Intercomparison of Climate Data Sets as a Measure of Observational Uncertainty

Description: Uncertainties in climate observations are revealed when alternate observationally based data sets are compared. General circulation model-based ''reanalyses'' of meteorological observations will yield different results from different models, even if identical sets of raw unanalyzed data form their starting points. We have examined 25 longitude-latitude fields (including selected levels for three-dimensional quantities) encompassing atmospheric climate variables for which the PCMDI observational data base contains two or more high-quality sources. For the most part we compare ECMWF with NCEP reanalysis. In some cases, we compare in situ and/or satellite-derived data with reanalysis. To obtain an overview of the differences for all 25 fields, we use a graphical technique developed for climate model diagnosis: a ''portrait diagram'' displaying root-mean-square differences between the alternate data sources. With a few exceptions (arising from the requirement that RMS differences be normalized to accommodate different units of variables) the portrait diagrams indicate areas of agreement and disagreement that can be confirmed by examining traditional graphics such as zonal mean plots. In accord with conventional wisdom, the greatest agreement between alternate data sets--hence the smallest implied observational uncertainty--occurs for upper tropospheric zonal wind. We also find fairly good agreement between reanalysis and more direct measures of precipitation, suggesting that modern observational systems are resolving some long-standing problems with its measurement.

Technical editing and the effective communication of scientific results

Description: Communication of scientific results--whether for professional journals, poster sessions, oral presentations, or the popular press--is an essential part of any scientific investigation. The technical editor plays an important rolein ensuring that scientists express their results correctly and effectively. Technical editing comprises far more than simple proofreading. The editor`s tasks may range from restructuring whole parpagrphs and suggesting improved graphical aids to writing abstracts and preparing first drafts of proposals. The technical editor works closely with scientists to present complex ideas to differentaudiences, including fellow scentists, funding agencies, and the general public. New computer technologyhas also involved the technical editor not only with on-line editing but also with preparing CD ROMs and World Wide Web pages.

Acceptance inspection plan 105KE Facility modifications for fuel retrieval subproject

Description: The acceptance inspection of construction by Fluor Daniel Hanford (FDH) is performed to provide assurance that fabrication, construction, and installation are in accordance with approved contract documents. Approved contract documents used to perform inspections may include specifications, drawings, and contractor submittals such as fabrication drawings, procedures, etc. The amount or degree of inspection activity is tailored to the project as determined by the project team so that the effort and cost expended are commensurate with the importance of the facility in terms of function and safety. Inspections are documented to provide verification of the acceptability of the work performed. This document identifies the inspections and documentation forms to be provided. It is prepared and implemented with the understanding that the construction contractor is fully responsible for compliance with contract documents and for the quality of work performed. Inspections performed are in accordance with approved procedures. The Manager of Acceptance Inspection is responsible for the implementation of this plan and assignment of personnel for the work. Inspections are conducted by personnel who are qualified and certified, to perform their assigned task. The Acceptance Inspection Plan is organized in the Construction Specification Institute (CSI) format to cross reference design specification sections with sections of the AI Plan. In each AI Plan section the applicable specification section subject will be identified followed by the appropriate inspection requirements. General surveillances will be listed when applicable. Acceptance Inspection Reports are provided to document inspections not documented on a test report (i.e., Soil Test Data, Concrete Test Report, NDE/Weld Record, Leak/Pressure Test Certification, Backflow Device Test Report, Nonconformance Report, Deficiency Report, and/or Contractors testing forms).

Information fusion for automatic text classification

Description: Analysis and classification of free text documents encompass decision-making processes that rely on several clues derived from text and other contextual information. When using multiple clues, it is generally not known a priori how these should be integrated into a decision. An algorithmic sensor based on Latent Semantic Indexing (LSI) (a recent successful method for text retrieval rather than classification) is the primary sensor used in our work, but its utility is limited by the {ital reference}{ital library} of documents. Thus, there is an important need to complement or at least supplement this sensor. We have developed a system that uses a neural network to integrate the LSI-based sensor with other clues derived from the text. This approach allows for systematic fusion of several information sources in order to determine a combined best decision about the category to which a document belongs.

