonstrates several variables' effect over time. An OLS regression and a times series analysis specifies the relationship between regime change and percent of GDP each regime devoted to education.
