A Community Based Assessment: An Analysis of Community Based Tourism in Kalache and Hulgol, India

Description: This study incorporated a community based assessment with a focus on community based tourism in Kalache and Hulgol, India. Kalache and Hulgol are two agrarian based communities located in the environmentally significant region of the Western Ghats. Each of these communities has considered community based tourism as a means to reduce urban youth outmigration, to diversify economic resources, and to encourage the empowerment of women. The primary goals of this study were to understand the community issues and objectives, to determine the level of support for tourism development, to determine participant attitudes toward tourism, and to determine the obstacles to tourism development. The findings of this project address the complexity of operating in the tourism industry, the impacts of tourism, and the use of community based tourism models in support of sustainable tourism.

Final Report for Harvesting a New Wind Crop: Innovative Economic Approaches for Rural America

Description: Final Report for ''Harvesting a New Wind Crop: Innovative Economic Approaches for Rural America'': This project, ''Harvesting a New Wind Crop'', helped stimulate wind development by rural electric cooperatives and municipal utilities in Colorado. To date most of the wind power development in the United States has been driven by large investor-owned utilities serving major metropolitan areas. To meet the 5% by 2020 goal of the Wind Powering America program the 2,000 municipal and 900 rural electric cooperatives in the country must get involved in wind power development. Public power typically serves rural and suburban areas and can play a role in revitalizing communities by tapping into the economic development potential of wind power. One barrier to the involvement of public power in wind development has been the perception that wind power is more expensive than other generation sources. This project focused on two ways to reduce the costs of wind power to make it more attractive to public power entities. The first way was to develop a revenue stream from the sale of green tags. By selling green tags to entities that voluntarily support wind power, rural coops and munis can effectively reduce their cost of wind power. Western Resource Advocates (WRA) and the Community Office for Resource Efficiency (CORE) worked with Lamar Light and Power and Arkansas River Power Authority to develop a strategy to use green tags to help finance their wind project. These utilities are now selling their green tags to Community Energy, Inc., an independent for-profit marketer who in turn sells the tags to consumers around Colorado. The Lamar tags allow the University of Colorado-Boulder, the City of Boulder, NREL and other businesses to support wind power development and make the claim that they are ''wind-powered''. Retail Management Mix Strategies of Retail Grocery Establishments Belonging to a Retailer-Cooperative in the State of Texas

Description: The purpose of this study was basically fivefold: 1) to examine the historical development and significance of the retail mix as a retail management concept; 2) to identify the nature and structure of the independent variables which make up a retail management mix; 3) to distinguish the nature and significance of each variable within the structure of the retail management mix; 4) to propose and develop an interrelated set of propositions in the form of a retail management mix for retail grocery establishments belonging to a retailer-cooperative in the state of Texas; and 5) to relate the retail management mix theory to dependent variables gross profit margin, net profit margin, gross profit return on inventory, and net profit return on inventory. Factors Related to Mississippi School Library Media Centers in Multitype Cooperation

Description: The main purpose of this study was to identify the major obstacles to cooperation as perceived by school library media specialists in the state of Mississippi and to determine if members of the Coastal Mississippi Library Cooperative (CMLC) believe that there are fewer obstacles to cooperation than do non-members. The secondary purpose was to evaluate the CMLC to some extent to determine if success was achieved through organization when defined by the variables, planning, governance, funding, communication, administration, and evaluation. The population of the study was all of the librarians (academic, public, school, and special) in the six-county area which comprises the CMLC, and a random sample of public school librarians throughout the remainder of the state. All of the school librarians were sent a questionnaire that requested their responses to statements of barriers to cooperation. All of the librarians in the CMLC region were sent a questionnaire to obtain their perceptions of participation in the CMLC. Pour librarians, members of the CMLC, were Interviewed to obtain information on the organizational factors of the CMLC. Data received from school library media specialists were submitted to various statistical tests. The Chi-Square statistic was used on the demographic portion of the questionnaire, which revealed that four of the variables and the dependent variable, membership in the CMLC, were significantly different. A t-test performed on the barriers to cooperation section produced no significant differences between the member and non-member responses. The perceptions of participation in the CMLC data revealed that there were differences among the four library systems (academic, public, school, and special) involved, but most of the respondents considered the CMLC to be successful. Strategy for advancement of IRP in public power, Volume 2: Technical appendices

