The Czech Republic's Transition: The Environment and Human Rights

Description: This exploratory case study considers the Czech Republic from 1993 thru 2002 by examining two links: first, between transition and the environment.; second, between the environment and human rights. The study examines data from the Czech Ministry of Environment, the European Union, the World Bank, and Freedom House. The purpose of this study is to better understand the Czech Republic and to generate hypotheses that might be used in future cross-national studies. Chapter III provides the underlying theory linking the environment and human rights. Chapters IV, V, and VI discuss the data and the two links and suggest hypotheses for future research. Chapter VII draws conclusions about states in transition, the environment, and human rights and encourages future integrative research.

Beads on a String: Extended Portraits

Description: When I was first introduced to photography, I was mainly drawn to landscape imagery. I enjoyed being a solitary spectator. Over time, inclusions of figurative elements became more and more apparent in my work. I purposefully began to incorporate a figure into my landscapes, ascribing to it a certain nostalgia and a sense of isolation I was experiencing on many levels at that time. Before long, I felt disconnected from these images because of their ambiguity and generalization. I found myself craving more content and personal commitment in my photography. At the end 2003, I started experimenting with a 4" x 5" format camera, which forced me, to some extent, to change my way of photographing and seeing. That is how the beginning of this new body of work was born. I was accustomed to shooting with a 35 mm camera, which allowed me to be spontaneous, quick and immediate. I permanently switched to a large format. I could see myself benefiting from this change. I lost some of the spontaneity that a 35 mm format offers but I gained the beauty of working with larger negatives and the endless possibilities of view camera movements. Thanks to this technical transformation, I began to develop new ideas. I tried to focus on what truly mattered to me, initially stripped from any necessary relationships among the images. I photographed pieces of time and space, filled with an emotional and psychological charge. More figurative elements kept reappearing and soon dominated my subject matter completely. My motives became utterly wrapped around human values and the differences that distinguish each of us from one another.

Assessment of the buildings sector efficiency resource for the City of Plzen, Czech Republic

Description: This city is considering options for providing energy services to its citizens in order to lower their energy bills and reduce pollution created by burning low quality brown coal. US AID, under the SEED program, agreed to fund an assessment of the space and water heat efficiency potential in the buildings sector in Plzen. Purpose of this assessment is to develop information on this energy efficiency potential. A significant efficiency resource exists in the space and water heating end-uses in the residential and nonresidential buildings sectors; at current prices this amounts to 27% of total buildings sector space and water heat energy consumption and increases to 29 and 34% of buildings sector consumption in two scenarios in which energy price controls and subsidies are relaxed.

Planning, Preparation, and Transport of the High-Enriched Uranium Spent Nuclear Fuel from the Czech Republic to the Russian Federation

Description: The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs. The paper also describes fuel loading and cask preparations at NRI and final preparations/approvals for transporting the shipment across the Czech Republic, Slovakia, Ukraine, and the Russian Federation to FSUE Mayak where the HEU spent nuclear fuel will be processed, the uranium will be downblended and made into low-enriched uranium fuel for commercial reactor use, and the high-level waste from the processing ...

Preliminary business plan: Plzen district heating system upgrade

Description: The district heating system of the City of Plzen, Czech Republic, needs to have physical upgrades to replace aging equipment and to comply with upcoming environmental regulations. Also, its ownership and management are being changed as a result of privatization. As majority owner, the City has the primary goal of ensuring that the heating needs of its customers are met as reliably and cost-effectively as possible. This preliminary business plan is part of the detailed analysis (5 reports in all) done to assist the City in deciding the issues. Preparation included investigation of ownership, management, and technology alternatives; estimation of market value of assets and investment requirements; and forecasting of future cash flow. The district heating system consists of the Central Plzen cogeneration plant, two interconnected heating plants [one supplying both hot water and steam], three satellite heating plants, and cooperative agreements with three industrial facilities generating steam and hot water. Most of the plants are coal-fired, with some peaking units fired by fuel oil.

Upgrading selected Czech coals for home and industrial heating

Description: The Czech Republic has large coal reserves, particularly brown coal and lignite, and to a lesser extent, bituminous coal. Concurrent with the recent political changes, there has been a reassessment of the role of coal for electrical and heating energy in the future economy, owing to the large dependence on brown coal and lignite and the implementation of more stringent environmental regulations. These coals have a relatively high sulfur content, typically 1-3 wt%, and ash content, leading to significant SO{sub 2} and other gaseous and particulate emissions. Some of the bituminous coals also exhibit high ash content. Against this background, the Energy & Environmental Research Center, on behalf of the U.S. Agency for International Development and the U.S. Department of Energy Office of Fossil Energy, undertook a project on upgrading Czech coals to achieve desired fuel properties. The purpose of the project was to assist the city of Usti nad Labem in Northern Bohemia in developing cost-effective alternatives for reducing environmental emissions from district and home heating systems.

Coal upgrading program for Usti nad Labem, Czech Republic: Task 8.3. Topical report, October 1994--August 1995

Description: Coal has been a major energy source in the Czech Republic given its large coal reserves, especially brown coal and lignite (almost 4000 million metric tons) and smaller reserves of hard, mainly bituminous, coal (over 800 million tons). Political changes since 1989 have led to the reassessment of the role of coal in the future economy as increasing environmental regulations affect the use of the high-sulfur and high-ash brown coal and lignite as well as the high-ash hard coal. Already, the production of brown coal has declined from 87 million metric tons per year in 1989 to 67 million metric tons in 1993 and is projected to decrease further to 50 million metric tons per year of brown coal by the year 2000. As a means of effectively utilizing its indigenous coal resources, the Czech Republic is upgrading various technologies, and these are available at different stages of development, demonstration, and commercialization. The purpose of this review is to provide a database of information on applicable technologies that reduce the impact of gaseous (SO{sub 2}, NO{sub x}, volatile organic compounds) and particulate emissions from the combustion of coal in district and residential heating systems.