Nuclear criticality experiments from 1943 to 1978: an annotated bibliography. Volume 1. Main listing

Description: The bibliography contains 1067 citations from the literature of critical and near-critical nuclear experiments. It provides an up-to-date index to reports containing useful data for many types of criticality studies. Most of the reports can provide specifications for relatively simple critical configurations necessary for validating nuclear constants and calculational techniques. The reports of more than 1143 experimentors at 38 international facilities since 1943 are cross-referenced. The collection contains the prototypes of many different designs of nuclear reactors and studies performed to insure the safe use of fissile materials in chemical processing plants, storage facilities, and transportation containers. The bibliography has three volumes. Volume 1 contains the main listing of citations with abstracts. Volume 2 is a set of indexes organized by report number, publication date, experimental facility, and author name. Volume 3 provides a subject index, concorded on the significant keyphrases derived from titles, and an index of keyterms derived from titles, and an index of keyterms extracted from titles and abstracts. The bibliography was printed by computer as a selection from a computerized system at Lawrence Livermore Laboratory contaning information and data on criticality experiments.

High Temperature Materials Laboratory third annual report

Description: The High Temperature Materials Laboratory has completed its third year of operation as a designated DOE User Facility at the Oak Ridge National Laboratory. Growth of the user program is evidenced by the number of outside institutions who have executed user agreements since the facility began operation in 1987. A total of 88 nonproprietary agreements (40 university and 48 industry) and 20 proprietary agreements (1 university, 19 industry) are now in effect. Sixty-eight nonproprietary research proposals (39 from university, 28 from industry, and 1 other government facility) and 8 proprietary proposals were considered during this reporting period. Research projects active in FY 1990 are summarized.

Lectures on probability and statistics. Revision

Description: These notes are based on a set of statistics lectures delivered at Imperial College to the first-year postgraduate students in High Energy Physics. They are designed for the professional experimental scientist. They begin with the fundamentals of probability theory, in which one makes statements about the set of possible outcomes of an experiment, based upon a complete a priori understanding of the experiment. For example, in a roll of a set of (fair) dice, one understands a priori that any given side of each die is equally likely to turn up. From that, we can calculate the probabilty of any specified outcome. They finish with the inverse problem, statistics. Here, one begins with a set of actual data (e.g., the outcomes of a number of rolls of the dice), and attempts to make inferences about the state of nature which gave those data (e.g., the likelihood of seeing any given side of any given die turn up). This is a much more difficult problem, of course, and one's solutions often turn out to be unsatisfactory in one respect or another. Hopefully, the reader will come away from these notes with a feel for some of the problems and uncertainties involved. Although there are standard approaches, most of the time there is no cut and dried ''best'' solution - ''best'' according to every criterion.

Engineering Research Division report on reports calendar year 1978

Description: Each year the Engineering Research Division of the Electronics Engineering Department has issued an internal report listing of all formal publications produced by the division during the calendar year. The report for 1978 is being issued in two sections (the second section has been expanded from the former format due to a change in collection of information implemented during the calendar year 1978). The first section (covering January 1978 through June 1978) lists the titles, report numbers, authors, dates, an author index, and, when applicable, conferences or journals to which the paper was submitted. The second section (covering July 1978 through December 1978) provides, in addition to the above information, abstracts for each paper, and an appendix with keywords. Future publication reports will include abstracts and a keyword appendix for all reports. It is expected that the new format will make the publication report a more useful document.

PRIDE Surveillance Projects Data Packaging Project, Information Package Specification Version 1.0

Description: This document contains a specification for a standard XML document format called an information package that can be used to store information and the context required to understand and use that information in information management systems and other types of information archives. An information package consists of packaged information, a set of information metadata that describes the packaged information, and an XML signature that protects the packaged information. The information package described in this specification was designed to be used to store Department of Energy (DOE) and National Nuclear Security Administration (NNSA) information and includes the metadata required for that information: a unique package identifier, information marking that conforms to DOE and NNSA requirements, and access control metadata. Information package metadata can also include information search terms, package history, and notes. Packaged information can be text content, binary content, and the contents of files and other containers. A single information package can contain multiple types of information. All content not in a text form compatible with XML must be in a text encoding such as base64. Package information is protected by a digital XML signature that can be used to determine whether the information has changed since it was signed and to identify the source of the information. This specification has been tested but has not been used to create production information packages. The authors expect that gaps and unclear requirements in this specification will be identified as this specification is used to create information packages and as information stored in information packages is used. The authors expect to issue revised versions of this specification as needed to address these issues.
