Coastal Zone Management Reauthorization: An Overview

Description: Congress is considering legislation that would reauthorize the Coastal Zone Management Act of 1972. This overview summarizes the programs created by this act and its amendments, and outlines issues associated with reauthorization. These issues include reauthorizing funding, altering grant programs, changing the National Estuarine Research Reserve system, funding to implement nonpoint water pollution requirements, protecting private property rights, expanding program evaluation efforts, and examining effects of personal water craft on the coastal requirement. A reauthorization bill has been reported by the House Resources Committee (H.R. 2669, H. Rept. 106-485), and floor action is anticipated soon. In the Senate, no action has been taken.

United States Commission on Ocean Policy

Description: On September 20, 2004, the U.S. Commission on Ocean Policy fulfilled its mandate to submit recommendations for a coordinated and comprehensive national ocean policy to the President and Congress. The Commission's final report, "An Ocean Blueprint for the 21st Century," contains 212 recommendations addressing all aspects of ocean and coastal policy. The 16 members of the Commission call on the President and Congress to take decisive, immediate action to carry out these recommendations, which will halt the steady decline of our nation's oceans and coasts.

Coastal Zone Management: Measuring Program's Effectiveness Continues to Be a Challenge

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In 1972, Congress enacted the Coastal Zone Management Act (CZMA) to protect the nation's coastlines from growing demands associated with residential, recreational, commercial, and industrial uses. The act encourages coastal states and territories to develop programs to manage and balance economic development and coastal protection. The National Oceanic and Atmospheric Administration (NOAA) administers the program and provides financial and technical assistance to participating states. GAO was asked to provide information on (1) NOAA's methodology for awarding CZMA grants to the states, (2) the extent to which NOAA has processes for ensuring that grants are used in a manner that is consistent with the CZMA, and (3) the extent to which NOAA's state program evaluations and performance measurement system enable the agency to assess the effectiveness of the National Coastal Zone Management Program. GAO reviewed relevant laws, regulations, and documents and interviewed NOAA and the 34 state coastal program officials."
