Tradeoff Analysis for Combat Service Support Wireless Communications Alternatives

Description: As the Army moves toward more mobile and agile forces and continued sustainment of numerous high-cost legacy logistics management systems, the requirement for wireless connectivity and a wireless network to supporting organizations has become ever more critical. There are currently several Army communications initiatives underway to resolve this wireless connectivity issue. However, to fully appreciate and understand the value of these initiatives, a Tradeoff Analysis is needed. The present study seeks to identify and assess solutions. The analysis identified issues that impede Interim Brigade Combat Team (IBCT) communication system integration and outlined core requirements for sharing of logistics data between the field and Army battle command systems. Then, the analysis examined wireless communication alternatives as possible solutions for IBCT logistics communications problems. The current baseline system was compared with possible alternatives involving tactical radio systems, wireless/near term digital radio, cellular satellite, and third-generation (3G) wireless technologies. Cellular satellite and 3G wireless technologies offer clear advantages and should be considered for later IBCTs.

A study of potential sources of linguistic ambiguity in written work instructions.

Description: This report describes the results of a small experimental study that investigated potential sources of ambiguity in written work instructions (WIs). The English language can be highly ambiguous because words with different meanings can share the same spelling. Previous studies in the nuclear weapons complex have shown that ambiguous WIs can lead to human error, which is a major cause for concern. To study possible sources of ambiguity in WIs, we determined which of the recommended action verbs in the DOE and BWXT writer's manuals have numerous meanings to their intended audience, making them potentially ambiguous. We used cognitive psychology techniques to conduct a survey in which technicians who use WIs in their jobs indicated the first meaning that came to mind for each of the words. Although the findings of this study are limited by the small number of respondents, we identified words that had many different meanings even within this limited sample. WI writers should pay particular attention to these words and to their most frequent meanings so that they can avoid ambiguity in their writing.

High Level Architecture (HLA) federation with Umbra and OPNET federates.

Description: Network-centric systems that depend on mobile wireless ad hoc networks for their information exchange require detailed analysis to support their development. In many cases, this critical analysis is best provided with high-fidelity system simulations that include the effects of network architectures and protocols. In this research, we developed a high-fidelity system simulation capability using an HLA federation. The HLA federation, consisting of the Umbra system simulator and OPNET Modeler network simulator, provides a means for the system simulator to both affect, and be affected by, events in the network simulator. Advances are also made in increasing the fidelity of the wireless communication channel and reducing simulation run-time with a dead reckoning capability. A simulation experiment is included to demonstrate the developed modeling and simulation capability.

Analyzing Options for Airborne Emergency Wireless Communications

Description: In the event of large-scale natural or manmade catastrophic events, access to reliable and enduring commercial communication systems is critical. Hurricane Katrina provided a recent example of the need to ensure communications during a national emergency. To ensure that communication demands are met during these critical times, Idaho National Laboratory (INL) under the guidance of United States Strategic Command has studied infrastructure issues, concerns, and vulnerabilities associated with an airborne wireless communications capability. Such a capability could provide emergency wireless communications until public/commercial nodes can be systematically restored. This report focuses on the airborne cellular restoration concept; analyzing basic infrastructure requirements; identifying related infrastructure issues, concerns, and vulnerabilities and offers recommended solutions.

LDRD final report for improving human effectiveness for extreme-scale problem solving : assessing the effectiveness of electronic brainstorming in an industrial setting.

Description: An experiment was conducted comparing the effectiveness of individual versus group electronic brainstorming in order to address difficult, real world challenges. While industrial reliance on electronic communications has become ubiquitous, empirical and theoretical understanding of the bounds of its effectiveness have been limited. Previous research using short-term, laboratory experiments have engaged small groups of students in answering questions irrelevant to an industrial setting. The present experiment extends current findings beyond the laboratory to larger groups of real-world employees addressing organization-relevant challenges over the course of four days. Employees and contractors at a national security laboratory participated, either in a group setting or individually, in an electronic brainstorm to pose solutions to a 'wickedly' difficult problem. The data demonstrate that (for this design) individuals perform at least as well as groups in producing quantity of electronic ideas, regardless of brainstorming duration. However, when judged with respect to quality along three dimensions (originality, feasibility, and effectiveness), the individuals significantly (p<0.05) out-performed the group working together. When idea quality is used as the benchmark of success, these data indicate that work-relevant challenges are better solved by aggregating electronic individual responses, rather than electronically convening a group. This research suggests that industrial reliance upon electronic problem solving groups should be tempered, and large nominal groups might be the more appropriate vehicle for solving wicked corporate issues.

Vehicle to Electric Vehicle Supply Equipment Smart Grid Communications Interface Research and Testing Report

Description: Plug-in electric vehicles (PEVs), including battery electric, plug-in hybrid electric, and extended range electric vehicles, are under evaluation by the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) and other various stakeholders to better understand their capability and potential petroleum reduction benefits. PEVs could allow users to significantly improve fuel economy over a standard hybrid electric vehicles, and in some cases, depending on daily driving requirements and vehicle design, PEVs may have the ability to eliminate petroleum consumption entirely for daily vehicle trips. The AVTA is working jointly with the Society of Automotive Engineers (SAE) to assist in the further development of standards necessary for the advancement of PEVs. This report analyzes different methods and available hardware for advanced communications between the electric vehicle supply equipment (EVSE) and the PEV; particularly Power Line Devices and their physical layer. Results of this study are not conclusive, but add to the collective knowledge base in this area to help define further testing that will be necessary for the development of the final recommended SAE communications standard. The Idaho National Laboratory and the Electric Transportation Applications conduct the AVTA for the United States Department of Energy's Vehicle Technologies Program.

Linearity and monotonicity of a 10-bit, 125 MHz, segmented current steering digital to analog converter

Description: The purpose of this research is to determine the linearity and monotonicity of the THS5651IDW digital to analog converter (DAC), a prototype of the future Texas Instruments TLV5651, 10-bit, 125 MHz communication DAC. Testing was conducted at the Texas Instruments facility on Forest Lane, Dallas, Texas. Texas Instruments provided test equipment, software and laboratory space to obtain test data. Analysis of the data found the DAC to be monotonic since the magnitude of the differential nonlinearity (DNL) was less than ± 1 least significant bit (LSB) and the integral nonlinearity (INL) was less than ± 0.5 LSB. The study also showed that the DAC has primarily negative DNL although the DNL is well within the desired specification.

MFC Communications Infrastructure Study

Description: Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure. The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard. This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.
