Federal Support for Drug Courts: In Brief

Description: This report explains the concept of a "drug court,", how the term and programs have expanded to include wider meanings and serve additional subgroups, how the federal government supports drug courts, and research on the impact of drug courts on offenders and court systems. In addition, it briefly discusses how drug courts might provide an avenue for addressing the opioid epidemic and other emerging drug issues that Congress may consider.

High Intensity Drug Trafficking Areas (HIDTA) Program

Description: This report provides an overview of the High Intensity Drug Trafficking Areas (HIDTA) program, including how areas are designated as part of a HIDTA, and program coordination and funding. It also examines issues that policymakers may consider as they debate the future of the program: whether the county is still an appropriate unit of inclusion, whether the criteria remain adequate, whether the program is effective, whether its tangential effects can be measured, whether the current bounds on funds are still appropriate, and which federal entity may be best suited to administer the program.

Description: A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO reviewed the efforts by the Substance Abuse and Mental Health Services Administration (SAMHSA) and states to provide effective drug abuse treatment programs, focusing on: (1) activities supported by SAMHSA's Substance Abuse Prevention and Treatment (SAPT) block grant and Knowledge Development and Application (KDA) grant funds for drug abuse treatment; (2) SAMHSA and state mechanisms for monitoring fund use; and (3) SAMHSA and state efforts to determine the effectiveness of drug abuse treatment supported with SAPT block grant funds."

An Investigation of Crisis Intervention Services

Description: The purpose of the study have been: (1) to provide an explanatory, descriptive, and analytic viewpoint of the functions and structure of crisis intervention centers (2) to provide an intensive investigation of counseling and treatment practices in crisis intervention centers and (3) to relate the experiences that the writer has encountered as a resident counselor at Help House Inc. (twenty-four hour drug and crisis intervention center in Denton, Texas) to sociological, psychological, social psychological and philosophical constructs that deal with or pertain to crisis intervention, particularly in the area of drug use. The study indicates how participatory observation serves as an aid in acquiring insight into sociological areas such as crisis intervention centers. The role of the participatory observer is most important because concepts and theories arise out of actual situations.
