Description: This report provides a comparison of the cap-and-trade provisions of two bills. The first is H.R. 2454, the American Clean Energy and Security Act of 2009. In addition to establishing a cap-and-trade system to regulate greenhouse gas emissions, this bill addresses energy efficiency, renewable energy, and other energy topics.