Description: NREL and subcontractor Garrick & Associates are conducting the Advancement of integrated resource planning (IRP) in Public Power Program, sponsored by DOE. The program is intended to develop a consistent strategy for DOE to advance IRP practices in the publicly and cooperatively owned utility sector. The IRP advancement program includes two major tasks: key participant involvement and strategy development. The Program`s initial task is to involve key public and cooperative utility organizations and their constituents in the development of the IRP advancement strategy. Key Participant Involvement is accomplished through two distinct subtasks: Needs Assessment and Steering Committee Involvement. The Needs Assessment identifies key participant needs, expectations, common interests, issues, and divergences that must be addressed by the IRP program. The results of this effort, which are presented in this {open_quotes}Needs Assessment Summary Report,{close_quotes} provide a foundation for the specific strategy development efforts conducted later in the IRP project. NANA Wind Resource Assessment Program Final Report

Description: NANA Regional Corporation (NRC) of northwest Alaska is located in an area with abundant wind energy resources. In 2007, NRC was awarded grant DE-FG36-07GO17076 by the US Department of Energy's Tribal Energy Program for funding a Wind Resource Assessment Project (WRAP) for the NANA region. The NANA region, including Kotzebue Electric Association (KEA) and Alaska Village Electric Cooperative (AVEC) have been national leaders at developing, designing, building, and operating wind-diesel hybrid systems in Kotzebue (starting in 1996) and Selawik (2002). Promising sites for the development of new wind energy projects in the region have been identified by the WRAP, including Buckland, Deering, and the Kivalina/Red Dog Mine Port Area. Ambler, Shungnak, Kobuk, Kiana, Noorvik & Noatak were determined to have poor wind resources at sites in or very near each community. However, all five of these communities may have better wind resources atop hills or at sites with slightly higher elevations several miles away.

Independent review of estimated load reductions for PJM's small customer load response pilot project

Description: This study describes the results of a low-cost approach used to measure reported load reductions from a residential electric water heater (EWH) load control program operated as part of PJM Interconnection's Demand Response small customer pilot program. Lawrence Berkeley National Laboratory (LBNL) conducted this independent review of the engineering estimates for EWH load control reported by a Curtailment Service Provider (CSP) at PJM's request. LBNL employed low-cost measurement and verification (M&V) approaches that utilized existing interval metering equipment to monitor results for a series of load control tests. The CSP collected hourly load data for two substations and several hundred households over a six-week period in October and November 2003. During this time period, the CSP operated its electric water heater load control program during pre-specified test periods in the morning, afternoon and early evening. LBNL then analyzed substation and premise-level data from these tests in order to verify the diversified demand reductions claimed by the CSP for customers participating in the EWH load control program. We found that the observed load reductions for the premise-level data aggregated over all households in the two participating electric cooperatives were, respectively, 40 percent-60 percent less and 3 percent less-10 percent higher than the estimated diversified demand reduction values assumed by the CSP, depending on whether observed or normalized results are considered. We also analyzed sub-station level data and found that the observed load reductions during the test periods were significantly lower than expected, although confounding influences and operational problems signifiogram during pre-specified test periods in the morning, afternoon and early evening. LBNL then analyzed substation and premise-level data from these tests in order to verify the diversified demand reductions claimed by the CSP for customers participating in the EWH load control program. Emissions, Monitoring, and Control of Mercury from Subbituminous Coal-Fired Power Plants - Phase II

Description: Western Research Institute (WRI), in conjunction with Western Farmers Electric Cooperative (WFEC), has teamed with Clean Air Engineering of Pittsburgh PA to conduct a mercury monitoring program at the WEFC Hugo plant in Oklahoma. Sponsored by US Department of Energy Cooperative Agreement DE-FC-26-98FT40323, the program included the following members of the Subbituminous Energy Coalition (SEC) as co-sponsors: Missouri Basin Power Project; DTE Energy; Entergy; Grand River Dam Authority; and Nebraska Public Power District. This research effort had five objectives: (1) determine the mass balance of mercury for subbituminous coal-fired power plant; (2) assess the distribution of mercury species in the flue gas (3) perform a comparison of three different Hg test methods; (4) investigate the long-term (six months) mercury variability at a subbituminous coal-fired power plant; and (5) assess operation and maintenance of the Method 324 and Horiba CEMS utilizing plant personnel.