Advanced power assessment for Czech lignite task 3.6. Topical report

Description: Major reforms in the Czech energy sector have been initiated to reverse 40 years of central planning, subsidized energy pricing, unchecked pollution from coal-fired plants, concerns over nuclear safety and fuel cycle management, and dependence on the former U.S.S.R. for oil, gas, and nuclear fuel processing. Prices for electricity, heat, and natural gas paid by industry are close to western levels, but subsidized prices for households are as much as 40% lower and below economic cost. State control of major energy enterprises is being reduced by moving toward government-regulated, investor-owned companies to raise needed capital, but with a strategic stake retained by the state. Foreign firms will participate in privatization, but they are not expected to acquire a controlling interest in Czech energy companies. Economic conditions in the Czech Republic are now improving after the disruptions caused by restructuring since 1989 and separation of the former Czech and Slovak Federal Republics in January 1993. The downturn in the economy after 1989 was concentrated in energy-intensive heavy industry, and recovery is paced by consumer trade, services, light industry and construction. Energy use in relation to gross domestic product (GDP) has declined, but it is still significantly higher than in OECD (Organization for Economic Cooperation and Development) countries. The GDP increased by 2% in 1994 after dropping 22% between 1989 and 1993. A positive balance of payments has been achieved, with foreign investment offsetting a small trade deficit. The government`s external debt is only 4% of GDP. This report studies the application of lignite resources within the newly formulated energy policies of the republic, in light of a move toward privatization and stronger air pollution regulations. Lignite has represented the major energy source for the country.

Efficiency and supply resource options for the upgrade of the Plzen district heating system

Description: We examined options for meeting the district heating system steam and hot water heating loads associated with the Plzefi Central Heating Plant, two interconnected boilers serving the Kosutka and Bory regions, and the distributed systems in the Letna/Doubravka and Svetovar regions. The assessment applied integrated resource planning to combine the separate supply and demand-side assessments conducted for the system. Four system load scenarios were examined-high and low growth with and without programmatic efficiency. Hot water loads ranged from the current level of 277 megawatts thermal (MW{sub t}) to 320 MW{sub t} in a high growth scenario without efficiency to 253 MW{sub t} in a low growth scenario with programmatic efficiency. The high growth scenario includes an addition of approximately 50 MW{sub t} load from the connection of distributed boilers. An additional 250 MW{sub t} load served by distributed boilers may provide additional potential for system expansion. Steam loads are projected to increase from 93 MW{sub t} to 100 MW{sub t} in the high growth scenario and. decrease to 89 MW{sub t}, in the low growth scenario. Two system expansion cases were considered. The moderate system expansion provided for the Heat Line East I connection to serve the Letna/Doubravka region and the fall system expansion case further provided for the Heat Line East II connection to serve the Svetovar region. In the moderate case, the life of the Svetovar plant is extended to continue as a stand-alone system. Four central plant supply configurations providing for additional cogeneration capacity were applied to the load scenarios: 1. [Energy and environmental research emphasizing low-rank coal]: Task 7.1, Strategic planning. Topical report, February 1, 1994--June 30, 1995

Description: The nations of East Central Europe regained their political and economic freedom in 1989, ending nearly a half century of centrally planned economies under the hegemony of the former Soviet Union (FSU). These nations are now emerging from economic conditions marked by price distortions and a focus on heavy industry, isolation from world markets, and a lack of occupational health and environmental safeguards. Economic recovery, environmental restoration, and political stability, as well as eventual entrance into the European Community (EC), require a reordering of policies and priorities, including those bearing on energy and the environment. This report, prepared as a background document for the Second International Conference on Energy and Environment to be held in Prague in November 1994, is composed of a summary table (Table 1) and supporting text and is intended to provide a concise review of issues related to energy and the environment for the Czech and Slovak Republics, Hungary, Poland, and Bulgaria. Organized by subject and country, Table 1 contains country profiles (Row A), information on the economy (Row B), primary energy consumption, environmental priorities, energy resources, production, and utilization (Rows C, D, F, G, H, and I), electrical generation and transmission (Rows J and K), district heating (Row L), briquettes (Row M), and environmental regulations (Row N). Pertinent policy goals, issues, and trends are noted. Advanced power assessment for Czech lignite. Task 3.6, Volume 1

Description: The US has invested heavily in research, development, and demonstration of efficient and environmentally acceptable technologies for the use of coal. The US has the opportunity to use its leadership position to market a range of advanced coal-based technologies internationally. For example, coal mining output in the Czech Republic has been decreasing. This decrease in demand can be attributed mainly to the changing structure of the Czech economy and to environmental constraints. The continued production of energy from indigenous brown coals is a major concern for the Czech Republic. The strong desire to continue to use this resource is a challenge. The Energy and Environmental Research Center undertook two major efforts recently. One effort involved an assessment of opportunities for commercialization of US coal technologies in the Czech Republic. This report is the result of that effort. The technology assessment focused on the utilization of Czech brown coals. These coals are high in ash and sulfur, and the information presented in this report focuses on the utilization of these brown coals in an economically and environmentally friendly manner. Sections 3--5 present options for utilizing the as-mined coal, while Sections 6 and 7 present options for upgrading and generating alternative uses for the lignite. Contents include Czech Republic national energy perspectives; powering; emissions control; advanced power generation systems; assessment of lignite-upgrading technologies; and alternative markets for lignite.

Successful Completion of the Largest Shipment of Russian Research Reactor High-Enriched Uranium Spent Nuclear Fuel from Czech Republic to Russian Federation

Description: On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Rež, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.
