Approach to decision modeling for an ignition test reactor

Description: A comparison matrix decision model is applied to candidates for a D-T ignition tokamak (TNS), including assessment of semi-quantifiable or judgemental factors as well as quantitative ones. The results show that TNS is mission-sensitive with a choice implied between near-term achievability and reactor technology.

Energy conservation and energy decentralization: issues and prospects

Description: Views are presented of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system, appears not to be functioning in very-important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in… more

Evaluation of proposed designs for streamflow monitoring structures at waste disposal sites

Description: Design of small surface water monitoring stations associated with waste sites requires an approach that balances several problems. The monitoring site must have a capacity for a wide range of flows, allow accurate measurements over the full performance range, minimize effects from accumulation of contaminated sediments, and minimize costs of construction and operation. Selecting a station design that takes these factors into consideration can be done systematically through use of formal decisio… more

Marketing of coal mining equipment. Evaluation of present techniques: suggestions to aid commercialization. Final report

Description: This report is an examination of the equipment preferences and decision-making methodology of the coal industry. The prime purpose is to indicate directions in which equipment research might proceed and also to indicate methods by which investment in new, more productive mining equipment could be encouraged. In addition to this, an investigation of the research and development decisions of major mining equipment manufacturers was conducted. The findings can best be condensed into three categori… more

Least cost planning from a customer's perspective

Description: In this paper, I offer some thoughts about least cost planning, not from the perspective of the regulator or utility, but from the perspective of a residential customer. The problem that I address is, as a homeowner in northern Virginia, I am about to make a long term fuel choice for my household, where the options include, natural gas, electricity and fuel oil. An additional choice is the energy efficiency capital investment in my home that could decrease my monthly fuel costs. My decision pro… more

Energy-consumption modelling

Description: A highly sophisticated and accurate approach is described to compute on an hourly or daily basis the energy consumption for space heating by individual buildings, urban sectors, and whole cities. The need for models and specifically weather-sensitive models, composite models, and space-heating models are discussed. Development of the Colorado State University Model, based on heat-transfer equations and on a heuristic, adaptive, self-organizing computation learning approach, is described. Result… more

Research and development of methods and tools for achieving and maintaining consensus processes in the face of change within and among government oversight agencies: Volume 1

Description: This progress report summarizes our research activities under our consensus grant. In year four of the grant, we continued to capitalize on and benefit from historical events which drove our early emphasis on group process studies. Following our work on various procedures for bringing together groups such as the State and Tribal Government Working Group and the Stakeholders' Forum (both of which provide input to the Five-Year Waste Plan), we continue to observe these groups and collect data. We… more

Interactive planning system for developing decommissioning and decontamination plans at Hanford

Description: The 570-square mile Hanford Project contains facilities with varying degrees of radioactive contamination as a result of plutonium production operations. With the evolution of production requirements and technology, many of these have been retired and will be decommissioned and decontaminated (D and D). Planning for D and D at Hanford requires identification and characterization of contaminated facilities, prioritization of facilities for decommissioning, selection of D and D modes, estimating … more

Assessment of solar options for small power systems applications. Volume V. SOLSTEP: a computer model for solar plant system simulations

Description: The simulation code, SOLSTEP, was developed at the Pacific Northwest Laboratory to facilitate the evaluation of proposed designs for solar thermal power plants. It allows the user to analyze the thermodynamic and economic performance of a conceptual design for several field size-storage capacity configurations. This feature makes it possible to study the levelized energy cost of a proposed concept over a range of plant capacity factors. The thermodynamic performance is analyzed on a time step b… more

Analysis of natural gas supply strategies at Fort Drum

Description: This analysis investigates strategies for Fort Drum to acquire a reliable natural gas supply while reducing its gas supply costs. The purpose of this study is to recommend an optimal supply mix based on the life-cycle costs of each strategy analyzed. In particular, this study is intended to provide initial guidance as to whether or not the building and operating of a propane-air mixing station is a feasible alternative to the current gas acquisition strategy. The analysis proceeded by defining … more

Political side of risk: a new approach

Description: The resolution of many of the Nation's most-serious problems today is hampered by our apparent inability to systematically deal with the socio-political dimensions of the societal acceptance of risks in areas of technical development, decision making, and policy formulation. Nowhere is this more apparent than in the energy field. The nature of public hazards has changed drastically during the past half century or so, driving public considerations of risk into the political realm. This has given… more

The Prioritization of Environment, Safety, and Health Activities

Description: Federal facilities, including the national laboratories, must bring existing operations into compliance with environment, safety, and health (ES H) regulations while restoring sites of past operations to conform with today's more rigorous standards. The need for ES H resources is increasing while overall budgets are decreasing, and the resulting staffing and financial constraints often make it impossible to carry out all necessary activities simultaneously. This stimulated interest in formal me… more

The 1990 Clean Air Act Amendments and the Great Lakes Economy: Challenges and Opportunities

Description: This paper deals with the market for SO{sub 2} emission allowances over time and electric utility compliance choices. For currently high emitting plants ( > 2.5 lb SO{sub 2}/MMBtu), the 1990 Clean Air Act Amendments (CAAA) provide for about twice as many SO{sub 2} allowances to be issued per year in Phase 1 (1995--1999) than in Phase 2. Also, considering the scrubber incentives in Phase 1, there is likely to be substantial emission banking for use in Phase 2. Allowance prices are expected to in… more