GeoPowering the West: Geothermal Energy--The Bountiful, Clean Energy Source for the West

Final Project Report, Bristol Bay Native Corporation Wind and Hydroelectric Feasibility Study

Description: The Bristol Bay Native Corporation (BBNC) grant project focused on conducting nine wind resource studies in eight communities in the Bristol Bay region of southwest Alaska and was administered as a collaborative effort between BBNC, the Alaska Energy Authority, Alaska Village Electric Cooperative, Nushagak Electric Cooperative (NEC), Naknek Electric Association (NEA), and several individual village utilities in the region. BBNC’s technical contact and the project manager for this study was Douglas Vaught, P.E., of V3 Energy, LLC, in Eagle River, Alaska. The Bristol Bay region of Alaska is comprised of 29 communities ranging in size from the hub community of Dillingham with a population of approximately 3,000 people, to a few Native Alaska villages that have a few tens of residents. Communities chosen for inclusion in this project were Dillingham, Naknek, Togiak, New Stuyahok, Kokhanok, Perryville, Clark’s Point, and Koliganek. Selection criteria for conduction of wind resource assessments in these communities included population and commercial activity, utility interest, predicted Class 3 or better wind resource, absence of other sources of renewable energy, and geographical coverage of the region. Beginning with the first meteorological tower installation in October 2003, wind resource studies were completed at all sites with at least one year, and as much as two and a half years, of data. In general, the study results are very promising for wind power development in the region with Class 6 winds measured in Kokhanok; Class 4 winds in New Stuyahok, Clark’s Point, and Koliganek; Class 3 winds in Dillingham, Naknek, and Togiak; and Class 2 winds in Perryville. Old Harbor Scammon Bay Hydro Feasibility

Description: The grantee, Alaska Village Electric Cooperative (AVEC), is a non-profit member owned rural electric generation and distribution cooperative. The proposed Project is located near the community of Old Harbor, Alaska. Old Harbor is on the southeastern coast of Kodiak Island, approximately 70 miles southwest of the City of Kodiak and 320 miles southwest of Anchorage. In 1998 sufficient information had been developed to apply for a license to construct the project and the cost was estimated to be $2,445,000 for a 500 KW project on Lagoon Creek. Major features of the project included an eight-foot high diversion dam on Mountain Creek, a desander box, a 9,800-foot long penstock to the powerhouse on Lagoon Creek, and a 5,500-foot long access road. It was also anticipated that the project could provide an additional source of water to Old Harbor. The report details the history and lessons learned in designing and permiting the proposed hydroelectric facility.

Use of Geothermal Energy for Electric Power Generation

Description: The National Rural Electric Cooperative Association and its 1,000 member systems are involved in the research, development and utilization of many different types of supplemental and alternative energy resources. We share a strong commitment to the wise and efficient use of this country's energy resources as the ultimate answer to our national prosperity and economic growth. WRECA is indebted to the United States Department of Energy for funding the NRECA/DOE Geothermal Workshop which was held in San Diego, California in October, 1980. We would also like to express our gratitude to each of the workshop speakers who gave of their time, talent and experience so that rural electric systems in the Western U. S. might gain a clearer understanding of the geothermal potential in their individual service areas. The participants were also presented with practical, expert opinion regarding the financial and technical considerations of using geothermal energy for electric power production. The organizers of this conference and all of those involved in planning this forum are hopeful that it will serve as an impetus toward the full utilization of geothermal energy as an important ingredient in a more energy self-sufficient nation. The ultimate consumer of the rural electric system, the member-owner, expects the kind of leadership that solves the energy problems of tomorrow by fully utilizing the resources at our disposal today.

Kauai Island Utility Co-op (KIUC) PV integration study.

Description: This report investigates the effects that increased distributed photovoltaic (PV) generation would have on the Kauai Island Utility Co-op (KIUC) system operating requirements. The study focused on determining reserve requirements needed to mitigate the impact of PV variability on system frequency, and the impact on operating costs. Scenarios of 5-MW, 10-MW, and 15-MW nameplate capacity of PV generation plants distributed across the Kauai Island were considered in this study. The analysis required synthesis of the PV solar resource data and modeling of the KIUC system inertia. Based on the results, some findings and conclusions could be drawn, including that the selection of units identified as marginal resources that are used for load following will change; PV penetration will displace energy generated by existing conventional units, thus reducing overall fuel consumption; PV penetration at any deployment level is not likely to reduce system peak load; and increasing PV penetration has little effect on load-following reserves. The study was performed by EnerNex under contract from Sandia National Laboratories with cooperation from KIUC.
